婁底市土地供給對(duì)房地產(chǎn)市場(chǎng)的影響研究

【摘要】:房地產(chǎn)業(yè)在國(guó)民經(jīng)濟(jì)發(fā)展中起著重要作用。房地產(chǎn)市場(chǎng)的發(fā)展不僅關(guān)系到國(guó)民經(jīng)濟(jì)的全局,更關(guān)系著社會(huì)的穩(wěn)定。保障房地產(chǎn)市場(chǎng)健康發(fā)展是實(shí)現(xiàn)安居樂業(yè)的重要途徑。土地是房地產(chǎn)開發(fā)建設(shè)中的來源,土地供給是房地產(chǎn)市場(chǎng)的基礎(chǔ)和關(guān)鍵,是國(guó)家進(jìn)行房地產(chǎn)市場(chǎng)宏觀調(diào)控的起點(diǎn)。經(jīng)過近十年的土地供給制度改革,我國(guó)逐漸形成了政府和市場(chǎng)雙重調(diào)控的城市土地市場(chǎng)。政府部門通過對(duì)土地出讓的計(jì)劃、渠道、方式和手段進(jìn)行科學(xué)的調(diào)整,優(yōu)化城市土地資源配置,實(shí)現(xiàn)土地的可持續(xù)利用。同時(shí),結(jié)合市場(chǎng)的作用,保障城市土地市場(chǎng)的供需平衡,進(jìn)而推動(dòng)房地產(chǎn)市場(chǎng)的健康運(yùn)行。 本文運(yùn)用文獻(xiàn)資料法、統(tǒng)計(jì)分析法、實(shí)證研究法等研究方法,結(jié)合市場(chǎng)供需理論、公共產(chǎn)品理論等經(jīng)濟(jì)學(xué)和管理學(xué)理論,以婁底市為實(shí)證研究對(duì)象,在闡述土地供給概念及土地供給的常見形式的基礎(chǔ)上,深入分析土地供給對(duì)房地產(chǎn)市場(chǎng)的影響。同時(shí),針對(duì)婁底市土地供給管理中的問題,提出相應(yīng)解決對(duì)策,以期通過構(gòu)建土地供應(yīng)與房地產(chǎn)市場(chǎng)協(xié)調(diào)發(fā)展的機(jī)制,促進(jìn)婁底市土地市場(chǎng)和房地產(chǎn)市場(chǎng)的協(xié)調(diào)、有序、健康發(fā)展。本文認(rèn)為:土地供給是房地產(chǎn)市場(chǎng)的基礎(chǔ)和關(guān)鍵,為確保房地產(chǎn)業(yè)的穩(wěn)定有序進(jìn)行,必須加強(qiáng)土地供給管理。而以土地政策參與宏觀調(diào)控是我國(guó)在特殊國(guó)情下實(shí)行的重大管理創(chuàng)新。土地供給對(duì)房地產(chǎn)市場(chǎng)的影響較大,兩者之間存在互動(dòng)機(jī)制。土地供給量、土地供給方式、土地供給機(jī)構(gòu)、土地供給計(jì)劃等都會(huì)對(duì)房地產(chǎn)產(chǎn)品結(jié)構(gòu)產(chǎn)生相應(yīng)的影響,地價(jià)和房?jī)r(jià)之間互為因果關(guān)系。房地產(chǎn)市場(chǎng)和土地市場(chǎng)都是特殊的商品,兩者都受供求理論的影響,地價(jià)與房?jī)r(jià)在一定她的范圍內(nèi)上下波動(dòng),直到達(dá)到供需平衡的理想狀態(tài)。在這個(gè)過程中,政府管理部門通過土地供給政策來宏觀調(diào)控房地產(chǎn)市場(chǎng),實(shí)現(xiàn)土地市場(chǎng)與房地場(chǎng)市場(chǎng)的協(xié)調(diào)發(fā)展。婁底市近幾年來土地供給形勢(shì)緊張,土地出讓數(shù)量有所下降,供需不平衡,這就使得地價(jià)與房?jī)r(jià)齊升,土地供給和房地產(chǎn)市場(chǎng)發(fā)展面臨危機(jī)。要改變這種現(xiàn)狀,需要構(gòu)建基于市場(chǎng)需求的土地供給與房地產(chǎn)市場(chǎng)協(xié)調(diào)機(jī)制。婁底市政府需要不斷完善土地供給計(jì)劃、完善土地供給方式、調(diào)整土地供給結(jié)構(gòu),合理構(gòu)建土地供給政策體系,完善土地供給管理體制,加強(qiáng)對(duì)土地市場(chǎng)和房地產(chǎn)市場(chǎng)的監(jiān)管,以實(shí)現(xiàn)政府宏觀調(diào)控目標(biāo)。
[Abstract]:The real estate industry plays an important role in the development of the national economy. The development of the real estate market not only relates to the overall situation of the national economy, Ensuring the healthy development of the real estate market is an important way to live and work in peace and contentment. Land is the source of real estate development and construction, and the supply of land is the foundation and key of the real estate market. After nearly a decade of land supply system reform, China has gradually formed a dual regulation and control of the government and the market urban land market. Government departments through the land transfer plans, channels, Methods and means of scientific adjustment, optimize the allocation of urban land resources, realize the sustainable use of land, at the same time, combined with the role of the market to ensure the balance of supply and demand of urban land market, and then promote the healthy operation of the real estate market. This paper uses literature, statistical analysis, empirical research and other research methods, combined with the market supply and demand theory, public goods theory and other economics and management theory, taking Loudi as the empirical research object. On the basis of expounding the concept of land supply and the common forms of land supply, this paper deeply analyzes the influence of land supply on real estate market. At the same time, aiming at the problems in land supply management in Loudi City, the corresponding countermeasures are put forward. In order to promote the coordination, orderly and healthy development of the land market and real estate market in Loudi, the author thinks that the land supply is the foundation and key of the real estate market. In order to ensure the steady and orderly development of the real estate industry, we must strengthen the land supply management, and taking part in the macro-control by the land policy is a major management innovation in our country under the special national conditions. The land supply has a great influence on the real estate market. There are interactive mechanisms between the two. The amount of land supply, the mode of land supply, the organization of land supply, the land supply plan and so on will have a corresponding impact on the structure of real estate products. The real estate market and the land market are both special commodities. Both are influenced by the theory of supply and demand. Land prices and prices fluctuate within a certain range. Until the ideal state of balance between supply and demand is reached. In this process, the government administration macroscopically regulates the real estate market through land supply policies. In recent years, the land supply situation in Loudi City has been tense, the quantity of land sales has decreased, and the supply and demand have not been balanced. This has made land prices rise in line with housing prices. Land supply and the development of real estate market are facing crisis. To change this situation, it is necessary to construct a coordination mechanism between land supply and real estate market based on market demand. Perfecting the land supply mode, adjusting the land supply structure, rationally constructing the land supply policy system, perfecting the land supply management system, strengthening the supervision of the land market and the real estate market, in order to realize the government's macro-control goal.
