我國住房抵押貸款證券化中的政府責(zé)任研究

【摘要】:住房抵押貸款證券化(MBS)當(dāng)前在我國的討論正如火如茶。然而,MBS在我國目前還處在試驗階段,隨著我國住房以及相關(guān)制度改革的進(jìn)一步深入,不斷推進(jìn)的城市化進(jìn)程與不斷升級居民消費結(jié)構(gòu),住房抵押貸款的需求的增加勢在必行。 毋庸置疑,僅僅依靠住房一級市場的大量放貸來推動住房市場是遠(yuǎn)遠(yuǎn)不夠的,還要需要建立完善的MBS市場,以住房二級市場來保證資金的長期性和穩(wěn)定性。MBS市場實現(xiàn)了間接金融和直接金融的結(jié)合以及金融業(yè)與住宅產(chǎn)業(yè)的結(jié)合,有助于我國住房制度進(jìn)一步深化改革,住房市場有效需求能得到一定提高,必將對我國全面建設(shè)小康社會發(fā)展產(chǎn)生深遠(yuǎn)影響。所以,在我國推動MBS不僅有著非常迫切的需要,而且有著非常重要的現(xiàn)實意義和經(jīng)濟(jì)意義。 本文圍繞政府責(zé)任如何完善MBS市場發(fā)展這一中心思想,結(jié)合現(xiàn)今美國、香港、澳大利亞的科學(xué)和完善的MBS模式,針對我國MBS的諸多問題進(jìn)行了研究。首先對MBS的基本原理以及發(fā)達(dá)國家和地區(qū)的運作狀況作了闡述,并從中尋找對我國具有借鑒意義的運作模式。然后結(jié)合我國的實際情況,闡述我國房地產(chǎn)MBS的重要意義以及目前我國MBS中政府責(zé)任履行的現(xiàn)狀。最后根據(jù)我國實際情況構(gòu)建一個可行的MBS模式,并闡述政府在證券化操作全過程中的責(zé)任強(qiáng)化。本文的基本觀點是由于市場失靈以及MBS本身的特殊性與復(fù)雜性,同時結(jié)合我國作為經(jīng)濟(jì)轉(zhuǎn)型國家的具體國情,政府必將強(qiáng)化其工作職責(zé),擔(dān)當(dāng)起發(fā)展MBS市場的重要責(zé)任,將政府主導(dǎo)型MBS的發(fā)展模式貫徹到底。
[Abstract]:At present, the discussion of MBS in China is as hot as tea. However, MBS is still in the experimental stage in our country at present, with the further development of housing and related system reform in China, With the development of urbanization and the constant upgrading of resident consumption structure, it is imperative to increase the demand for housing mortgage loan. There is no doubt that it is not enough to rely on a large amount of lending from the primary housing market to promote the housing market, and a sound MBS market needs to be established. Using the secondary housing market to ensure the long-term and stability of the capital. The MBS market has realized the combination of indirect finance and direct finance, as well as the combination of the financial industry and the housing industry, which is conducive to further deepening the reform of China's housing system. The effective demand of housing market can be improved to a certain extent, which will have a profound influence on the development of building a well-off society in an all-round way in our country. Therefore, it is not only urgent to promote MBS in our country. And have very important realistic meaning and economic meaning. This paper focuses on the central idea of how the government should improve the development of MBS market, combining the current science and perfect MBS model of the United States, Hong Kong and Australia. In this paper, many problems of MBS in China are studied. Firstly, the basic principle of MBS and the operation status of developed countries and regions are expounded, and the operation mode which can be used for reference in our country is found. Then, combined with the actual situation of our country, This paper expounds the significance of real estate MBS in our country and the present situation of government responsibility in MBS. Finally, a feasible MBS model is constructed according to the actual situation of our country. The basic viewpoint of this paper is that the market failure and the particularity and complexity of MBS itself, combined with the specific conditions of China as a country with economy transition, are the basic viewpoints of the government in the whole process of securitization operation. The government will strengthen its work responsibility, take on the important responsibility of developing MBS market, and carry out the development mode of government-led MBS to the end.
