【摘要】:隨著中國(guó)住房制度改革和市場(chǎng)化的全面推開(kāi),房地產(chǎn)業(yè)得到了長(zhǎng)足迅速發(fā)展,已成為拉動(dòng)內(nèi)需、促進(jìn)經(jīng)濟(jì)增長(zhǎng)的支柱產(chǎn)業(yè)。然而,市場(chǎng)過(guò)熱、價(jià)格持續(xù)快速上漲、供需失衡等問(wèn)題也伴隨著房地產(chǎn)業(yè)的快速發(fā)展而不斷涌現(xiàn)。為此,政府根據(jù)房地產(chǎn)業(yè)不同時(shí)期的不同情況,采取土地、金融、稅收、行政等一系列調(diào)控措施,對(duì)房地產(chǎn)市場(chǎng)進(jìn)行干預(yù)和規(guī)范,在一定時(shí)期內(nèi)、一定程度上起到了抑制房?jī)r(jià)過(guò)快上漲的作用,但最終,房?jī)r(jià)還是在政策觀望期結(jié)束后,繼續(xù)非理性快速上漲,房地產(chǎn)業(yè)進(jìn)入了越調(diào)控越漲價(jià)的“怪圈”。從各國(guó)近30年的房地產(chǎn)發(fā)展情況可以看出,住房?jī)r(jià)格過(guò)快上漲將導(dǎo)致市場(chǎng)泡沫出現(xiàn),有較高的經(jīng)濟(jì)風(fēng)險(xiǎn)和社會(huì)風(fēng)險(xiǎn)。因此,必須要加強(qiáng)對(duì)中國(guó)房地產(chǎn)價(jià)格過(guò)快上漲及調(diào)控政策效應(yīng)研究,認(rèn)真分析當(dāng)前房地產(chǎn)市場(chǎng)形勢(shì),找出問(wèn)題癥結(jié),有針對(duì)性地提出意見(jiàn)建議,切實(shí)發(fā)揮好政府調(diào)控作用,這對(duì)有效地遏制房?jī)r(jià)過(guò)快上漲,防止和擠壓泡沫,保持房地產(chǎn)業(yè)健康穩(wěn)定,進(jìn)而促進(jìn)國(guó)民經(jīng)濟(jì)持續(xù)、快速發(fā)展,具有很強(qiáng)的現(xiàn)實(shí)意義。 本文在收集、整理國(guó)內(nèi)外有關(guān)房地產(chǎn)價(jià)格調(diào)控政策研究文獻(xiàn)資料的基礎(chǔ)上,首先從房地產(chǎn)價(jià)格的相關(guān)理論入手,闡述了房地產(chǎn)價(jià)格的概念,探討了房地產(chǎn)價(jià)格的決定因素與特征;分析調(diào)控的概念與目標(biāo),結(jié)合調(diào)控的理論依據(jù),闡述調(diào)控政策對(duì)房地產(chǎn)市場(chǎng)價(jià)格的傳導(dǎo)機(jī)制;結(jié)合實(shí)際情況,分析中國(guó)房地產(chǎn)價(jià)格過(guò)快上漲的現(xiàn)象及原因,并詳細(xì)分析2003年以來(lái)不同類(lèi)型調(diào)控政策對(duì)房地產(chǎn)價(jià)格的影響與實(shí)際效應(yīng);在此基礎(chǔ)上,查找影響調(diào)控政策發(fā)揮效應(yīng)的因素;進(jìn)而對(duì)如何健全完善中國(guó)房地產(chǎn)價(jià)格調(diào)控體系提出意見(jiàn)建議。
[Abstract]:With the reform of China's housing system and the promotion of marketization, the real estate industry has developed rapidly and has become the pillar industry to stimulate domestic demand and promote economic growth. However, the market is overheated. With the rapid development of the real estate industry, the government adopts land, finance and taxation according to the different situations of the real estate industry in different periods. Administration and a series of regulatory measures to intervene and regulate the real estate market, in a certain period of time, to a certain extent, played a role in curbing the rapid rise in house prices, but ultimately, housing prices or after the end of the policy wait-and-see period. Continue to rise irrationally, the real estate industry has entered a "strange circle" of increasing prices. From the development of real estate in nearly 30 years, we can see that the rapid rise of housing prices will lead to the emergence of market bubbles. There are higher economic and social risks. Therefore, we must strengthen the study on the effects of the excessive rise of real estate prices and the regulation and control policies in China, seriously analyze the current real estate market situation and find out the crux of the problem. Put forward some suggestions and suggestions, give full play to the role of government regulation and control, which can effectively curb the rapid rise of house prices, prevent and squeeze bubbles, keep the real estate industry healthy and stable, and then promote the national economy to continue. Rapid development, has a strong practical significance. Based on the collection and collation of domestic and foreign literature on real estate price regulation and control policy, this paper begins with the theory of real estate price and expounds the concept of real estate price. The determinant factors and characteristics of real estate price are discussed. This paper analyzes the concept and goal of regulation and control, and expounds the transmission mechanism of regulation policy to the real estate market price in combination with the theoretical basis of regulation and control. Combined with the actual situation, this paper analyzes the phenomenon and causes of the rapid rise of the real estate price in China, and analyzes in detail the influence and actual effect of different types of regulation and control policies on the real estate price since 2003. On this basis, find out the factors that affect the effect of regulation and control policies; Then put forward suggestions on how to perfect the real estate price control system in China.
