【摘要】:2009年下半年以來(lái),隨著國(guó)民經(jīng)濟(jì)的復(fù)蘇和房地產(chǎn)市場(chǎng)的回升,全國(guó)各大中城市出現(xiàn)房?jī)r(jià)過(guò)快上漲問(wèn)題,特別是在2010年3月份之后,房?jī)r(jià)呈現(xiàn)量?jī)r(jià)齊漲的局面,房地產(chǎn)泡沫逐漸放大。隨后,國(guó)家連續(xù)出臺(tái)多項(xiàng)房地產(chǎn)組合調(diào)控政策。房地產(chǎn)作為我國(guó)的支柱產(chǎn)業(yè),涉及上下游行業(yè)眾多,對(duì)銀行信貸資產(chǎn)質(zhì)量和經(jīng)營(yíng)效益影響重大。本筆者運(yùn)用實(shí)證分析的方式,根據(jù)影響個(gè)人住房貸款質(zhì)量狀況的潛在風(fēng)險(xiǎn)因素,設(shè)定房地產(chǎn)市場(chǎng)價(jià)格波動(dòng)以及利率變化情況下的壓力情景,對(duì)某農(nóng)村商業(yè)銀行個(gè)人住房貸款和公司客戶貸款分別制定測(cè)試方案,從違約、損失、影響程度分析測(cè)試執(zhí)行結(jié)果,提出實(shí)行差異化房貸政策、控制貸款節(jié)奏、上收業(yè)務(wù)審批權(quán)限、提高風(fēng)險(xiǎn)撥備等風(fēng)險(xiǎn)應(yīng)對(duì)措施,以及加強(qiáng)房地產(chǎn)政策研究、積極調(diào)整房地產(chǎn)授信準(zhǔn)入政策、優(yōu)化存量結(jié)構(gòu)等管理建議,進(jìn)而評(píng)估該行個(gè)人住房貸款在不利環(huán)境下的風(fēng)險(xiǎn)承受能力和可能發(fā)生的損失情況,以期做好房地產(chǎn)貸款風(fēng)險(xiǎn)控制與緩釋工作,推進(jìn)商業(yè)銀行保障個(gè)人和公司住房貸款的持續(xù)、健康發(fā)展。
[Abstract]:Since the second half of 2009, with the recovery of the national economy and the recovery of the real estate market, housing prices in large and medium-sized cities across the country have been rising too fast, especially after March 2010. The real estate bubble gradually magnified. Subsequently, the state successively issued a number of real estate portfolio control policies. As a pillar industry of our country, real estate involves many upstream and downstream industries. The author uses the method of empirical analysis, according to the potential risk factors that affect the quality of personal housing loans. Set the real estate market price fluctuations and changes in interest rates under the pressure scenario, a rural commercial bank personal housing loans and corporate customer loans separately developed test plans, from default, loss. Impact degree analysis of the implementation of the test results, proposed the implementation of differentiated housing loan policy, control the pace of loans, receive business approval authority, improve risk provisions and other risk response measures, and strengthen real estate policy research. Actively adjust the real estate credit access policy, optimize the stock structure and other management recommendations, and then assess the bank's personal housing loans in the adverse environment risk tolerance and possible losses. In order to do a good job of real estate loan risk control and release, promote commercial banks to ensure the sustainable and healthy development of personal and corporate housing loans.
