【摘要】:中國房地產(chǎn)市場從20世紀(jì)80年代開始出現(xiàn),從無到有經(jīng)過了三十多年中國房地產(chǎn)市場是從十一屆三中全會(huì)的改革中來,也是在改革中,一個(gè)個(gè)政策頒布中發(fā)展中國房地產(chǎn)市場為中國做出來巨大的貢獻(xiàn),使中國告別了住宅短缺的時(shí)代;建立了市場化貨幣化的住宅分配政策;取消了福利分房制度;并且房地產(chǎn)業(yè)成為了中國支柱產(chǎn)業(yè)但是房地產(chǎn)在發(fā)展過程中也出現(xiàn)了很多社會(huì)經(jīng)濟(jì)問題,引起了社會(huì)各界的關(guān)注,如何通過政策性改革來解決這些問題,完善房地產(chǎn)市場是本文要探討的問題 本文通過對(duì)西方住宅房地產(chǎn)市場政策衍變做出分析,發(fā)現(xiàn)和總結(jié)具有指導(dǎo)意義的經(jīng)驗(yàn)和啟示筆者從西方發(fā)達(dá)國家選擇了兩個(gè)具有代表性的國家,美國和德國結(jié)合中國房地產(chǎn)歷史與發(fā)展,通過比較分析發(fā)現(xiàn),,雖然西方國家與中國背景不同制度不同經(jīng)濟(jì)水平不同市場化程度不同,但是住宅房地產(chǎn)發(fā)展過程中的某些問題有著相同的特征所以,西方國家住宅房地產(chǎn)政策的衍變特點(diǎn)也對(duì)中國房地產(chǎn)政策的發(fā)展具有啟示意義 論文主要采用了理論研究和比較研究這兩種研究方法論文主要分為了四部分,首先根據(jù)市場與政府關(guān)系理論和制度變遷理論進(jìn)行理論研究;然后分析了美國和德國的住宅房地產(chǎn)政策衍變過程,總結(jié)出相關(guān)政策經(jīng)驗(yàn);第三部分分析了中國房地產(chǎn)歷史的發(fā)展和現(xiàn)狀;第四部分根據(jù)西方房地產(chǎn)政策與中國房地產(chǎn)政策對(duì)比得到了相關(guān)啟示 在西方住宅房地產(chǎn)政策衍變得到啟示的初步探討中,筆者主要從土地政策住宅金融政策房地產(chǎn)稅收政策完善住宅保障政策四個(gè)方面得到了相關(guān)啟示并分析探討希望本文的能夠?qū)ξ覈淖≌康禺a(chǎn)政策改革提供積極的建議
[Abstract]:China's real estate market began to appear in 1980s, after more than 30 years of China's real estate market is from the third Plenary session of the Eleventh Central Committee of the reform, is also in the reform. One by one, the development of China's real estate market has made great contributions to China, which has made China farewell to the era of housing shortage. Set up market-oriented monetization of housing distribution policy; The welfare housing system was abolished; And the real estate industry has become the pillar industry in China but the real estate in the process of development also appeared a lot of social and economic problems, caused the attention of all walks of life, how to solve these problems through policy reform. Perfecting the Real Estate Market is the problem to be discussed in this paper Through the analysis of the policy evolution of the western residential real estate market, the author finds and summarizes the instructive experience and inspiration. The author selects two representative countries from the western developed countries. The United States and Germany combined with the history and development of China's real estate, through comparative analysis, found that, although the Western countries and China with different systems, different economic levels, different levels of marketization. However, some problems in the process of development of residential real estate have the same characteristics. Therefore, the evolution characteristics of housing real estate policy in western countries also have enlightening significance to the development of Chinese real estate policy. The thesis mainly adopts the theoretical research and the comparative research. The thesis is divided into four parts. Firstly, according to the theory of the relationship between the market and the government and the theory of institutional change, the thesis carries on the theoretical research; Then it analyzes the evolution process of residential real estate policy in the United States and Germany, and summarizes the relevant policy experience. The third part analyzes the development and present situation of Chinese real estate history. According to the comparison of the western real estate policy and the Chinese real estate policy, the 4th part gets the relevant enlightenment. In the western residential real estate policy evolution to get the enlightenment preliminary discussion. The author mainly obtains the relevant enlightenment from four aspects of land policy, residential finance policy, real estate tax policy improvement, housing safeguard policy, and analyzes and discusses the hope that this article can provide positive for the reform of housing real estate policy in our country.
