【摘要】：產(chǎn)業(yè)轉(zhuǎn)型是資源型城市普遍面臨的發(fā)展難題。資源型城市在進入衰退期后開始產(chǎn)業(yè)轉(zhuǎn)型,轉(zhuǎn)型難度和實施成本都很大,容易影響到社會和經(jīng)濟的平穩(wěn)運行,而且隨著新能源、新材料等現(xiàn)代科技產(chǎn)品的不斷涌現(xiàn)以及市場競爭的日趨激烈,資源型城市的發(fā)展周期性過程大為縮短,許多城市已經(jīng)提前顯現(xiàn)衰退跡象,因此資源型城市應(yīng)該更新觀念,在更早階段重新審視發(fā)展戰(zhàn)略,并采取措施合理調(diào)整產(chǎn)業(yè)結(jié)構(gòu),培育發(fā)展新的主導(dǎo)產(chǎn)業(yè),以擺脫對于資源的單純依賴。變則通、通則達,只有及時進行產(chǎn)業(yè)轉(zhuǎn)型,資源型城市才能實現(xiàn)可持續(xù)地健康發(fā)展。 目前,國內(nèi)外關(guān)于資源型城市產(chǎn)業(yè)轉(zhuǎn)型的研究還主要集中于對枯竭型城市產(chǎn)業(yè)轉(zhuǎn)型道路的探索,在一定意義上屬于“亡羊補牢”式的研究。本文的研究對象是鄂爾多斯產(chǎn)業(yè)轉(zhuǎn)型,是針對資源處于增產(chǎn)期至穩(wěn)產(chǎn)期之間這一特定類型的資源型城市產(chǎn)業(yè)轉(zhuǎn)型的研究。與一般的資源型城市轉(zhuǎn)型不同,鄂爾多斯目前尚處于資源增產(chǎn)期至穩(wěn)產(chǎn)期之間,轉(zhuǎn)型具有特殊性。在產(chǎn)業(yè)轉(zhuǎn)型的終極目標(biāo)上,鄂爾多斯與其他資源型城市并無差別,但在階段性目標(biāo)上,目前鄂爾多斯的資源型產(chǎn)業(yè)鏈延伸還有很大空間,具有很高的成長性,對相關(guān)行業(yè)也有很強帶動效應(yīng),因此,本文在產(chǎn)業(yè)轉(zhuǎn)型總體思路上將其進程分為幾個階段,指出資源型產(chǎn)業(yè)升級在前半階段也是產(chǎn)業(yè)轉(zhuǎn)型的主要任務(wù),隨著新興接續(xù)主導(dǎo)產(chǎn)業(yè)逐漸成長為支柱產(chǎn)業(yè),資源型產(chǎn)業(yè)的退出則是中、后期階段的重要任務(wù)。這種分階段采取不同轉(zhuǎn)型策略的產(chǎn)業(yè)轉(zhuǎn)型思路也適用于其他處于資源同一周期階段的城市。本文在主導(dǎo)產(chǎn)業(yè)的戰(zhàn)略選擇上,提出以區(qū)位熵、GA、SE、FKN/E、P/C、百元產(chǎn)值利稅率以及產(chǎn)品構(gòu)成系數(shù)這七項指標(biāo)構(gòu)建主導(dǎo)產(chǎn)業(yè)選擇評價指標(biāo)系統(tǒng),并采用了主成分分析和定性分析相結(jié)合的方式來進行決策。本文還指出,鄂爾多斯的產(chǎn)業(yè)轉(zhuǎn)型必須堅持科學(xué)發(fā)展為根本指導(dǎo)思想,以制度創(chuàng)新、資金支持、科技創(chuàng)新以及勞動者主體地位實現(xiàn)為產(chǎn)業(yè)轉(zhuǎn)型的四大支撐體系,其中,勞動者的主體地位實現(xiàn)才是產(chǎn)業(yè)轉(zhuǎn)型的根本保證,這些都是本文的獨特之處。 資源型城市的產(chǎn)業(yè)轉(zhuǎn)型是一個多層次、多領(lǐng)域子系統(tǒng)相互交錯的龐大經(jīng)濟社會系統(tǒng)工程。本文基于產(chǎn)業(yè)經(jīng)濟理論、生態(tài)城市理論、資源詛咒理論、可持續(xù)發(fā)展理論以及科學(xué)發(fā)展觀,分三個層面對鄂爾多斯的產(chǎn)業(yè)轉(zhuǎn)型展開系統(tǒng)研究：第一個層面是基礎(chǔ),對轉(zhuǎn)型環(huán)境進行分析。這個環(huán)境既包括鄂爾多斯本地環(huán)境,也包括其他國際國內(nèi)環(huán)境,既包括宏觀環(huán)境,也包括中觀、微觀環(huán)境,既包括自然環(huán)境,也包括經(jīng)濟、社會、人文等各方面背景,是一個全方位、全時空的環(huán)境。在這個層面,本文需要從中梳理、辨析實施產(chǎn)業(yè)轉(zhuǎn)型的優(yōu)勢和機會、并指出轉(zhuǎn)型的不利因素和挑戰(zhàn),為進一步的轉(zhuǎn)型研究分析提供依據(jù)；第二個層面是本文的核心,即研究鄂爾多斯產(chǎn)業(yè)轉(zhuǎn)型總體思路及發(fā)展對策。本文將立足比較優(yōu)勢,指明鄂爾多斯產(chǎn)業(yè)轉(zhuǎn)型的內(nèi)涵、核心和基本原則,對運行機制和轉(zhuǎn)型模式進行戰(zhàn)略選擇,闡述產(chǎn)業(yè)轉(zhuǎn)型的總體思路通過主導(dǎo)產(chǎn)業(yè)選擇評價指標(biāo)體系的構(gòu)建,提出鄂爾多斯主導(dǎo)產(chǎn)業(yè)的選擇方案和發(fā)展對策,并就實施轉(zhuǎn)型的策略重點進行深入研討；第三個層面,分析產(chǎn)業(yè)轉(zhuǎn)型的支撐體系。鄂爾多斯的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是一項復(fù)雜而艱巨的大型工程,單靠自身力量難以完成,需要借助外部力量,而這個力量也不是單指哪一方面,它是由多個子系統(tǒng)構(gòu)成的相互聯(lián)系、相互促進并相互制約的綜合支撐體系。本文將從制度創(chuàng)新、資金支持、科技創(chuàng)新和勞動者的主體地位四個方面來研究鄂爾多斯產(chǎn)業(yè)轉(zhuǎn)型的支撐體系。 本文除緒論外,共分為四章：第一章、論述了資源型城市產(chǎn)業(yè)轉(zhuǎn)型的理論基礎(chǔ)。首先闡述了資源型城市的概念、界定標(biāo)準(zhǔn)和分類,進而從產(chǎn)業(yè)結(jié)構(gòu)、城市功能、經(jīng)濟發(fā)展和生態(tài)環(huán)境四個方面介紹了資源型城市的主要特征。接下來對資源型城市產(chǎn)業(yè)轉(zhuǎn)型的轉(zhuǎn)型機理做了介紹,包括生命周期和拐點理論等,闡明了資源型城市產(chǎn)業(yè)轉(zhuǎn)型的必然性。最后,對資源型城市產(chǎn)業(yè)轉(zhuǎn)型的理論基礎(chǔ)進行了梳理,包括產(chǎn)業(yè)經(jīng)濟理論、生態(tài)城市理論、資源詛咒理論、可持續(xù)發(fā)展理論以及科學(xué)發(fā)展觀；第二章、首先介紹了鄂爾多斯的地理、資源、社會人文和經(jīng)濟發(fā)展概況,從發(fā)展歷程的角度對鄂爾多斯的產(chǎn)業(yè)概況進行了總結(jié),指出產(chǎn)業(yè)結(jié)構(gòu)不合理、環(huán)境問題突出、房地產(chǎn)泡沫破滅和民間借貸危機等發(fā)展問題。最后,本章對國內(nèi)外具有代表性資源型城市的轉(zhuǎn)型實踐進行了剖析,從中總結(jié)出對鄂爾多斯的有益啟示；第三章、首先論述了鄂爾多斯產(chǎn)業(yè)轉(zhuǎn)型的內(nèi)涵、核心和基本原則,接著對產(chǎn)業(yè)轉(zhuǎn)型環(huán)境進行綜合分析,從中辨析產(chǎn)業(yè)轉(zhuǎn)型的優(yōu)勢、機會以及挑戰(zhàn)。在此基礎(chǔ)上對運行機制和轉(zhuǎn)型模式進行了戰(zhàn)略選擇,提出了鄂爾多斯產(chǎn)業(yè)轉(zhuǎn)型的總體思路,并構(gòu)建主導(dǎo)產(chǎn)業(yè)選擇評價指標(biāo)體系,運用主成分分析和定性分析相結(jié)合的方式提出主導(dǎo)產(chǎn)業(yè)的選擇方案及發(fā)展對策,最后重點闡述了產(chǎn)業(yè)轉(zhuǎn)型的有關(guān)策略重點；第四章、詳細(xì)論述了鄂爾多斯產(chǎn)業(yè)轉(zhuǎn)型的幾大支撐體系,包括制度創(chuàng)新、資金支持、科技創(chuàng)新和勞動者主體地位的實現(xiàn),指出制度創(chuàng)新是基本保證,資金支持和科技創(chuàng)新是重要動力,而勞動者主體地位的實現(xiàn)則是根本保證。同時指出,鄂爾多斯產(chǎn)業(yè)轉(zhuǎn)型必須堅持科學(xué)發(fā)展,介紹其總體方針,并重點討論了城鄉(xiāng)一體化和生態(tài)環(huán)境建設(shè)這兩方面內(nèi)容。
[Abstract]:Industrial transformation is the problems of the development of resource-based city faces generally. The industrial transformation of resource-based city in the recession began after the transformation, difficulty and implementation costs are large, easy to affect the smooth running of the society and economy, and with new energy, new materials and other modern technology products continue to emerge and the increasingly fierce market competition, the development of the cyclical process of resource-based city is much shorter, many city has shown signs of a recession in advance, so the resource type city should update their concepts, to re-examine the earlier stages of development strategy, and take reasonable measures to adjust the industrial structure, foster the development of new leading industries, in order to get rid of dependence for resources. It will pass, general up only in time to carry out industrial restructuring, to achieve sustainable and healthy development of the resource-based city.
At present, the domestic and foreign research on industry transformation of resources city is mainly focused on exploring the road of industrial exhausted city transformation, which belongs to the study of "remedial" type in a certain sense. The research object of this paper is Erdos industrial transformation, is to study the transformation of resource-based city industry increased perinatal period to stable production of this specific the type of resource is different. With the transformation of resource-based city in general, Ordos is currently still in the perinatal period to increase the resources between the stable production period, has the particularity in the transformation. The ultimate goal of industrial transformation, Ordos and other resource-based city has no difference, but in the stage of target, the resource-based industrial chain extension the Erdos still has very large space, high growth, the industry also has a strong driving effect, therefore, the overall idea on the transformation process in the industry Is divided into several stages, and points out that the main task in the stage of the first half is the industry upgrading and transformation of resource-based industries, emerging as the leading industry gradually becomes the pillar industry, the resource-based industry exit is an important task in later stage. Take the industrial transformation ideas of different transformation strategies this stage is also applicable to other in resources in the same stage of the cycle in the city. In this paper, the strategic choice of leading industry, put forward by GA, SE, location entropy, FKN/E, P/C, 100 yuan of output tax rate and product composition of the seven indicators coefficient to construct the choice of leading industry evaluation index system, and using principal component analysis and qualitative analysis method to make the decision. This paper also pointed out that Erdos industrial transformation must adhere to the scientific development as the fundamental guiding ideology, support to system innovation, technology innovation and labor students'status. Now it is the four supporting system of industrial transformation, of which the realization of the main position of the workers is the fundamental guarantee of the industrial transformation. These are the unique features of this article.
The industrial transformation of resource-based city is a multi-level, huge economic and social system engineering field subsystem interlaced. This paper based on the theory of industrial economy, ecological city theory, resource curse theory, sustainable development theory and Scientific Outlook on Development, divided into three levels of Erdos industrial transformation on the first level is the foundation. On the transformation of the environment are analyzed. The environment includes Ordos local environment, including other international and domestic environment, including the macro environment, including the meso and micro environment, including natural environment, including economic, social, cultural and other aspects of the background, is a comprehensive, full space environment at this level. This paper will be based on the comparative advantage, the connotation of industry transformation Erdos pointed out, the core and basic principles, the operation mechanism of transformation model and strategic choice, expounds the general idea of transformation industry by constructing the evaluation index system of the choice of the leading industry, put forward the choice and Development Countermeasures of leading industry Erdos, strategy and focus on the implementation of the transformation of the in-depth discussion; third aspects, analysis of supporting system of industrial transformation. Besides the introduction, is divided into four chapters: the first chapter discusses the theoretical basis of industry transformation of resources city. First elaborated the concept of Resource-based City, definition and classification, and then from the industrial structure, city function, the four aspects of economic development and ecological environment and introduces the main characteristics of resource-based city. The transformation mechanism of the industrial transformation of resource-based city is introduced, including the life cycle and the inflection point theory, expounds the necessity of industry transformation of resources city. Finally, summarizes the theoretical basis of the industrial transformation of Resource-based City, including the industrial economic theory, ecological city theory, resource curse theory, theory of sustainable development and Scientific Outlook on Development; the second chapter, firstly introduces the general situation of Ordos geography, resources, humanities and social and economic development, the development process from the perspective of Hubei, Slovakia in multi Industry Overview For a summary, pointed out that the irrational industrial structure, serious environmental problems, the problem of real estate bubble and private lending crisis.
