【摘要】：住宅產(chǎn)業(yè)化具有節(jié)能、環(huán)保、高效、安全等優(yōu)點(diǎn),是可持續(xù)發(fā)展理念在房地產(chǎn)建設(shè)中的最佳實(shí)踐,由于其本身的經(jīng)濟(jì)正外部性,政府的激勵(lì)是推進(jìn)住宅產(chǎn)業(yè)化的必然選擇。本文基于演化博弈的視角,從住宅產(chǎn)業(yè)化利益主體的互動(dòng)行為出發(fā),分析了我國(guó)住宅產(chǎn)業(yè)化激勵(lì)機(jī)制的作用機(jī)理,并依據(jù)其提出完善我國(guó)住宅產(chǎn)業(yè)化激勵(lì)機(jī)制的政策建議。 本文首先對(duì)住宅產(chǎn)業(yè)化激勵(lì)機(jī)制的理論基點(diǎn)進(jìn)行了梳理,針對(duì)住宅產(chǎn)業(yè)化的經(jīng)濟(jì)外部性,提出激勵(lì)機(jī)制的構(gòu)建是推進(jìn)住宅產(chǎn)業(yè)化發(fā)展的關(guān)鍵,而應(yīng)用演化博弈理論對(duì)激勵(lì)機(jī)制進(jìn)行設(shè)計(jì)也有著較大的優(yōu)勢(shì)。然后,針對(duì)我國(guó)住宅產(chǎn)業(yè)化現(xiàn)狀,列舉了我國(guó)住宅產(chǎn)業(yè)化在市場(chǎng)、技術(shù)、政策方面存在諸多問(wèn)題,并從微觀利益主體的行為入手剖析問(wèn)題的根源,得出各主體住宅產(chǎn)業(yè)化積極性都不高,激勵(lì)機(jī)制的缺失。 在現(xiàn)實(shí)分析的基礎(chǔ)上,從開(kāi)發(fā)和消費(fèi)兩個(gè)角度,分別建立了政府和開(kāi)發(fā)商、政府和消費(fèi)者的演化博弈模型,并在后者融入了相關(guān)主體心理效用,深入研究了住宅產(chǎn)業(yè)化激勵(lì)機(jī)制的傳導(dǎo)機(jī)理,并對(duì)關(guān)鍵參數(shù)進(jìn)行MATLAB仿真,再次基礎(chǔ)上提出了完善我國(guó)住宅產(chǎn)業(yè)化激勵(lì)機(jī)制的政策建議。本文認(rèn)為,政府應(yīng)該基于住宅產(chǎn)業(yè)化帶來(lái)的資源、環(huán)境、社會(huì)等長(zhǎng)期收益,在住宅產(chǎn)業(yè)化初期發(fā)揮其主導(dǎo)作用,以保障房為載體,對(duì)開(kāi)發(fā)商和消費(fèi)者進(jìn)行一定的物質(zhì)激勵(lì),并優(yōu)化社會(huì)輿論環(huán)境,增加其心理收益,才能更好的推進(jìn)住宅產(chǎn)業(yè)化的發(fā)展。
[Abstract]:Housing industrialization has the advantages of energy saving, environmental protection, high efficiency, safety and so on. It is the best practice of the concept of sustainable development in the real estate construction, because of its own economic positive externalities. Government incentive is the inevitable choice to promote housing industrialization. This paper analyzes the mechanism of incentive mechanism of housing industrialization in China from the perspective of evolutionary game and from the interactive behavior of the main interests of housing industrialization. Based on it, the author puts forward some policy suggestions on how to perfect the incentive mechanism of housing industrialization in our country. This paper firstly combs the theoretical basis of the incentive mechanism of housing industrialization, aiming at the economic externality of housing industrialization, puts forward that the construction of incentive mechanism is the key to promote the development of housing industrialization. The application of evolutionary game theory to the design of incentive mechanism also has a great advantage. Then, in view of the current situation of housing industrialization in China, listed our housing industrialization in the market, technology, policy aspects of many problems. The root of the problem is analyzed from the behavior of micro-interest subject, and it is concluded that the enthusiasm of housing industrialization is not high, and the lack of incentive mechanism. Based on the analysis of reality, the evolutionary game model of government and developer, government and consumer is established from the perspective of development and consumption, and the latter is integrated into the psychological utility of relevant subjects. This paper deeply studies the conduction mechanism of housing industrialization incentive mechanism, carries on MATLAB simulation to the key parameters, and then puts forward some policy suggestions to perfect the housing industrialization incentive mechanism in our country. The government should give play to its leading role in the early stage of housing industrialization based on the resources, environment, society and other long-term benefits brought by housing industrialization, and take indemnificatory apartment as the carrier to give certain material incentives to developers and consumers. And optimize the public opinion environment, increase its psychological benefits, can better promote the development of housing industrialization.
