河北省農(nóng)村電子商務(wù)發(fā)展研究

【摘要】:2012年河北省政府出臺《關(guān)于進(jìn)一步加快電子商務(wù)發(fā)展的實(shí)施意見》,意見指出今后要充分發(fā)揮電子商務(wù)在推動經(jīng)濟(jì)社會發(fā)展、促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和發(fā)展方式轉(zhuǎn)變中的重要作用!蛾P(guān)于推進(jìn)農(nóng)村電子商務(wù)全覆蓋的實(shí)施意見》提出到2016年底,實(shí)現(xiàn)縣域農(nóng)村電子商務(wù)體系全覆蓋、農(nóng)村電子商務(wù)雙向流通渠道全覆蓋、行政村電子商務(wù)應(yīng)用全覆蓋,全省農(nóng)村電子商務(wù)交易額力爭達(dá)到2800億元;到2020年,全省農(nóng)村電子商務(wù)交易額力爭突破9000億元,占全省電子商務(wù)交易總額的20%以上。當(dāng)前研究河北省農(nóng)村電子商務(wù)發(fā)展具有重要的意義。本文通過分析河北省農(nóng)村電子商務(wù)發(fā)展現(xiàn)狀及存在問題,借鑒國外農(nóng)村電子商務(wù)發(fā)展的經(jīng)驗(yàn),提出了有針對性的對策。全文共分七個(gè)部分:第一章是本文緒論,主要包括研究背景、研究目的與意義、研究內(nèi)容與方法及闡述研究現(xiàn)狀綜述;第二章為農(nóng)村電子商務(wù)的相關(guān)概念及理論基礎(chǔ),首先為電子商務(wù)的概念、特點(diǎn)及類型,其次提出相關(guān)理論,包括網(wǎng)絡(luò)效應(yīng)理論、交易成本理論、價(jià)值鏈理論,為研究奠定了理論基礎(chǔ);第三章為分析河北省農(nóng)村電子商務(wù)的發(fā)展現(xiàn)狀,首先對河北省農(nóng)村電子商務(wù)所處的信息環(huán)境進(jìn)行分析,其次分析河北省農(nóng)村電子商務(wù)政策、法律等軟環(huán)境,最后闡述了河北省農(nóng)村電子商務(wù)農(nóng)業(yè)自身發(fā)展現(xiàn)狀;第四章,河北省農(nóng)村電子商務(wù)發(fā)展存在的問題,農(nóng)產(chǎn)品的信息化加工程度低、農(nóng)產(chǎn)品物流配送體系不完善、農(nóng)產(chǎn)品電子商務(wù)的專業(yè)人才缺少、農(nóng)產(chǎn)品品牌單一、質(zhì)量標(biāo)準(zhǔn)體系不健全、農(nóng)村電子商務(wù)法律與監(jiān)管問題,以及河北省農(nóng)村電子商務(wù)農(nóng)業(yè)自身發(fā)展現(xiàn)狀;第五章提出國外農(nóng)村電子商務(wù)經(jīng)驗(yàn)借鑒,主要包括加拿大農(nóng)村電子商務(wù)發(fā)展經(jīng)驗(yàn)、韓國農(nóng)村電子商務(wù)發(fā)展經(jīng)驗(yàn)、美國農(nóng)村電子商務(wù)發(fā)展經(jīng)驗(yàn);以及得到的啟示;第六章提出發(fā)展河北省農(nóng)村電子商務(wù)的建議與對策,首先確定整體發(fā)展思路,同時(shí)從整合資源、完善基礎(chǔ)設(shè)施、強(qiáng)化法律監(jiān)管及培養(yǎng)人才方面提出政府需要充分發(fā)揮指導(dǎo)協(xié)調(diào)功能,還從企業(yè)角度提出推動農(nóng)村電子商務(wù)發(fā)展及提高農(nóng)民素質(zhì)促進(jìn)電子商務(wù)發(fā)展;第七章得出本文研究結(jié)論,對今后研究方向提出研究展望。
[Abstract]:In 2012, the Hebei Provincial Government issued "opinions on the implementation of further speeding up the Development of Electronic Commerce," which pointed out that in the future, E-commerce should be brought into full play in promoting economic and social development. The important role of promoting the adjustment of industrial structure and the transformation of the mode of development. "opinions on the implementation of promoting the full coverage of Rural E-commerce" was put forward to achieve full coverage of the rural e-commerce system in counties by the end of 2016. The two-way circulation channels of rural e-commerce are fully covered, the administrative village e-commerce applications are fully covered, and the provincial rural e-commerce transaction volume is striving to reach 280 billion yuan; by 2020, the province's rural e-commerce transaction volume will strive to exceed 900 billion yuan. Accounts for the province's total electronic commerce transactions more than 20%. It is of great significance to study the development of rural e-commerce in Hebei Province at present. Based on the analysis of the present situation and existing problems of rural electronic commerce in Hebei Province, this paper puts forward some countermeasures for reference to the development of rural electronic commerce in foreign countries. This paper is divided into seven parts: the first chapter is the introduction of this paper, including the research background, research purpose and significance, research content and methods, and expatiate the current situation of research; the second chapter is the related concepts and theoretical basis of rural electronic commerce. First of all, the concept, characteristics and types of e-commerce, and then put forward related theories, including network effect theory, transaction cost theory, value chain theory, laid a theoretical foundation for the study; The third chapter is to analyze the development of rural e-commerce in Hebei Province, first of all, the information environment of rural e-commerce in Hebei Province is analyzed, and then the soft environment of rural e-commerce policy and law in Hebei Province is analyzed. Chapter four, the problems in the development of rural electronic commerce in Hebei Province, the low degree of agricultural products information processing, the logistics distribution system of agricultural products is not perfect. Lack of professional personnel of agricultural e-commerce, single brand of agricultural products, imperfect quality standard system, legal and regulatory issues of rural e-commerce, and the development of rural e-commerce agriculture in Hebei Province; The fifth chapter puts forward the experience of rural e-commerce in foreign countries, including the development experience of rural e-commerce in Canada, rural e-commerce in Korea, rural e-commerce in the United States, and the enlightenment. The sixth chapter puts forward the suggestions and countermeasures to develop rural electronic commerce in Hebei Province. First, it determines the overall development ideas, and at the same time, from the integration of resources, improve infrastructure, In the aspect of strengthening legal supervision and training talents, the government should give full play to the function of guidance and coordination, and from the angle of enterprise, it also proposes to promote the development of rural electronic commerce and improve the quality of farmers to promote the development of electronic commerce. The research prospect of the future research direction is put forward.
