德州市農(nóng)村電子商務(wù)發(fā)展模式研究

【摘要】:電子商務(wù)成為21世紀(jì)最火爆的一個領(lǐng)域,特別是互聯(lián)網(wǎng)和智能終端的迅速發(fā)展,人民似乎越來越離不開互聯(lián)網(wǎng)。與此同時(shí)電子商務(wù)也幾乎占據(jù)了網(wǎng)絡(luò)瀏覽的大半江山,長期以來電子商務(wù)在城市取得了可喜的進(jìn)展,物流配套都十分健全,人才濟(jì)濟(jì)。然而中國是一個發(fā)展中國家,占中國一半人口的農(nóng)村電商卻發(fā)展十分緩慢,甚至很多農(nóng)村人不知道什么叫電子商務(wù)或者網(wǎng)上購物,有些地方甚至連網(wǎng)絡(luò)都不熟悉,農(nóng)產(chǎn)品還是按照原始辦法進(jìn)行交易。近幾年隨著國家對"三農(nóng)"的不斷重視及國家農(nóng)村扶貧戰(zhàn)略的打響,政府和電子商務(wù)企業(yè)越來越重視縣域農(nóng)村電子商務(wù)的發(fā)展,農(nóng)村電子商務(wù)也被列為精準(zhǔn)扶貧的一部分。經(jīng)過了近幾年縣域電子商務(wù)激烈角逐,逐步形成了代表地方特色的農(nóng)村電子商務(wù)發(fā)展模式,并且越來越多。國務(wù)院在政府工作報(bào)告中明確提出了"互聯(lián)網(wǎng)+"概念,并把"互聯(lián)網(wǎng)+"電子商務(wù)列為重點(diǎn)行動之一。山東省也出臺了一系列促進(jìn)農(nóng)村電子商務(wù)發(fā)展政策,提出了電子商務(wù)優(yōu)秀示范縣等概念,促進(jìn)縣域電子商務(wù)發(fā)展。德州市為了促進(jìn)地區(qū)農(nóng)業(yè)的發(fā)展,特別是"三農(nóng)"的快速發(fā)展也出臺了一系列有利于農(nóng)村電子商務(wù)發(fā)展的措施辦法,也逐步形成了德州市的具有特色的縣域農(nóng)村電子商務(wù)發(fā)展模式。文中首先扼要定義了電子商務(wù)、分析了其內(nèi)涵、特征,并對國內(nèi)外農(nóng)村電子商務(wù)的研究現(xiàn)狀進(jìn)行了比較分析。通過調(diào)查研究,文獻(xiàn)分析等方法并結(jié)合近幾年國內(nèi)其他縣域農(nóng)村電商發(fā)展模式的經(jīng)驗(yàn),比較了德州市縣域農(nóng)村電子商務(wù)的發(fā)展的新特點(diǎn),將德州市縣域農(nóng)村電子商務(wù)發(fā)展模式分為三種模式:一是政府主導(dǎo)型模式、二是企業(yè)主導(dǎo)型模式、三是合作社主導(dǎo)型模式;并分析了三種模式的大體含義、特征及優(yōu)缺點(diǎn)。另外本文還通過對三種模式的比較分析,結(jié)合農(nóng)村的特點(diǎn),提出了德州市應(yīng)該建立組合型縣域發(fā)展模式,即在政府、企業(yè)、合作社模式的基礎(chǔ)上對這三種模式根據(jù)實(shí)際進(jìn)行合理組合,形成"政府+企業(yè)+合作社"、"企業(yè)+政府+合作社"、"合作社+政府+企業(yè)"三種組合模式,并分析了三種模式的組合適合德州什么縣域發(fā)展,這種組合可以更大的發(fā)揮各個區(qū)域的特點(diǎn)。文章中還分析國內(nèi)遂昌模式、成縣模式和通榆模式三種模式的發(fā)展歷程和形成原因,總結(jié)出了他們的優(yōu)缺點(diǎn)。并結(jié)合這些優(yōu)缺點(diǎn)對德州市縣域電子商務(wù)的組合模式提出了一些建議。文章最后提出了德州市發(fā)展縣域農(nóng)村電子商務(wù)的優(yōu)化措施。通過創(chuàng)新農(nóng)村電子商務(wù)發(fā)展模式,實(shí)現(xiàn)電子商務(wù)與傳統(tǒng)產(chǎn)業(yè)的共同發(fā)展,構(gòu)建縣域產(chǎn)業(yè)特色優(yōu)勢突出、帶動效應(yīng)明顯、業(yè)態(tài)互補(bǔ)性強(qiáng)的縣域電子商務(wù)產(chǎn)業(yè)生態(tài)體系。
[Abstract]:E-commerce has become one of the most popular fields in the 21st century, especially with the rapid development of Internet and intelligent terminals, people seem to be more and more inseparable from the Internet. At the same time, E-commerce has almost occupied the majority of the Internet browsing. For a long time, E-commerce has made gratifying progress in the city, logistics matching is very sound, talented people. However, China is a developing country, and rural e-commerce, which accounts for half of China's population, is developing very slowly. Even many rural people do not know what e-commerce or online shopping is, and in some places they are not even familiar with the Internet. Agricultural products are still traded in the original way. In recent years, the government and e-commerce enterprises pay more and more attention to the development of county rural electronic commerce, and rural electronic commerce is also listed as a part of precision poverty alleviation. After the fierce competition of E-commerce in the county area in recent years, the rural e-commerce development mode representing local characteristics has been gradually formed, and more. The State Council clearly put forward the concept of "Internet" in the government work report, and listed "Internet" e-commerce as one of the key actions. Shandong Province has also issued a series of policies to promote the development of e-commerce in rural areas, put forward the concept of excellent demonstration county of e-commerce, and promote the development of e-commerce in the county area. In order to promote the development of regional agriculture, especially the rapid development of agriculture, rural areas and farmers, Dezhou has also introduced a series of measures conducive to the development of rural electronic commerce. It has also gradually formed the characteristic rural e-commerce development model of Dezhou. At first, this paper briefly defines electronic commerce, analyzes its connotation and characteristics, and makes a comparative analysis of the current research situation of rural electronic commerce at home and abroad. Through investigation, literature analysis and other methods, combined with the experience of other counties in recent years, this paper compares the new characteristics of the development of rural e-commerce in Dezhou City. This paper divides the development mode of rural electronic commerce in the county area of Dezhou into three modes: one is the government-oriented mode, the other is the enterprise-led mode, and the third is the co-operative mode, and the general meaning, characteristics, advantages and disadvantages of the three models are analyzed. In addition, through the comparative analysis of the three models and combining the characteristics of the rural areas, this paper puts forward that Dezhou should establish a combination county development model, that is, in the government and enterprises, On the basis of the cooperative model, the three models are reasonably combined according to the practice, forming three kinds of combination models: "government enterprise cooperative", "enterprise government cooperative", "cooperative government enterprise", "cooperative government enterprise" and "cooperative government enterprise". And analyzed the combination of the three models suitable for the county development in Texas, this combination can play a greater role in the characteristics of each region. The paper also analyzes the development and reasons of the three models of Suichang, Chengxian and Tongyu, and summarizes their advantages and disadvantages. Combined with these advantages and disadvantages, this paper puts forward some suggestions on the combination mode of county e-commerce in Dezhou. Finally, the paper puts forward the optimization measures of developing county-level rural e-commerce in Dezhou. By innovating the development mode of rural electronic commerce, we can realize the common development of electronic commerce and traditional industry, and construct the ecological system of county electronic commerce industry which has prominent characteristic advantage, obvious driving effect and strong complementarities in the form of industry.
