【摘要】：制造業(yè)作為中國(guó)的支柱產(chǎn)業(yè),其出口一直都是中國(guó)開展雙邊合作的重點(diǎn)內(nèi)容。本國(guó)經(jīng)濟(jì)發(fā)展角度,李克強(qiáng)總理在《2016年政府工作報(bào)告》中提出要推動(dòng)制造裝備走出去戰(zhàn)略,打造中國(guó)制造金字品牌。而貿(mào)易潛力巨大的RCEP地區(qū)將是中國(guó)制造業(yè)走出去的重點(diǎn)地區(qū)。國(guó)際環(huán)境角度,美國(guó)退出TPP使RCEP熱度驟升,2016年加緊了談判進(jìn)程。未來將逐步擴(kuò)展框架內(nèi)貿(mào)易便利化合作的范圍,促進(jìn)雙邊制造業(yè)產(chǎn)品貿(mào)易穩(wěn)健增長(zhǎng)�；诖�,本文進(jìn)行了中國(guó)制造業(yè)產(chǎn)品出口與RCEP談判國(guó)貿(mào)易便利化提升的研究。本文基于交易成本理論與輪軸—輻條理論,研究RCEP談判國(guó)貿(mào)易便利化對(duì)中國(guó)制造業(yè)產(chǎn)品出口的影響。首先梳理了國(guó)內(nèi)外關(guān)于貿(mào)易便利化對(duì)貿(mào)易流量影響的文獻(xiàn);其次,從出口規(guī)模、結(jié)構(gòu)和市場(chǎng)布局探討了中國(guó)制造業(yè)產(chǎn)品出口 RCEP談判國(guó)的現(xiàn)狀;再運(yùn)用擴(kuò)展的標(biāo)準(zhǔn)化法,選取四個(gè)一級(jí)指標(biāo)構(gòu)建指標(biāo)體系,計(jì)算貿(mào)易便利化得分。同時(shí)分析了 RCEP談判國(guó)的整體貿(mào)易便利化水平以及單一指標(biāo)所代表方面的發(fā)展水平;再次,選用了貿(mào)易引力模型,采用2006-2015年的面板數(shù)據(jù),對(duì)貿(mào)易便利化對(duì)中國(guó)制造業(yè)產(chǎn)品出口 RCEP談判國(guó)的影響進(jìn)行實(shí)證分析。最后,從貿(mào)易便利化角度提出了促進(jìn)中國(guó)制造業(yè)產(chǎn)品出口的政策建議。本文得出的結(jié)論如下:一是進(jìn)、出口國(guó)貿(mào)易便利化水平的提升對(duì)中國(guó)的制造業(yè)產(chǎn)品出口具有顯著促進(jìn)作用;二是進(jìn)口國(guó)口岸效率與海關(guān)環(huán)境、出口國(guó)海關(guān)環(huán)境與電子商務(wù)對(duì)促進(jìn)中國(guó)對(duì)RCEP造業(yè)產(chǎn)品出口有積極作用。本文的創(chuàng)新點(diǎn)在于:一是對(duì)RCEP談判國(guó)貿(mào)易便利化水平整體得分及單一指標(biāo)均進(jìn)行了分析;二是實(shí)證中加入了各一級(jí)指標(biāo)對(duì)貿(mào)易流量影響程度的分析,針對(duì)進(jìn)、出口國(guó)貿(mào)易便利化的具體方向提出建議。
[Abstract]:As a pillar industry of China, the export of manufacturing industry has always been the focus of bilateral cooperation.From the perspective of China's economic development, Premier Li Keqiang proposed in his 2016 government work report that he should promote the strategy of going global in manufacturing equipment and building a brand of Chinese-made gold characters.The RCEP region, which has great trade potential, will be the key area for China's manufacturing industry to go out.From the international environmental perspective, the US withdrawal from the TPP caused a sharp increase in RCEP heat and intensified the negotiation process in 2016.In the future, the scope of trade facilitation cooperation within the framework will be gradually expanded, and bilateral trade in manufacturing products will grow steadily.Based on this, this paper studies the improvement of China's manufacturing products export and trade facilitation of RCEP negotiating countries.Based on the transaction cost theory and the wheel-spoke theory, this paper studies the impact of RCEP negotiating countries' trade facilitation on China's manufacturing exports.First of all, it combs the domestic and foreign literature on the influence of trade facilitation on trade flow; secondly, discusses the current situation of China's manufacturing export RCEP negotiating countries from the export scale, structure and market layout; and then applies the extended standardization method.Four primary indexes are selected to construct the index system, and the trade facilitation score is calculated.At the same time, it analyzes the overall level of trade facilitation and the level of development represented by a single indicator in the RCEP negotiating countries. Thirdly, the trade gravity model is selected and the panel data from 2006 to 2015 are used.This paper makes an empirical analysis on the impact of trade facilitation on the RCEP negotiating countries of China's manufacturing exports.Finally, from the perspective of trade facilitation, the paper puts forward some policy suggestions to promote the export of China's manufacturing products.The conclusions of this paper are as follows: first, the level of trade facilitation of exporting countries has a significant impact on China's export of manufacturing products; second, port efficiency and customs environment of importing countries.Export customs environment and e-commerce play a positive role in promoting China's export of RCEP products.The innovation of this paper lies in: first, the overall score and single index of the trade facilitation level of the RCEP negotiating countries are analyzed; the other is the empirical analysis of the impact of each level of indicators on trade flows.Specific directions for trade facilitation in exporting countries are suggested.
