【摘要】：寧德市柘榮縣做為現(xiàn)代農(nóng)業(yè)發(fā)展的小型城鎮(zhèn),很多方面還有發(fā)展的空間,可在利用其良好的地理位置加強(qiáng)與外界的合作,利用傳統(tǒng)農(nóng)業(yè)基礎(chǔ)和自然環(huán)境來優(yōu)化農(nóng)業(yè)生產(chǎn)模式,用這些方式來改善基礎(chǔ)設(shè)施、提高農(nóng)業(yè)科技水平、健全農(nóng)業(yè)產(chǎn)業(yè)體系和完善農(nóng)業(yè)生產(chǎn)組織制度,把握各級農(nóng)業(yè)支持政策的引導(dǎo)和落實(shí)、統(tǒng)籌城鄉(xiāng)建設(shè)任務(wù)推進(jìn)。在本文中本人根據(jù)寧德市柘榮縣缺乏現(xiàn)代化的發(fā)展,農(nóng)民的收入保持在一個較低水平等的具體情況,進(jìn)行規(guī)劃分析了柘榮縣特色現(xiàn)代推進(jìn)的節(jié)奏和方式。針對柘榮縣的特點(diǎn),有選擇得將某些產(chǎn)業(yè)作為重點(diǎn)推進(jìn)項(xiàng)目。在中藥材,食用菌,蔬菜,茶葉,油茶是當(dāng)?shù)靥禺a(chǎn),在加之休閑農(nóng)業(yè),一共形成六個重點(diǎn)的農(nóng)業(yè)發(fā)展領(lǐng)域。并建議當(dāng)?shù)卣畱?yīng)該針對這六個領(lǐng)域,分別對產(chǎn)業(yè)發(fā)展布局、產(chǎn)業(yè)發(fā)展目標(biāo)和主要建設(shè)內(nèi)容進(jìn)行分析,進(jìn)行基礎(chǔ)設(shè)施建設(shè)工程、農(nóng)產(chǎn)品質(zhì)量安全保障工程、特色農(nóng)產(chǎn)品品牌培育工程、農(nóng)業(yè)產(chǎn)業(yè)配套服務(wù)工程、產(chǎn)業(yè)融合推進(jìn)工程和農(nóng)產(chǎn)品電子商務(wù)工程等特色現(xiàn)代農(nóng)業(yè)配套工程建設(shè),并從組織、政策、資金和人力資源等方面進(jìn)行改革。
[Abstract]:As a small town with modern agricultural development, Zhelong County in Ningde City still has room for development in many aspects. It is possible to strengthen cooperation with the outside world by using its favorable geographical location and to optimize agricultural production patterns by using the traditional agricultural foundation and natural environment. Using these methods to improve infrastructure, raise the level of agricultural science and technology, improve the agricultural industrial system and improve the agricultural production organization system, and grasp the guidance and implementation of agricultural support policies at all levels. In this paper, according to the lack of modern development in Zhelong County, Ningde City, farmers' income is kept at a relatively low level. According to the characteristics of Zhelong County, some industries have been selected as the key projects. In Chinese medicinal materials, edible fungi, vegetables, tea and Camellia oleifera are local specialties. In addition to leisure agriculture, a total of six key areas of agricultural development have been formed. And it is suggested that the local government should analyze the industrial development layout, industrial development objectives and main construction contents, respectively, in view of these six fields. Carrying out the infrastructure construction project, the quality and safety guarantee project of agricultural products, the brand cultivation project of characteristic agricultural products, the supporting service project of agricultural industry, The integration of industries promotes the construction of modern agricultural supporting projects such as engineering and electronic commerce of agricultural products, and carries out reforms in organizational, policy, capital and human resources aspects.
