【摘要】：醫(yī)療保險(xiǎn)個(gè)人賬戶的建立順應(yīng)了公費(fèi)醫(yī)療、勞保醫(yī)療改革的需要,但無論是從公平視角還是效率視角,醫(yī)療保險(xiǎn)個(gè)人賬戶的實(shí)施都沒有發(fā)揮其應(yīng)有的作用,存在互濟(jì)性不足、不同群體個(gè)人賬戶享有差異大、缺乏良好的約束機(jī)制、基金積累沉淀多、管理成本高等問題。對(duì)此,弱化個(gè)人賬戶功能,逐步取消醫(yī)療保險(xiǎn)個(gè)人賬戶制度勢在必行。
[Abstract]:The establishment of individual accounts of medical insurance conforms to the needs of public medical care and labor insurance medical reform, but from the perspective of fairness or efficiency, the implementation of individual accounts of medical insurance has not played its due role, there is a lack of mutual benefit, different groups of individual accounts enjoy great differences, lack of good restraint mechanism, fund accumulation and precipitation, high management costs and so on. In this regard, it is imperative to weaken the function of individual account and gradually cancel the personal account system of medical insurance.
