【摘要】：農(nóng)村社會養(yǎng)老保險制度是國家社會保障體系的重要組成部分之一，尤其是像中國這樣的農(nóng)業(yè)大國。2010年人口普查顯示：我國人口總量達到13.7億，其中農(nóng)村人口總量達到9億，農(nóng)村社會養(yǎng)老保險與我國9億農(nóng)民的切身利益息息相關(guān)，對維護農(nóng)村社會穩(wěn)定，加快完善城鄉(xiāng)一體化具有極其重大的意義。湖北省農(nóng)村社會養(yǎng)老保險自2009年新型農(nóng)村社會養(yǎng)老保險試點工作開展以來，經(jīng)過幾年的改革，有一些創(chuàng)新之處，取得了一定的成效，，但同時也暴露出諸多的問題，加之社會經(jīng)濟的迅速發(fā)展、城鄉(xiāng)融合、獨生子女時代的到來對湖北省經(jīng)濟建設(shè)和社會發(fā)展帶來的各種正面或負面的影響，使得完善湖北省農(nóng)村社會養(yǎng)老保險制度的要求勢在必行。本論文對湖北省新型農(nóng)村養(yǎng)老保險制度試點地區(qū)“新農(nóng)�！鼻闆r進行分析研究，結(jié)合湖北省“新農(nóng)�！痹圏c的現(xiàn)狀及存在的一系列問題，就如何完善湖北省如何完善新型農(nóng)村社會養(yǎng)老保險制度提出了比較有針對性的建議。 本文共分為六個部分。第一部分為緒論，主要闡述了農(nóng)村社會養(yǎng)老保險的研究背景意義、國內(nèi)外農(nóng)村社會養(yǎng)老保險研究的現(xiàn)狀以及本論文的研究內(nèi)容和方法；第二部分分析了農(nóng)村社會養(yǎng)老保險制度的基礎(chǔ)理論；第三部分概括了湖北省農(nóng)村社會養(yǎng)老保險制度分析；第四部分是對湖北赤壁市新型農(nóng)村社會養(yǎng)老保險工作試點調(diào)查研究；第五部分根據(jù)以上內(nèi)容提出了完善湖北新型農(nóng)村養(yǎng)老保險的幾點建議；第六部分是文章的結(jié)論部分。
[Abstract]:The rural social old-age insurance system is one of the important components of the national social security system, especially in agricultural countries such as China. The 2010 population census shows that the total population of our country reaches 1.37 billion, The total rural population reaches 900 million, and the rural social old-age insurance is closely related to the vital interests of 900 million peasants in our country. It is of great significance to maintain the stability of the rural society and speed up the improvement of the integration of urban and rural areas. Since the pilot work of the new rural social endowment insurance in Hubei Province was carried out in 2009, after several years of reform, some innovations have been made, and some achievements have been made, but at the same time, many problems have also been exposed. In addition, the rapid development of the social economy, the integration of urban and rural areas, and the arrival of the one-child era have had various positive or negative impacts on the economic construction and social development of Hubei Province. It is imperative to perfect the rural social old-age insurance system in Hubei province. This paper analyzes and studies the situation of "new agricultural insurance" in the pilot area of the new rural old-age insurance system in Hubei province, combining with the present situation and a series of problems of the pilot "new rural old-age insurance" system in Hubei province. This paper puts forward some suggestions on how to perfect the new rural social endowment insurance system in Hubei province. This paper is divided into six parts. The first part is the introduction, mainly elaborated the rural social endowment insurance research background significance, the domestic and foreign rural social endowment insurance research present situation as well as this paper research content and the method; The second part analyzes the basic theory of the rural social endowment insurance system; the third part summarizes the rural social endowment insurance system analysis of Hubei Province; the fourth part is the pilot investigation of the new rural social endowment insurance system in Chibi City of Hubei Province; The fifth part puts forward some suggestions to improve Hubei's new rural old-age insurance according to the above contents; the sixth part is the conclusion of the article.
