【摘要】：基本養(yǎng)老保險(xiǎn)制度的健康安全運(yùn)行是我國社會(huì)保障事業(yè)平穩(wěn)持續(xù)發(fā)展的重要前提,也是促進(jìn)國家安定、社會(huì)和睦和人民幸福的關(guān)鍵所在。因此,運(yùn)用科學(xué)有效的評估技術(shù)對國家現(xiàn)行養(yǎng)老體制的實(shí)際執(zhí)行狀況進(jìn)行客觀、切合實(shí)際的評判,已經(jīng)顯得極為重要和緊迫,并且對于進(jìn)一步優(yōu)化和完善我們國家的社會(huì)保障機(jī)制有著極其重要的現(xiàn)實(shí)意義。本文首先通過文獻(xiàn)研究法,重點(diǎn)探究了養(yǎng)老保險(xiǎn)領(lǐng)域評價(jià)指標(biāo)體系的研究現(xiàn)狀,并綜合專家經(jīng)驗(yàn)選取出了 14項(xiàng)指標(biāo)元素,構(gòu)成了本文的評估指標(biāo)體系。接著詳細(xì)論述了網(wǎng)絡(luò)層次分析技術(shù)的相關(guān)知識,在領(lǐng)域?qū)＜业闹笇?dǎo)下分析了體系指標(biāo)間的關(guān)聯(lián)關(guān)系,給出了基于該方法建立的養(yǎng)老保險(xiǎn)運(yùn)行安全評估ANP模型,并據(jù)此分析量化了各項(xiàng)指標(biāo)的具體權(quán)重值,作為衡量各項(xiàng)指標(biāo)對評估體系而言影響力大小的標(biāo)度。除此以外,通過分析和比較常用的多指標(biāo)綜合評估技術(shù),本文提出了將因子分析和熵值分析進(jìn)行有機(jī)結(jié)合的綜合評估方法,給出了標(biāo)準(zhǔn)差標(biāo)準(zhǔn)化算法和計(jì)算因子權(quán)重算法,并以我國31個(gè)省份的基本養(yǎng)老保險(xiǎn)制度數(shù)據(jù)作為實(shí)驗(yàn)數(shù)據(jù),分析得到各省養(yǎng)老保險(xiǎn)運(yùn)行安全情況的綜合得分,從而對我國現(xiàn)行養(yǎng)老保險(xiǎn)制度的運(yùn)行安全性進(jìn)行了評估。通過實(shí)驗(yàn)分析,驗(yàn)證了本文提出的綜合評估方法的合理性和有效性,并且對于其它社會(huì)保險(xiǎn)險(xiǎn)種及其它領(lǐng)域的制度研究均具有一定的借鑒價(jià)值。
[Abstract]:The healthy and safe operation of the basic old-age insurance system is an important prerequisite for the steady and sustainable development of the social security cause in our country, and also the key to promoting national stability, social harmony and the happiness of the people. Therefore, it is very important and urgent to make an objective and realistic evaluation on the actual implementation of the current national pension system by using scientific and effective assessment techniques. And for further optimizing and perfecting our country's social security mechanism has the extremely important realistic significance. Firstly, through the literature research method, this paper focuses on the research status of the evaluation index system in the field of old-age insurance, and selects 14 index elements to form the evaluation index system of this paper by synthesizing the experience of the experts. Then the related knowledge of network analytic hierarchy process (AHP) technology is discussed in detail. Under the guidance of domain experts, the correlation relationship among the system indexes is analyzed, and the ANP model based on this method for the safety assessment of the operation of endowment insurance is given. Based on this analysis, the weight value of each index is quantified, as a scale to measure the influence of each index on the evaluation system. In addition, through the analysis and comparison of the commonly used multi-index comprehensive evaluation techniques, this paper proposes a comprehensive evaluation method combining factor analysis and entropy analysis, and gives the standard deviation standardization algorithm and the calculation factor weight algorithm. Taking the data of the basic old-age insurance system in 31 provinces as the experimental data, the comprehensive scores of the operation security of the old-age insurance in each province are analyzed, and the operational security of the current endowment insurance system in our country is evaluated. Through the experimental analysis, the rationality and effectiveness of the comprehensive evaluation method proposed in this paper are verified, and it has certain reference value for the system research of other kinds of social insurance and other fields.
