【摘要】：隨著中國老齡人口增多和社會保障制度的不完善,老年人養(yǎng)老、健康護理成為一個重要問題。采用何種方式解決這個問題,很多學者已經分析探討,經過多位學者論證,采用老年護理保險制度的方式可以為我所用。因此如何用、如何設置這樣一個保險成為本文討論的主要問題。本文重點剖析了國外現(xiàn)有的相關經驗,試圖為如何定位中國老年護理保險發(fā)展方向、收費支付方式這些問題提供參考依據。 本文先對老年護理和老年護理保險進行了詳細闡述,緊接著對中國老齡化和老年保障現(xiàn)狀進行了分析,旨在說明發(fā)展這一保險來為老年人提供保障是很有必要的。在國外經驗的介紹中,筆者首先選擇美國作為對象,它采用的是商業(yè)化老年護理保險模式。對德國的分析筆者主要看中的是它的靈活和特色,這符合我們實事求是的思想；日本雖然經濟相當發(fā)達,擁有與中國相似的文化背景,對日本的分析主要為我們提供一個未來發(fā)展的思路。在這些經驗剖析的基礎上,本文進一步指出西方經驗給予我們發(fā)展思想上的啟迪。文章的最后,為讀者提供一個老年護理保險的發(fā)展思路,進一步指出了在發(fā)展中需要解決的幾個問題,提出建設性建議。
[Abstract]:With the increase of the aged population and the imperfection of the social security system in China, old-age care and health care have become an important issue. Many scholars have analyzed and discussed how to solve this problem. It has been proved by many scholars that the old-age care insurance system can be used by me. Therefore, how to use, how to set such an insurance has become the main issue discussed in this paper. This article focuses on the analysis of the existing experience abroad in order to provide reference basis for how to locate the development direction of Chinese elderly care insurance and how to pay for fees. In this paper, elderly care and old-age care insurance are described in detail, and then the current situation of aging and old-age security in China is analyzed in order to show that it is necessary to develop this insurance to provide protection for the elderly. In the introduction of foreign experience, the author first chose the United States as the object, which adopted the commercial elderly care insurance model. The analysis of Germany is mainly focused on its flexibility and characteristics, which is in line with our thinking of seeking truth from facts; Although Japan's economy is quite developed and has a similar cultural background with China, the analysis of Japan provides us with a train of thought for future development. On the basis of the analysis of these experiences, this paper further points out that the western experience gives us enlightenment in the thought of development. At the end of the article, the author provides readers with an idea of the development of nursing insurance for the elderly, and further points out some problems that need to be solved in the course of development, and puts forward constructive suggestions.
