【摘要】：目的:在"人人享有醫(yī)保"的政策前提下,探討西藏城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)制度并軌的方案、面臨的問(wèn)題及對(duì)策。方法:采用描述與對(duì)比法,分析西藏城鄉(xiāng)醫(yī)療制度運(yùn)行的狀況。結(jié)果:提出并軌面臨戶籍制度的限制、西藏城鄉(xiāng)醫(yī)療衛(wèi)生事業(yè)發(fā)展不均衡、并軌后管理方式等問(wèn)題。結(jié)論:從橫向統(tǒng)籌、由多部門(mén)協(xié)同管理、建立統(tǒng)一的醫(yī)保信息管理系統(tǒng)、分級(jí)診療機(jī)制、完善藏藥報(bào)銷(xiāo)藥品目錄、"一制多檔"、縱向統(tǒng)籌等方面提出政策建議,逐步實(shí)現(xiàn)西藏城鄉(xiāng)醫(yī)保制度的并軌。
[Abstract]:Aim: based on the policy of "everyone enjoys medical insurance", this paper discusses the scheme of the integration of the basic medical insurance system of urban and rural residents in Tibet, the problems faced and the countermeasures. Methods: description and contrast were used to analyze the operation of medical system in urban and rural areas of Tibet. Results: the problems such as the restriction of household registration system, the unbalanced development of urban and rural medical and health services in Tibet, and the way of management after integration were put forward. Conclusion: from the aspect of horizontal co-ordination, multi-department cooperative management, the establishment of a unified medical insurance information management system, hierarchical diagnosis and treatment mechanism, the improvement of Tibetan drug reimbursement drug catalogue, "one system, multi-file", vertical coordination and other aspects of the policy recommendations, and so on. Gradually realize the integration of the urban and rural health insurance system in Tibet.
