【摘要】：高值藥物醫(yī)保支付提升了患者藥物可及性的同時也帶來了一些涉及醫(yī)療資源分配的公平性問題。羅爾斯的正義論作為當代社會公平理論中最具影響力的理論之一,對于高值藥物醫(yī)保支付機制公平性的完善同樣具有指導意義。在羅爾斯正義原則視域下,相關部門及利益方須在高值藥物醫(yī)保支付所涉及的藥物遴選、談判定價、使用管理等環(huán)節(jié)把握公平與效率平衡原則,同時多方聯(lián)動保障"最少受惠者"切實享有相關的"政策福利"。
[Abstract]:High-value medical insurance payment not only improves the drug availability of patients, but also brings about some fairness issues related to the allocation of medical resources. Rawls' theory of justice, as one of the most influential theories in the contemporary social justice theory, also has guiding significance for the improvement of the fairness of high value medical insurance payment mechanism. From the perspective of Rawls principle of justice, the relevant departments and stakeholders should grasp the principle of balance between fairness and efficiency in the aspects of drug selection, negotiation pricing, use management and so on, which are involved in the payment of high value medical insurance. At the same time, the multi-party linkage ensures that the least beneficiaries enjoy the relevant policy benefits.
