【摘要】：醫(yī)療保險制度是社會保障體系的重要組成部分，是建立社會主義市場經(jīng)濟體制的客觀要求和配套工程。寧夏自2010年整合城鎮(zhèn)居民基本醫(yī)療保險和新型農(nóng)村合作醫(yī)療制度，建立了全區(qū)統(tǒng)籌城鄉(xiāng)居民基本醫(yī)療保險制度。實現(xiàn)了制度框架、管理體制、政策標準、支付結算、信息系統(tǒng)、經(jīng)辦服務的“六統(tǒng)一”。本文結合寧夏統(tǒng)籌城鄉(xiāng)居民醫(yī)療保險改革的實際，在借鑒國內(nèi)外相關研究成果的基礎上，運用文獻分析法、比較分析法、實證分析法等方法對寧夏統(tǒng)籌城鄉(xiāng)居民醫(yī)療保險制度進行研究，以期探尋出寧夏發(fā)展統(tǒng)籌城鄉(xiāng)居民醫(yī)療保險的途徑，，希望能起到拋磚引玉的作用，為其他地區(qū)在實施統(tǒng)籌城鄉(xiāng)居民醫(yī)療保險方面提供借鑒。 全文共六章，具體如下： 第一章緒論，對研究背景、研究目的、研究意義以及國內(nèi)外相關的研究概述進行介紹。第二章相關理論概述，提出城鄉(xiāng)統(tǒng)籌醫(yī)療保險制度及哲學的相關理論，對探討寧夏建立統(tǒng)籌城鄉(xiāng)居民醫(yī)療保險制度提供理論依據(jù)。第三章概述了寧夏城鄉(xiāng)居民醫(yī)療保險的發(fā)展歷程以及發(fā)展現(xiàn)狀。第四章運用內(nèi)因、外因、系統(tǒng)哲學理論，結合統(tǒng)籌前、后各方面實施狀況，探尋寧夏統(tǒng)籌城鄉(xiāng)居民醫(yī)療保險的實施現(xiàn)狀的真實原因。第五章結合寧夏自身實際情況，提出發(fā)展寧夏統(tǒng)籌城鄉(xiāng)居民醫(yī)療保險制度的對策和建議。最后結論部分總結了論文研究的內(nèi)容。
[Abstract]:Medical insurance system is an important part of social security system and an objective requirement and supporting project for the establishment of socialist market economy system. Since 2010, Ningxia has integrated the basic medical insurance system of urban residents with the new rural cooperative medical insurance system, and has established the basic medical insurance system for urban and rural residents as a whole. The system framework, management system, policy standard, payment and settlement, information system and management service are realized. Combined with the reality of the medical insurance reform of urban and rural residents in Ningxia, this paper uses literature analysis method and comparative analysis method on the basis of drawing lessons from relevant research results at home and abroad. Empirical analysis and other methods are used to study the medical insurance system of urban and rural residents in Ningxia, with a view to finding out the way to develop the medical insurance for urban and rural residents in Ningxia, hoping that it can serve as a starting point for the development of medical insurance for urban and rural residents. For other regions in the implementation of urban and rural residents health insurance plan to provide reference. The thesis consists of six chapters: the first chapter introduces the background, purpose, significance of the research and related research at home and abroad. In the second chapter, the related theories are summarized, and the related theories of urban and rural medical insurance system and philosophy are put forward, which provide the theoretical basis for the establishment of the overall urban and rural residents' medical insurance system in Ningxia. The third chapter summarizes the development of urban and rural residents medical insurance in Ningxia as well as the development of the status quo. The fourth chapter uses the internal cause, external cause, system philosophy theory, combined with the implementation of the situation before and after, to explore the real reasons for the implementation of urban and rural residents medical insurance in Ningxia. The fifth chapter puts forward the countermeasures and suggestions to develop the medical insurance system of urban and rural residents in Ningxia according to the actual situation of Ningxia. Finally, the conclusion summarizes the content of the thesis.
