【摘要】：隨著工業(yè)化和城鎮(zhèn)化的不斷推進(jìn)，大量農(nóng)民土地被征用，城市便產(chǎn)生了特殊的群體——失地農(nóng)民。相關(guān)的失地農(nóng)民社會(huì)問題成為關(guān)注熱點(diǎn)，失地農(nóng)民養(yǎng)老保障問題成為其核心內(nèi)容。 本文依據(jù)福利經(jīng)濟(jì)學(xué)、社會(huì)公正理論、征地補(bǔ)償理論，從資金籌集、保障對(duì)象、待遇水平、基金管理和制度銜接這五方面闡述了大同市失地農(nóng)民養(yǎng)老保險(xiǎn)的現(xiàn)狀、問題及原因分析。具體總結(jié)出大同市失地農(nóng)民養(yǎng)老保險(xiǎn)存在資金籌集壓力大、待遇水平低、基金保值增值難、制度銜接不合理、制度不統(tǒng)一、相關(guān)法律不完善的問題。結(jié)合當(dāng)?shù)貙?shí)際，分析得出農(nóng)民收入水平低、征地補(bǔ)償不合理、政府投入不足和管理機(jī)制不健全等因素影響大同市失地農(nóng)民養(yǎng)老保險(xiǎn)制度運(yùn)行。 借鑒國(guó)外失地農(nóng)民養(yǎng)老保險(xiǎn)制度的先進(jìn)經(jīng)驗(yàn)，以及國(guó)內(nèi)失地農(nóng)民養(yǎng)老保險(xiǎn)的成功經(jīng)驗(yàn)，分析大同市失地農(nóng)民養(yǎng)老保險(xiǎn)制度建設(shè)的問題：加強(qiáng)農(nóng)村養(yǎng)老保險(xiǎn)的立法、擴(kuò)大覆蓋面和建立與我國(guó)國(guó)情相適應(yīng)的失地農(nóng)民養(yǎng)老保險(xiǎn)制度，，促進(jìn)大同市失地農(nóng)民社會(huì)養(yǎng)老保險(xiǎn)制度的完善和可持續(xù)性發(fā)展的建設(shè)。 在實(shí)證分析的基礎(chǔ)上，提出大同市失地農(nóng)民養(yǎng)老保險(xiǎn)的可持續(xù)發(fā)展的政策建議。加強(qiáng)參保宣傳，增強(qiáng)失地農(nóng)民的參保意識(shí)，擴(kuò)大大同市失地農(nóng)民養(yǎng)老保險(xiǎn)制度覆蓋面；加大政府支持力度，保障失地農(nóng)民基本養(yǎng)老生活；提高征地補(bǔ)償標(biāo)準(zhǔn)，不斷規(guī)范土地利用管理；拓寬籌資渠道，多元化進(jìn)行投資運(yùn)營(yíng)，實(shí)現(xiàn)基金增值保值；提高養(yǎng)老保險(xiǎn)的統(tǒng)籌層次，倡導(dǎo)家庭養(yǎng)老和個(gè)人商業(yè)保險(xiǎn)養(yǎng)老，實(shí)現(xiàn)多支柱養(yǎng)老；加強(qiáng)立法，完善相關(guān)法律法規(guī)，以法律強(qiáng)制保障失地農(nóng)民的合法權(quán)益。
[Abstract]:With the development of industrialization and urbanization, a large number of farmers have been expropriated, and the city has produced a special group-land-lost farmers. The related social problems of land-lost farmers become the focus of attention, and the problem of the old-age security of landless farmers becomes its core content. Based on the theory of welfare economics, social justice, land expropriation and compensation, this paper expounds the present situation of endowment insurance for landless peasants in Datong City from five aspects: fund raising, object of protection, level of treatment, fund management and system convergence. Problem and cause analysis. This paper summarizes the problems of the endowment insurance of land-lost peasants in Datong city, such as the pressure of raising funds, the low level of treatment, the difficulty of maintaining and increasing the value of the fund, the unreasonable connection of the system, the disunity of the system, and the imperfection of the relevant laws. Combined with the local reality, it is concluded that the low income level of farmers, unreasonable compensation for land requisition, inadequate government investment and imperfect management mechanism affect the operation of the old-age insurance system for land-lost farmers in Datong City. Based on the advanced experience of the land-lost farmers' endowment insurance system abroad and the successful experience of the domestic land-lost farmers' endowment insurance system, this paper analyzes the problems in the construction of the land-lost peasants' old-age insurance system in Datong: strengthening the legislation of the rural old-age insurance, Expanding the coverage and establishing the land-lost farmers' endowment insurance system in accordance with the national conditions of our country, and promoting the improvement and sustainable development of the social endowment insurance system for land-lost farmers in Datong City. On the basis of empirical analysis, this paper puts forward some policy suggestions on the sustainable development of endowment insurance for land-lost farmers in Datong City. Strengthen the propaganda of participating in the insurance, strengthen the consciousness of the peasants who lost land, expand the coverage of the old-age insurance system of the land-lost peasants in Datong city, increase the government support, and ensure the basic life of the landless peasants. Raise the compensation standard of land requisition, regulate the land use management continuously, widen the financing channel, carry on the investment operation in diversification, realize the fund increment and maintain the value; Improve the overall level of pension insurance, advocate family pension and personal commercial insurance pension, achieve multi-pillar pension; strengthen legislation, improve the relevant laws and regulations, legally compulsory protection of the legitimate rights and interests of landless farmers.
