【摘要】：本文在介紹美國農(nóng)業(yè)保險經(jīng)營模式、保險產(chǎn)品、補(bǔ)貼方式和財(cái)政支出情況的基礎(chǔ)上,結(jié)合WTO規(guī)則和美國的WTO通報數(shù)據(jù)分析了美國利用農(nóng)業(yè)保險補(bǔ)貼規(guī)避WTO規(guī)則約束的策略和影響。分析表明,美國大量使用與特定產(chǎn)品掛鉤的"黃箱"保險補(bǔ)貼,卻按照"綠箱"或是"非特定產(chǎn)品支持"進(jìn)行通報,如果嚴(yán)格按照特定產(chǎn)品支持進(jìn)行通報則美國實(shí)際AMS水平遠(yuǎn)高于其通報的水平。由于保險補(bǔ)貼引發(fā)貿(mào)易爭端和遭到反補(bǔ)貼調(diào)查,2012年起美國對保費(fèi)補(bǔ)貼已經(jīng)按照"特定產(chǎn)品支持"進(jìn)行通報,但美國通過對保險公司的經(jīng)營管理費(fèi)用補(bǔ)貼和再保險支持來降低對農(nóng)民保費(fèi)補(bǔ)貼,仍可充分利用WTO允許的"非特定產(chǎn)品支持"空間。
[Abstract]:This paper introduces the agricultural insurance business model, insurance products, subsidies and financial expenditure in the United States. Combined with the WTO rules and the WTO notification data of the United States, this paper analyzes the strategies and effects of the agricultural insurance subsidies in the United States to circumvent the constraints of the WTO rules. Analysis shows that the United States heavily uses "yellow box" insurance subsidies linked to specific products, but notifies them on the basis of "green box" or "non-specific product support". The actual AMS level in the United States is much higher than that reported by the product-specific support if the notification is made strictly on a product-specific basis. Because of trade disputes over insurance subsidies and countervailing investigations, the United States has notified premium subsidies in accordance with "product-specific support" since 2012. However, the United States can make full use of the "non-specific product support" space allowed by WTO by reducing the premium subsidy to farmers by subsidizing the operating expenses and reinsurance support of insurance companies.
