【摘要】：正近年來,安徽省淮北市不斷加大城鎮(zhèn)基本醫(yī)療保險付費方式改革力度,積極探索"總額預算、彈性結算、按病種付費"的復合型費用結算方式,為控制醫(yī)藥費用不合理增長和保障基金安全等發(fā)揮了重要作用�？傤~預付控制。通過總額控制,有效控制醫(yī)院任意擴大服務項目、增加住院天數(shù)和病人數(shù)量,遏制醫(yī)療機構追求經濟利益最大化的行為,促使醫(yī)療機構積極控制醫(yī)療消費。
