【摘要】：隨著我國(guó)城市化進(jìn)程的加快,農(nóng)民工已順應(yīng)時(shí)代的變遷,成為現(xiàn)代社會(huì)建設(shè)的重要力量。農(nóng)民工作為中國(guó)社會(huì)轉(zhuǎn)型時(shí)期的產(chǎn)物,對(duì)中國(guó)經(jīng)濟(jì)的增長(zhǎng)和社會(huì)的繁榮貢獻(xiàn)巨大。保護(hù)農(nóng)民工的基本權(quán)益以及解決農(nóng)民工的后顧之憂變得尤為重要。其中的農(nóng)民工是指具有農(nóng)村戶籍卻在城鎮(zhèn)工作、生活的打工者。農(nóng)民工群體是一個(gè)游離于社會(huì)邊緣,介乎農(nóng)民與市民之間的特殊群體。這個(gè)群體的特殊性決定了他們?cè)趨⑴c社會(huì)保險(xiǎn)方面的缺陷,他們既不是純粹的農(nóng)民,也不能完全參與城鎮(zhèn)社保。而群體的頻繁移動(dòng),養(yǎng)老保險(xiǎn)轉(zhuǎn)接的復(fù)雜程序,導(dǎo)致農(nóng)民工養(yǎng)老保險(xiǎn)的退保率居高不下。那么如何解決以上問題,對(duì)農(nóng)民工群體具有非凡的意義,對(duì)促進(jìn)社會(huì)和諧發(fā)展也有著特殊作用。本文首先介紹養(yǎng)老保險(xiǎn)對(duì)于農(nóng)民工的重要意義,接著闡述中國(guó)正在實(shí)行的三種類型農(nóng)民工養(yǎng)老保險(xiǎn)政策;筆者采用定量分析方法,揭示新疆伊犁鞏留縣農(nóng)民工在參與、異地轉(zhuǎn)接養(yǎng)老保險(xiǎn)實(shí)行上存在的問題,并根據(jù)實(shí)際情況提出改善這些問題的措施。使農(nóng)民工這個(gè)特殊的群體在養(yǎng)老問題上得到應(yīng)有的公平待遇和保障。
[Abstract]:With the acceleration of China's urbanization process, migrant workers have adapted to the changes of the times and become an important force in the construction of modern society. As a product of China's social transformation, migrant workers have contributed greatly to China's economic growth and social prosperity. It is particularly important to protect the basic rights and interests of migrant workers and to solve their worries. Among them, migrant workers are migrant workers with rural household registration who work and live in cities and towns. Migrant workers are a special group between farmers and citizens. The particularity of this group determines their defects in participating in social insurance. They are neither pure farmers nor fully involved in urban social security. The frequent movement of the group and the complex procedure of the transition of the old-age insurance lead to the high rate of retirement insurance for migrant workers. So how to solve the above problems, migrant workers have special significance to promote the harmonious development of society also has a special role. This paper first introduces the importance of old-age insurance for migrant workers, and then expounds the three types of rural migrant workers pension insurance policies that are being implemented in China. By using the quantitative analysis method, the author reveals the problems existing in the implementation of the old-age insurance for migrant workers in Gongliu County of Yili, Xinjiang, and puts forward some measures to improve these problems according to the actual situation. So that this special group of migrant workers in the pension issue should be fair treatment and protection.
