【摘要】：有關(guān)專家預(yù)測(cè),到2050年,中國(guó)老齡人口將達(dá)到人口總數(shù)的1/3。老齡化進(jìn)程加速,并且農(nóng)村人口老齡化速度快于城鎮(zhèn),使得我國(guó)農(nóng)村的養(yǎng)老面臨著嚴(yán)峻的挑戰(zhàn)。因此,加快新農(nóng)保政策的施行,并且進(jìn)一步擴(kuò)大覆蓋范圍成為當(dāng)務(wù)之急。但是,一項(xiàng)新政策在施行的過(guò)程中難免會(huì)出現(xiàn)一些問(wèn)題,比如政策執(zhí)行目標(biāo)出現(xiàn)偏差、執(zhí)行過(guò)程中出現(xiàn)“量大質(zhì)小”的表面化現(xiàn)象、政策附加式執(zhí)行、監(jiān)督缺位等。針對(duì)這些問(wèn)題,本文運(yùn)用公共政策過(guò)程模型理論從政策本身、政策執(zhí)行主體、政策目標(biāo)群體以及政策執(zhí)行環(huán)境等四個(gè)方面分析了產(chǎn)生這些問(wèn)題的原因。在此基礎(chǔ)上,探討了從適度擴(kuò)大新農(nóng)保政策的涵蓋范圍、增加基礎(chǔ)養(yǎng)老金額度,鼓勵(lì)參保、完善有關(guān)集體補(bǔ)助的規(guī)定等方面完善新農(nóng)保政策的制度設(shè)計(jì)；從增強(qiáng)公眾對(duì)政策的認(rèn)同感、增強(qiáng)政策執(zhí)行過(guò)程的透明性、強(qiáng)化執(zhí)行者的責(zé)任性、改進(jìn)政策執(zhí)行方法、規(guī)范公眾監(jiān)督反饋渠道等方面加強(qiáng)新農(nóng)保政策執(zhí)行主體的建設(shè)；通過(guò)加大社會(huì)養(yǎng)老的輿論宣傳力度、提高農(nóng)民的繳費(fèi)能力等提高新農(nóng)保政策目標(biāo)群體的能力；并改善新農(nóng)保政策的執(zhí)行環(huán)境。以期通過(guò)具體的分析,為新農(nóng)保政策的有效執(zhí)行提供一定的借鑒,構(gòu)建新農(nóng)保政策執(zhí)行的長(zhǎng)效機(jī)制。
[Abstract]:Experts predict that by 2050, China's elderly population will reach one-third of the total population. The process of aging is accelerating and the aging of rural population is faster than that of cities and towns. Therefore, speeding up the implementation of the new rural insurance policy and further expanding coverage has become a top priority. However, some problems will inevitably arise in the implementation of a new policy, such as the deviation of policy implementation objectives, the appearance of "large quantity, small quality" in the implementation process, the policy additional implementation, the absence of supervision, and so on. Aiming at these problems, this paper analyzes the causes of these problems from four aspects: the policy itself, the policy executive body, the policy target group and the policy implementation environment by using the public policy process model theory. On this basis, this paper discusses how to improve the system design of the new rural insurance policy from the following aspects: appropriately expanding the coverage of the new rural insurance policy, increasing the amount of basic pension, encouraging the participation in the insurance, perfecting the provisions on collective subsidies, and so on; Strengthen the construction of the new rural insurance policy from the aspects of enhancing the public's identity to the policy, enhancing the transparency of the policy implementation process, strengthening the responsibility of the executor, improving the policy implementation method, standardizing the feedback channel of the public supervision and so on; Through increasing the public opinion and propaganda of social old-age support, improving the farmers' ability to pay fees, improving the ability of the target groups of the new rural insurance policy, and improving the implementation environment of the new rural insurance policy. The purpose of this paper is to provide some reference for the effective implementation of the new rural insurance policy, and to construct a long-term mechanism for the implementation of the new rural insurance policy.
