【摘要】：環(huán)境污染責(zé)任保險(xiǎn)是運(yùn)用保險(xiǎn)機(jī)制參與環(huán)境污染事故處理的一種有效途徑。本文結(jié)合環(huán)境污染責(zé)任保險(xiǎn)發(fā)展歷程,探討環(huán)境污染責(zé)任保險(xiǎn)的賠償機(jī)制,基于我國(guó)發(fā)展實(shí)踐分析賠償機(jī)制運(yùn)行面臨的諸如環(huán)境污染損害難以量化、保險(xiǎn)費(fèi)率難以厘定等瓶頸問(wèn)題,提出加大政府支持力度、提高保險(xiǎn)公司經(jīng)營(yíng)水平、營(yíng)造發(fā)展社會(huì)氛圍等相關(guān)建議,以期為有效推動(dòng)我國(guó)環(huán)境污染責(zé)任保險(xiǎn)和環(huán)境保護(hù)事業(yè)的發(fā)展提供參考。
[Abstract]:Environmental pollution liability insurance is an effective way to take part in dealing with environmental pollution accidents by means of insurance mechanism. Combined with the development of environmental pollution liability insurance, this paper discusses the compensation mechanism of environmental pollution liability insurance. Based on the development practice of our country, the paper analyzes the compensation mechanism such as environmental pollution damage, which is difficult to quantify. The bottleneck problems such as the difficulty in determining insurance rates are put forward, such as increasing government support, improving the management level of insurance companies, creating a social atmosphere for development, and so on. In order to effectively promote the development of environmental pollution liability insurance and environmental protection.
