【摘要】：醫(yī)療保障基金是醫(yī)療保障制度的核心。傳統(tǒng)體制下的醫(yī)療保障經(jīng)費(fèi)管理,發(fā)揮了不同部門的積極性,有效控制了費(fèi)用增長。改革開放以來,隨著醫(yī)療保障制度的改革,建立了科學(xué)、合理的醫(yī)療保障基金籌資機(jī)制,實(shí)現(xiàn)了基金管理服務(wù)社會(huì)化,初步形成了對(duì)定點(diǎn)醫(yī)藥服務(wù)機(jī)構(gòu)的監(jiān)督和調(diào)控機(jī)制,促進(jìn)了醫(yī)療服務(wù)體系改革和發(fā)展。但是現(xiàn)行管理體制還不完善,還需要繼續(xù)探索建立適應(yīng)中國國情和醫(yī)療衛(wèi)生事業(yè)健康發(fā)展需要的醫(yī)療保障基金管理體制。
[Abstract]:Medical security fund is the core of medical security system. The management of medical security funds under the traditional system has brought into play the enthusiasm of different departments and effectively controlled the increase of expenses. Since the reform and opening up, with the reform of the medical security system, a scientific and reasonable financing mechanism of the medical security fund has been established, the socialization of the fund management services has been realized, and a mechanism for supervision and control of the designated medical service institutions has been preliminarily formed. It has promoted the reform and development of the medical service system. However, the current management system is still not perfect, and it is necessary to continue to explore the establishment of medical security fund management system to meet the needs of China's national conditions and the healthy development of medical and health care.
