【摘要】：礦山穩(wěn)定、社會和諧是實現(xiàn)煤炭行業(yè)治理體系和治理能力現(xiàn)代化的內在需要,是煤炭行業(yè)實現(xiàn)長遠發(fā)展的最終目標和落腳點。在煤炭行業(yè)建立工傷保險制度,是減少和避免礦工權益遭受侵害的重要措施,是幫助和減輕企業(yè)經濟負擔的主要途徑,是推動和建設和諧礦山的客觀需求,更是提高和改進政府執(zhí)政管理水平的重要手段。山西省屬國有重點煤礦企業(yè)工傷保險實行行業(yè)統(tǒng)籌十多年來,雖然在構建和諧礦山、創(chuàng)建平安煤礦、推進煤礦工業(yè)經濟轉型安全和諧發(fā)展方面做出了不少成績。但是,隨著業(yè)務的發(fā)展,在管理和經辦過程中也暴露了不少問題,直接影響到礦區(qū)甚至整個社會的和諧穩(wěn)定。因此,如何加強和改進山西省屬國有重點煤炭企業(yè)工傷保險管理,已成為現(xiàn)階段相關政府管理部門不得不考慮的問題,相關領域的研究也受到了越來越多的關注。本文從工傷保險經辦管理的角度,選取山西省屬國有重點煤炭企業(yè)為研究對象,以公共管理相關理論為基礎,結合工作實際,詳細闡述了山西省屬國有重點煤炭企業(yè)工傷保險經辦管理現(xiàn)狀,著重從工傷保險的職能層面闡釋了存在的主要問題,并有針對性地提出了改進的對策建議,這些對策建議對解決當前山西省煤炭行業(yè)工傷保險業(yè)務管理經辦過程中遇到的諸多現(xiàn)實問題都具有重要的指導意義和參考價值。全文主要由四大章節(jié)構成。第一章是概述部分,主要是對山西省屬國有重點煤炭企業(yè)工傷保險相關概念進行界定,同時,還對涉及的公共管理理論進行了詳細闡釋。第二章對山西省屬國有重點煤炭企業(yè)工傷保險實行行業(yè)統(tǒng)籌的背景、管理機構及職能、管理依據(jù)、管理環(huán)節(jié)及管理方式等方面做了詳細介紹。第三章指出了當前山西省屬國有重點煤炭企業(yè)工傷保險經辦管理中存在工傷預防和康復功能發(fā)揮不足、工傷保障水平不高、工傷醫(yī)療管理不規(guī)范等五個方面的主要問題。第四章則是結合工作實際,分別從強化煤炭保險工傷預防職能、做好工傷醫(yī)療康復工作、加強協(xié)議醫(yī)療機構管理、加強工傷保險基金稽核工作、建立工傷保險信息系統(tǒng)、完善相關政策法規(guī)等六個方面提出了改進的對策和建議。
[Abstract]:Mine stability and social harmony are the internal needs of realizing the modernization of coal industry governance system and governance ability, and are the ultimate goal and foothold of coal industry to realize long-term development. The establishment of an industrial injury insurance system in the coal industry is an important measure to reduce and avoid violations of miners' rights and interests, a main way to help and lighten the economic burden of enterprises, and an objective demand for promoting and building a harmonious mine. It is also an important means to improve the level of government administration. The industrial injury insurance of the key state-owned coal mine enterprises in Shanxi province has been carried out for more than ten years, although many achievements have been made in the construction of harmonious mines, the establishment of Ping an coal mines and the promotion of the safe and harmonious development of the coal industry economy transformation. However, with the development of business, many problems have been exposed in the process of management and administration, which directly affect the harmony and stability of the mining area and even the whole society. Therefore, how to strengthen and improve the management of industrial injury insurance in key state-owned coal enterprises in Shanxi Province has become a problem that the relevant government management departments have to consider at this stage, and more attention has been paid to the research in related fields. From the angle of the management of industrial injury insurance, this paper selects the state-owned key coal enterprises of Shanxi province as the research object, and takes the relevant theory of public management as the foundation, combining with the work practice. This paper expounds in detail the present situation of the management of industrial injury insurance in the key state-owned coal enterprises of Shanxi Province, emphatically explains the main problems existing from the functional level of the industrial injury insurance, and puts forward some countermeasures and suggestions for improvement. These countermeasures and suggestions have important guiding significance and reference value for solving many practical problems encountered in the process of management and administration of industrial injury insurance in coal industry in Shanxi Province. The full text is mainly composed of four chapters. The first chapter is an overview, mainly to Shanxi province state-owned key coal enterprises industrial injury insurance related concepts are defined, at the same time, the related public management theory has been explained in detail. The second chapter introduces in detail the background, management organization and function, management basis, management link and management mode of industrial injury insurance in key state-owned coal enterprises of Shanxi province. The third chapter points out that there are five main problems in the management of industrial injury insurance administration in the state-owned coal enterprises of Shanxi province at present, such as the insufficient function of industrial injury prevention and rehabilitation, the low level of industrial injury protection, and the nonstandard management of medical treatment at work injury. The fourth chapter is to strengthen the function of prevention of industrial injury in coal insurance, to do a good job of medical rehabilitation of industrial injury, to strengthen the management of agreed medical institutions, to strengthen the audit of industrial injury insurance fund, and to establish an information system of industrial injury insurance. Improve the relevant policies and regulations and other six aspects of the improvement of the countermeasures and suggestions.
