【摘要】：幾千年來,中國農(nóng)村人口延續(xù)了以家庭養(yǎng)老為主的模式,新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)政策的推出,政府補(bǔ)貼讓農(nóng)村居民歷史性的享受到了政府投入的養(yǎng)老保障,隨著社會(huì)發(fā)展、農(nóng)村居民生活水平不斷提高的迫切要求,以及城鄉(xiāng)差距的顯現(xiàn),幾億農(nóng)村人口的養(yǎng)老保障可能會(huì)成為中國經(jīng)濟(jì)、社會(huì)發(fā)展中日益凸現(xiàn)的重要問題,農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)對農(nóng)村老年人口基木生活需求的承擔(dān)和替代將成為不可避免的制度訴求,新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)作為一項(xiàng)新生的長期性政策制度,在全面實(shí)施的過程中,基金運(yùn)行及管理、保值增值等工作成為影響新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度順利、安全、長期發(fā)展的重要內(nèi)容。 木文在研讀大量相關(guān)文獻(xiàn)的基礎(chǔ)上,對太白縣新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)實(shí)施進(jìn)行實(shí)地調(diào)研,將理論和實(shí)踐相結(jié)合,對收集回來的資料、數(shù)據(jù)進(jìn)行研究分析。結(jié)果表明,基金管理、運(yùn)行相關(guān)制度、工作的完善及基金保值增值的實(shí)現(xiàn)是當(dāng)前及未來太白縣新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)政策可持續(xù)發(fā)展的緊迫問題,并提出了相應(yīng)的對策措施,為太白縣新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)基金管理工作的不斷完善提出了合理化建議。
[Abstract]:For thousands of years, the Chinese rural population has continued the pattern of family old-age care. With the introduction of the new rural social endowment insurance policy, the government subsidies have enabled rural residents to enjoy the old-age security invested by the government in a historic way, with the development of society. With the urgent demand of increasing living standards of rural residents and the emergence of the gap between urban and rural areas, the old-age security of hundreds of millions of rural people may become an increasingly prominent issue in China's economy and social development. The undertaking and substitution of rural social old-age insurance to the rural elderly population's living needs will become an inevitable demand of the system. As a new long-term policy system, the new rural social old-age insurance is in the process of comprehensive implementation. The operation and management of the fund and the maintenance and increment of the fund have become an important content that affects the smooth, safe and long-term development of the new rural social endowment insurance system. On the basis of reading a large number of relevant documents, this paper makes a field investigation on the implementation of new rural social old-age insurance in Taibai County, combines theory with practice, and makes research and analysis on the collected data and data. The results show that the management of funds, the operation of relevant systems, the improvement of the work and the realization of the maintenance and increase of the value of funds are the urgent problems for the sustainable development of the new rural social endowment insurance policy in Taibai County, and the corresponding countermeasures are put forward. The rational suggestions are put forward for the continuous improvement of the management of the new rural social endowment insurance fund in Taibai County.
