保險(xiǎn)產(chǎn)業(yè)政府規(guī)制系統(tǒng)優(yōu)化問題研究
[Abstract]:It has been nearly 40 years since the insurance industry resumed business, which witnessed the historical moment of reform and opening up in China, and also achieved rapid development through the reform. But from the angle of government regulation of insurance industry, there are still many deficiencies in the development of insurance industry. The healthy development of insurance industry requires the painstaking management of practitioners, the in-depth study of scholars, and the regulation of the government from the macro level. With the help of the coordinated influence of the government and the market department, the insurance market can be guaranteed to maintain the normal order and promote the insurance industry to develop well and quickly. By introducing the relevant ideas and theories of systems science, this paper constructs the concept, operation and analysis framework of the government regulation model from the system perspective, and hopes to find a new mode of supervision insight in the theoretical analysis. This paper analyzes the regulation of insurance industry in China, which involves many fields, such as insurance theory, principal-agent theory and regulation economy, and there are many theories and analytical methods to be applied. This paper focuses on normative and empirical research, comparative analysis and comprehensive analysis. This paper firstly combs the four stages of government regulation of China's insurance industry, and analyzes the characteristics of different stages of insurance industry regulation according to the characteristics of each stage. On this basis, the contents of government regulation of insurance industry are studied from four aspects: admission and withdrawal of insurance institutions, solvency, market behavior and corporate governance. Under the background of the new normal state of economy, this paper analyzes the opportunities and challenges faced by the regulation of insurance industry in China, and at the same time studies the main problems existing in the regulation. Then it puts forward the framework of government regulation optimization of insurance industry, and describes the concept and system characteristics of regulation mode system. This paper introduces the government regulation system of insurance industry, which is composed of several parts and has the characteristics of hierarchy, dynamics, openness, nonlinearity and definite purpose. Then, the operating model of government regulation is constructed. The operation of insurance industry government regulation mode system is based on feedback input-output circulatory system. Finally, based on the system characteristics and operational model, this paper constructs an analytical framework of government regulation model of insurance industry, aiming at maximizing the benefits of regulatory policies and minimizing the risks caused by regulatory policies. Based on this framework, we can analyze and optimize the existing insurance industry market and regulation. Combined with the method of subsystem analysis, this paper discusses the subsystem of government regulation of insurance industry from four aspects: admission and exit regulation subsystem, solvency regulation subsystem, market behavior regulation subsystem and corporate governance regulation subsystem. At the same time, comparing and drawing lessons from the experience of the western countries, respectively, the two-level regulation model of the United States, the administrative regulation model of Japan, the loose regulation model of the United Kingdom and the steady regulation model of Germany. Finally, the author puts forward the countermeasures and suggestions to optimize the government regulation of insurance industry in China. In this paper, and research methods, research framework, research content and other aspects reflect different innovation. The comprehensive systematic method is used to study the government regulation of insurance industry in China, and the conceptual model and operation model of government regulation of insurance industry in China are established by using this system. The analysis frame of government regulation mode of insurance industry is constructed. In the framework of analysis, the author makes a thorough analysis and research, and finally puts forward some constructive countermeasures to optimize the government regulation of insurance industry in China.
