【摘要】：我國(guó)中央財(cái)政對(duì)森林保險(xiǎn)實(shí)行保費(fèi)補(bǔ)貼政策的目的是增加林農(nóng)的付費(fèi)能力,提高林農(nóng)參加保險(xiǎn)的積極性,但是實(shí)踐中卻存在林農(nóng)投保意愿不強(qiáng)的問題。在對(duì)我國(guó)森林保險(xiǎn)中央財(cái)政補(bǔ)貼政策實(shí)施現(xiàn)狀分析的基礎(chǔ)上,利用湖南省林農(nóng)的問卷調(diào)查數(shù)據(jù),分析了森林保險(xiǎn)財(cái)政補(bǔ)貼對(duì)林農(nóng)購(gòu)買森林保險(xiǎn)決策的影響。研究表明,在政策的推動(dòng)下森林保險(xiǎn)取得了良好的發(fā)展,但森林保險(xiǎn)財(cái)政補(bǔ)貼政策仍有待完善;保費(fèi)補(bǔ)貼對(duì)林農(nóng)保險(xiǎn)購(gòu)買行為具有顯著影響,在現(xiàn)有保費(fèi)水平下,政府對(duì)森林保險(xiǎn)保費(fèi)財(cái)政補(bǔ)貼每提高1%,林農(nóng)購(gòu)買森林保險(xiǎn)的概率增加7.6%。
[Abstract]:The purpose of the policy of premium subsidy implemented by the central finance of our country is to increase the ability of forest farmers to pay for insurance and to increase the enthusiasm of forest farmers to participate in insurance, but in practice there is a problem that forest farmers do not have strong willingness to take part in insurance. Based on the analysis of the current situation of the implementation of the central financial subsidy policy of forest insurance in China, this paper analyzes the influence of the financial subsidy of forest insurance on the decision of forest farmers to purchase forest insurance by using the questionnaire data of forest farmers in Hunan Province. The research shows that forest insurance has made a good development under the promotion of the policy, but the financial subsidy policy of forest insurance still needs to be improved, and premium subsidy has a significant impact on the purchase behavior of forest insurance, and at the present premium level, it has a significant impact on the purchase behavior of forest insurance. For every increase in the government subsidy for forest insurance premiums, the probability of forest farmers buying forest insurance increases by 7.6.
