黑龍江省實(shí)施城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度過程中的問題及對(duì)策研究

【摘要】:我國(guó)目前正處于全面建設(shè)小康社會(huì)的關(guān)鍵之年,養(yǎng)老保障作為維護(hù)群眾切身利益的有力后盾,是推進(jìn)以保障和改善民生為重點(diǎn)的社會(huì)建設(shè)的關(guān)鍵所在。目前,中國(guó)社會(huì)養(yǎng)老保障工作重點(diǎn)在于提升養(yǎng)老保險(xiǎn)的統(tǒng)籌層次,盡早實(shí)現(xiàn)養(yǎng)老保險(xiǎn)的全國(guó)統(tǒng)籌;其中最緊要的當(dāng)屬城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度的統(tǒng)籌發(fā)展問題。黑龍江省作為農(nóng)業(yè)大省,推進(jìn)城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度的統(tǒng)籌工作,對(duì)于解決黑龍江省眾多的農(nóng)業(yè)人口的養(yǎng)老保障工作有著極為重要的意義。推進(jìn)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度的統(tǒng)籌發(fā)展,不僅可以加快推進(jìn)城鄉(xiāng)一體化發(fā)展的進(jìn)程,同時(shí)也為養(yǎng)老保險(xiǎn)的全國(guó)統(tǒng)籌做出良好鋪墊。黑龍江省目前正處于城鄉(xiāng)社會(huì)社會(huì)養(yǎng)老保障制度的初步運(yùn)行階段,雖然已經(jīng)基本實(shí)現(xiàn)了制度的全覆蓋,社會(huì)保障水平也在逐步提升。但是,由于制度碎片化、社會(huì)保障城鄉(xiāng)差別及管理體制復(fù)雜等問題,導(dǎo)致城鄉(xiāng)居民不能同等的享受基本養(yǎng)老保障待遇。只有加快完善黑龍江省城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度建設(shè),才能保證制度在黑龍江省的全面推廣,維護(hù)城鄉(xiāng)養(yǎng)老保險(xiǎn)制度的健康、平穩(wěn)發(fā)展,為全面發(fā)展小康社會(huì)奠定堅(jiān)實(shí)的基礎(chǔ)。本文在馬克思主義社會(huì)保障理論及制度變遷理論的基礎(chǔ)上,梳理和分析黑龍江城鄉(xiāng)居民養(yǎng)老保險(xiǎn)發(fā)展歷程與現(xiàn)狀,發(fā)現(xiàn)黑龍江省在實(shí)施城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度中存在四個(gè)方面的主要問題:即制度統(tǒng)籌銜接不順暢、農(nóng)村群眾參保積極性不高、補(bǔ)貼保障水平不到位、基金運(yùn)營(yíng)監(jiān)管難度大等問題。以及產(chǎn)生這些問題主要是由于養(yǎng)老保險(xiǎn)制度"碎片化"、群眾參保激勵(lì)機(jī)制低效、集合體貼缺乏具體的實(shí)施細(xì)則和城鄉(xiāng)發(fā)展的"二元化"等原因。通過運(yùn)用文獻(xiàn)研究法、比較分析法、定量分析法,吸取和借鑒日本、瑞典、智利三個(gè)國(guó)家的"多支柱型養(yǎng)老模式"、"基金自平衡型"養(yǎng)老模式、"基金私化管理型"養(yǎng)老模式及西安、成都、重慶三個(gè)地區(qū)在城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度統(tǒng)籌上的的成功經(jīng)驗(yàn)。對(duì)黑龍江省城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度的發(fā)展提出了完善制度銜接、加大群眾參保激勵(lì)力度、提高保障水平、規(guī)范養(yǎng)老保障管理體系的對(duì)策建議。
[Abstract]:At present, our country is in the key year of building a well-off society in an all-round way. As a powerful backing to safeguard the vital interests of the masses, the old-age security is the key to promote the social construction which focuses on ensuring and improving the people's livelihood. At present, the focus of China's social old-age security work is to improve the overall planning level of pension insurance, and realize the national overall planning of pension insurance as soon as possible, among which the most important issue is the overall development of the social old-age insurance system for urban and rural residents. As a big agricultural province, Heilongjiang Province promotes the overall planning of the social endowment insurance system for urban and rural residents, which is of great significance to solve the pension security work of many agricultural population in Heilongjiang Province. Promoting the overall development of urban and rural residents pension insurance system can not only accelerate the process of urban and rural integration development, but also pave the way for the national planning of pension insurance. Heilongjiang Province is in the initial stage of urban and rural social old-age security system, although it has basically realized the full coverage of the system, the level of social security is also gradually improving. However, because of the fragmentation of system, the difference of social security between urban and rural areas and the complexity of management system, the urban and rural residents can not enjoy the basic old-age security treatment equally. Only by speeding up the construction of the endowment insurance system for urban and rural residents in Heilongjiang Province can we guarantee the overall promotion of the system in Heilongjiang Province, maintain the healthy and stable development of the urban and rural old-age insurance system, and lay a solid foundation for the overall development of a well-off society. Based on the Marxist theory of social security and the theory of institutional change, this paper combs and analyzes the development course and present situation of urban and rural residents' endowment insurance in Heilongjiang. It is found that there are four main problems in implementing the old-age insurance system for urban and rural residents in Heilongjiang Province: the system is not smoothly integrated, the enthusiasm of the rural people to participate in the insurance is not high, and the level of subsidy protection is not in place. Fund operation supervision is difficult and so on. These problems are mainly due to the "fragmentation" of the old-age insurance system, the low efficiency of the incentive mechanism of the masses' participation in insurance, the lack of specific implementation rules and the "dualization" of urban and rural development. Through the use of literature research, comparative analysis, quantitative analysis, learn and learn from Japan, Sweden, The "multi-pillar pension model", the "fund self-balanced" pension model, the "fund private management" pension model and the successful experience of Xi'an, Chengdu and Chongqing in coordinating the social endowment insurance system of urban and rural residents in three countries of Chile. In this paper, the author puts forward some countermeasures and suggestions for the development of the social old-age insurance system of urban and rural residents in Heilongjiang Province, such as perfecting the system convergence, increasing the incentive for the masses to participate in the insurance, improving the security level and standardizing the pension security management system.
