【摘要】：目的:為了解農(nóng)戶對新農(nóng)合實施以來的認(rèn)知變化趨勢和滿意度的評價,準(zhǔn)確評價新農(nóng)合的實施效果,并為其改善工作提供相應(yīng)政策建議。方法:對2003年開始試點的婺源縣進(jìn)行追蹤調(diào)查,并基于基線調(diào)查和八次追蹤調(diào)查數(shù)據(jù)進(jìn)行趨勢分析。結(jié)果:農(nóng)戶參加新農(nóng)合比率逐年增高,目前的參合率(99.88%)及知曉率(100%)均達(dá)到較高水平,但對具體籌資金額知曉不足;農(nóng)戶到定點醫(yī)療機構(gòu)看過病、報銷過門診費用和住院費用的比例呈逐年上升趨勢;農(nóng)戶認(rèn)為報銷公平、公正、公開的比例在第五次追蹤調(diào)查時(2010年)達(dá)到峰值(82.10%),隨后下降至第九次的調(diào)查最低值(53.07%),差異有統(tǒng)計學(xué)意義;農(nóng)戶對新農(nóng)合醫(yī)保的整體滿意度評價的下降趨勢有統(tǒng)計學(xué)意義。結(jié)論:新農(nóng)合實施十多年來,其知曉率和參合率均達(dá)到較高水平,利用率也在不斷提高,但農(nóng)戶對新農(nóng)合的具體政策依舊了解不夠全面和透徹,滿意度不斷下降,應(yīng)當(dāng)引起相關(guān)機構(gòu)的重視,從而改進(jìn)新農(nóng)合實施工作的過程和方案,完善新農(nóng)合醫(yī)保制度。
[Abstract]:Objective: to evaluate the cognitive change trend and satisfaction of rural households since the implementation of NCMS, evaluate the effect of NCMS accurately and provide corresponding policy suggestions for its improvement. Methods: a tracking survey was carried out in Wuyuan County in 2003, and the trend was analyzed based on the data of baseline survey and eight tracking surveys. Results: the participation rate of farmers in NCMS increased year by year, and the participation rate (99.88%) and awareness rate (100%) reached a higher level, but they did not know enough about the specific amount of financing. The proportion of outpatient expenses and hospitalization expenses increased year by year. The open proportion reached its peak (82.10%) in the fifth tracking survey (2010), then dropped to the lowest value (53.07%) of the ninth survey, the difference was statistically significant, and the trend of farmers' overall satisfaction evaluation of NCMS medical insurance was statistically significant. Conclusion: since the implementation of NCMS for more than ten years, its awareness rate and participation rate have reached a higher level, and the utilization rate has been increasing. However, the farmers' understanding of the specific policies of NCMS is still not comprehensive and thorough, and their satisfaction with NCMS continues to decline. It should be paid attention to by relevant organizations so as to improve the process and scheme of the implementation of NCMS and to perfect the NCMS medical insurance system.
