【摘要】：近年來，我國基本醫(yī)療保險制度建設(shè)取得了重大的進展，已經(jīng)建立了由城鎮(zhèn)職工基本醫(yī)療保險（簡稱“城鎮(zhèn)職工醫(yī)�！保�、新型農(nóng)村合作醫(yī)療（簡稱“新農(nóng)合”）和城鎮(zhèn)居民基本醫(yī)療保險（簡稱“城鎮(zhèn)居民醫(yī)�！保�(gòu)成的基本醫(yī)療保險體系。目前，參加基本醫(yī)療保險的人數(shù)超過了13億，實現(xiàn)了制度層面的全覆蓋。隨著我國城鎮(zhèn)化建設(shè)進程的加快，人口流動日益頻繁，流動人口的基本醫(yī)療保險問題受到越來越多的關(guān)注。然而由于我國基本醫(yī)療保險存在制度分割和地域分割的問題，，基本醫(yī)療保險的轉(zhuǎn)移接續(xù)困難重重，嚴重損害了流動人口的醫(yī)療保險權(quán)益。因此，研究三種基本醫(yī)療保險轉(zhuǎn)移接續(xù)問題具有重要的意義。 首先，該文從介紹我國基本醫(yī)療保險制度建設(shè)和轉(zhuǎn)移接續(xù)的現(xiàn)狀出發(fā)，分析了基本醫(yī)療保險轉(zhuǎn)移接續(xù)困難產(chǎn)生的不利影響，從而揭示推進基本醫(yī)療保險順暢轉(zhuǎn)移接續(xù)的重要性。其次，探討阻礙基本醫(yī)療保險轉(zhuǎn)移接續(xù)的因素，將其歸納為制度因素、地域因素和管理因素三個方面加以闡述。最后，針對阻礙基本醫(yī)療保險轉(zhuǎn)移接續(xù)的因素提出解決的對策，主要包括：建立城鄉(xiāng)一體化的基本醫(yī)療保險體系；盡快完善基本醫(yī)療保險轉(zhuǎn)移接續(xù)制度；提高基本醫(yī)療保險的管理水平。 基本醫(yī)療保險轉(zhuǎn)移接續(xù)是一個嶄新的課題，與之相關(guān)的研究成果較少，而且缺乏系統(tǒng)性。該文在近年來相關(guān)專家學(xué)者研究成果的基礎(chǔ)上，采用規(guī)范研究與實證分析相結(jié)合的方法，對阻礙基本醫(yī)療保險轉(zhuǎn)移接續(xù)的各種因素進行系統(tǒng)分析，提出了“整合+轉(zhuǎn)接”的解決路徑，以期為破解社會保障領(lǐng)域這一難題提供解題思路。
[Abstract]:In recent years, great progress has been made in the construction of the basic medical insurance system in China. The basic medical insurance for urban workers (referred to as "urban health insurance"), the new rural cooperative medical insurance (NCMS) and the basic medical insurance for urban residents ("urban health insurance") have been established. The basic medical insurance system. At present, the number of people participating in basic health insurance exceeds 1.3 billion, achieving full coverage at the system level. With the acceleration of urbanization construction in China, population mobility is becoming more and more frequent, and the basic medical insurance of floating population has been paid more and more attention. However, due to the problems of system division and geographical division of basic medical insurance in China, the transfer of basic medical insurance is very difficult, which seriously damages the health insurance rights of floating population. Therefore, it is of great significance to study the transfer of three kinds of basic medical insurance. Firstly, based on the introduction of the current situation of basic medical insurance system construction and transfer continuity, this paper analyzes the adverse effects of the difficulties in the transfer of basic medical insurance, and reveals the importance of promoting smooth transfer of basic medical insurance. Secondly, it discusses the factors that hinder the transfer of basic medical insurance, and concludes it into three aspects: institutional factor, regional factor and management factor. Finally, some countermeasures are put forward to solve the problems that hinder the transfer of basic medical insurance, including: establishing a urban-rural integration of the basic medical insurance system, improving the system of transfer of basic medical insurance as soon as possible; Improve the management level of basic medical insurance. The transfer of basic medical insurance is a new topic. Based on the research achievements of relevant experts and scholars in recent years, this paper uses the method of combining normative research with empirical analysis to analyze systematically the factors that hinder the transfer of basic medical insurance. In order to solve the problem in the field of social security, this paper puts forward the solution path of "integration and transfer" in order to provide some ideas for solving the problem in the field of social security.
