【摘要】：隨著改革開(kāi)放的深入和經(jīng)濟(jì)的飛速發(fā)展,我國(guó)進(jìn)城務(wù)工人員數(shù)量猛增,廣大農(nóng)民工在推動(dòng)我國(guó)城市化和工業(yè)化的進(jìn)程中發(fā)揮了舉足輕重的作用,但目前的醫(yī)療保險(xiǎn)制度尚不能完全滿足他們的需求,完善農(nóng)民工的醫(yī)療保險(xiǎn)制度是中國(guó)城市化進(jìn)程中亟待解決的社會(huì)問(wèn)題之一。深圳市是農(nóng)民工的主要流入地之一,研究該地區(qū)農(nóng)民工醫(yī)療保險(xiǎn)問(wèn)題更加具有代表性和前瞻性。 本文運(yùn)用了文獻(xiàn)研究法、比較研究法、定性分析法等方法。首先就全國(guó)農(nóng)民工醫(yī)療保險(xiǎn)情況進(jìn)行了一個(gè)普遍分析,較為系統(tǒng)地分析了我國(guó)農(nóng)民工醫(yī)療保險(xiǎn)的現(xiàn)狀。重點(diǎn)分析了深圳這一移民城市農(nóng)民工醫(yī)療保險(xiǎn)的發(fā)展歷程、成果,以及深圳農(nóng)民工醫(yī)療保險(xiǎn)制度仍存在的問(wèn)題和不足。然后通過(guò)分析總結(jié)已有醫(yī)療保險(xiǎn)經(jīng)驗(yàn)為完善深圳醫(yī)療保險(xiǎn)制度帶來(lái)了啟示。最后系統(tǒng)地提出了深圳市農(nóng)民工醫(yī)療保險(xiǎn)制度的完善措施,其中,著重探討了商業(yè)保險(xiǎn)在完善農(nóng)民工醫(yī)療保險(xiǎn)方面的可行性。 本文認(rèn)為完善深圳醫(yī)療保險(xiǎn)制度的有效措施有：加強(qiáng)公共財(cái)政投入,加強(qiáng)醫(yī)療保險(xiǎn)法制體系建設(shè),提高農(nóng)民工醫(yī)療保險(xiǎn)保障水平,健全農(nóng)民工醫(yī)療保險(xiǎn)監(jiān)督體系,尤其是充分發(fā)揮商業(yè)保險(xiǎn)的優(yōu)勢(shì)。這樣才能不斷地完善深圳農(nóng)民工醫(yī)療保險(xiǎn)制度,維護(hù)社會(huì)和諧關(guān)系,保障農(nóng)民工的健康。 社會(huì)要體現(xiàn)公平,就必須正視弱勢(shì)群體的民生狀況,農(nóng)民工作為社會(huì)的弱勢(shì)群體,作為城市的重要組成部分,他們與城市的億萬(wàn)家庭緊密關(guān)聯(lián),他們的權(quán)益保障問(wèn)題是當(dāng)前中國(guó)最重要的民生問(wèn)題之一,值得欣喜的是,農(nóng)民工保障問(wèn)題已引起社會(huì)的廣泛關(guān)注。
[Abstract]:With the deepening of reform and opening up and the rapid development of the economy, the number of migrant workers in cities in China has increased sharply, and the majority of migrant workers have played a pivotal role in promoting the process of urbanization and industrialization in our country. However, the current medical insurance system can not fully meet their needs, improving the medical insurance system of migrant workers is one of the social problems to be solved in the process of urbanization in China. Shenzhen is one of the main places for migrant workers to study the medical insurance of migrant workers in this area. In this paper, literature research, comparative research, qualitative analysis and other methods are used. Firstly, a general analysis is made on the medical insurance of migrant workers in China, and the present situation of medical insurance for migrant workers in China is systematically analyzed. This paper mainly analyzes the development course and achievements of medical insurance for migrant workers in Shenzhen, as well as the problems and deficiencies in the medical insurance system of migrant workers in Shenzhen. Then through the analysis and summary of the existing medical insurance experience for the improvement of Shenzhen medical insurance system has brought inspiration. Finally, the author puts forward the measures to improve the medical insurance system of migrant workers in Shenzhen, and discusses the feasibility of commercial insurance in perfecting the medical insurance of migrant workers. This paper holds that the effective measures to perfect the medical insurance system of Shenzhen include: strengthening public financial input, strengthening the construction of the legal system of medical insurance, improving the level of medical insurance for migrant workers, and perfecting the supervision system of medical insurance for migrant workers. In particular, give full play to the advantages of commercial insurance. Only in this way can the medical insurance system of migrant workers in Shenzhen be perfected, social harmony be maintained, and the health of migrant workers be guaranteed. In order for society to be fair, it is necessary to face up to the livelihood of vulnerable groups. As a vulnerable group in society and an important part of the city, migrant workers are closely related to hundreds of millions of families in the city. The protection of their rights and interests is one of the most important livelihood issues in China.
