【摘要】：農(nóng)業(yè)本身固有的公共性和對(duì)環(huán)境依賴性決定了其必須通過農(nóng)業(yè)保險(xiǎn)來分?jǐn)傦L(fēng)險(xiǎn)。農(nóng)業(yè)保險(xiǎn)作為一種城鄉(xiāng)二元格局下的風(fēng)險(xiǎn)補(bǔ)救措施,對(duì)保障農(nóng)民生活、促進(jìn)“三農(nóng)”經(jīng)濟(jì)發(fā)展起到很大的作用,并受到政府和社會(huì)各界的重視。中國(guó)城鄉(xiāng)二元發(fā)展的格局,決定了農(nóng)業(yè)保險(xiǎn)的政策性經(jīng)營(yíng)�！掇r(nóng)業(yè)保險(xiǎn)條例》的頒布實(shí)施,標(biāo)志著農(nóng)業(yè)保險(xiǎn)的政策性在我國(guó)以法律的形式確定下來。2007年以來,農(nóng)業(yè)保險(xiǎn)獲得中央財(cái)政補(bǔ)貼項(xiàng)目支持,能繁母豬保險(xiǎn)、奶牛保險(xiǎn)是廣西首批獲得中央財(cái)政補(bǔ)貼的險(xiǎn)種,農(nóng)業(yè)保險(xiǎn)業(yè)務(wù)開始扭轉(zhuǎn)只賠不賺的局面。但是,廣西對(duì)農(nóng)業(yè)保險(xiǎn)的研究較晚,地方實(shí)踐經(jīng)驗(yàn)少,導(dǎo)致農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)模式單一,農(nóng)業(yè)保險(xiǎn)發(fā)揮不出應(yīng)有的保障功能。因此,在統(tǒng)籌城鄉(xiāng)發(fā)展和建立廣西農(nóng)村金融體系的背景下,開展廣西農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)模式的研究,探討與地方農(nóng)業(yè)發(fā)展相適應(yīng)的農(nóng)險(xiǎn)經(jīng)營(yíng)模式,對(duì)促進(jìn)廣西農(nóng)業(yè)保險(xiǎn)的發(fā)展,鞏固農(nóng)業(yè)的基礎(chǔ)地位,進(jìn)而促進(jìn)廣西經(jīng)濟(jì)的可持續(xù)發(fā)展,具有重要的理論價(jià)值和實(shí)踐意義。 本文內(nèi)容共分為六個(gè)章節(jié),首先闡述全文的理論基礎(chǔ)部分——農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)模式的基本理論分析,分析農(nóng)業(yè)保險(xiǎn)的屬性對(duì)經(jīng)營(yíng)模式的影響,對(duì)經(jīng)營(yíng)模式的進(jìn)行簡(jiǎn)要?jiǎng)澐植⑻岢龈倪M(jìn)經(jīng)營(yíng)模式對(duì)農(nóng)業(yè)保險(xiǎn)的重要性。第三章深入分析廣西農(nóng)業(yè)保險(xiǎn)發(fā)展的現(xiàn)狀以及詳細(xì)介紹田東縣農(nóng)村金融改革試點(diǎn)中農(nóng)業(yè)保險(xiǎn)發(fā)展情況。第四章在現(xiàn)狀的基礎(chǔ)上提出廣西農(nóng)險(xiǎn)經(jīng)營(yíng)模式存在的問題,并對(duì)問題進(jìn)行原因分析。第五章介紹國(guó)內(nèi)外對(duì)農(nóng)險(xiǎn)經(jīng)營(yíng)模式的實(shí)踐探索,從中總結(jié)歸納出對(duì)廣西的經(jīng)驗(yàn)借鑒。在以上分析的基礎(chǔ)上,建議廣西農(nóng)險(xiǎn)經(jīng)營(yíng)選擇在地方政府主導(dǎo)下,由商業(yè)保險(xiǎn)公司經(jīng)營(yíng)的整體模式,同時(shí)分析其影響因素,并提出組織框架、細(xì)化模式和相應(yīng)的配套措施,促進(jìn)廣西農(nóng)業(yè)保險(xiǎn)的發(fā)展。
[Abstract]:The inherent publicity and environmental dependence of agriculture determine that it must share risks through agricultural insurance. Agricultural insurance, as a kind of risk remedy measure under the dual structure of urban and rural areas, plays a great role in protecting the life of farmers and promoting the economic development of agriculture, rural areas and farmers, and has been attached great importance to by the government and all walks of life of the society. The dual development of China's urban and rural areas determines the policy management of agricultural insurance. The promulgation and implementation of the regulations on Agricultural Insurance signify that the policy of agricultural insurance has been determined in the form of laws in China. Since 2007, Agricultural insurance is supported by the central financial subsidy project and can breed sows. Dairy cow insurance is the first type of insurance in Guangxi to get subsidies from the central government. The agricultural insurance business has begun to reverse the situation of only losing money. However, the study of agricultural insurance in Guangxi is late, and the local practical experience is less, which leads to the single management mode of agricultural insurance, and the agricultural insurance can not play its proper protection function. Therefore, under the background of planning the development of urban and rural areas and establishing the rural financial system of Guangxi, the research on the management mode of Guangxi's agricultural insurance is carried out, and the agricultural insurance management mode suitable for the local agricultural development is discussed, which will promote the development of Guangxi's agricultural insurance. It is of great theoretical and practical significance to consolidate the basic position of agriculture and promote the sustainable development of Guangxi economy. The content of this paper is divided into six chapters. First of all, the theoretical basis part of the full text, the basic theoretical analysis of agricultural insurance management model, the analysis of the impact of the attributes of agricultural insurance on the business model, This paper briefly divides the management mode and puts forward the importance of improving the management model to agricultural insurance. The third chapter deeply analyzes the present situation of Guangxi agricultural insurance development and introduces the development of agricultural insurance in the rural finance reform pilot project of Tiandong county in detail. The fourth chapter puts forward the problems of Guangxi agricultural insurance management model based on the present situation, and analyzes the causes of the problems. The fifth chapter introduces the practice and exploration of agricultural insurance management model at home and abroad, and sums up the experience of Guangxi. On the basis of the above analysis, it is suggested that Guangxi should choose the overall management mode of the commercial insurance company under the guidance of local government, and at the same time, analyze its influencing factors, and put forward the organizational framework, refine the model and corresponding supporting measures. Promote the development of Guangxi agricultural insurance.
