【摘要】：我國社會保障經(jīng)歷了制度從無到有,覆蓋面從小到大,涉及人群從城鎮(zhèn)到農(nóng)村,保障水平從低到高,保障層次從單一到多層次的發(fā)展過程。目前,基本形成了覆蓋城鄉(xiāng)居民的社會保障體系。養(yǎng)老保險是社會保險體系的支柱性制度安排,是社會保障制度中最重要的一環(huán),其完善程度決定著一個國家或地區(qū)的社會保障體系建設(shè)的成敗。基金安全問題是養(yǎng)老保險的首要問題,它不僅決定養(yǎng)老保險制度的健康發(fā)展,關(guān)系廣大參保人員的切身利益,還直接影響著經(jīng)濟發(fā)展和社會穩(wěn)定。可見,養(yǎng)老保險基金是否安全是完善制度和實現(xiàn)價值的核心問題�；诖�,本文提出養(yǎng)老保險基金安全評價問題,主要研究內(nèi)容如下： 提出了養(yǎng)老保險基金安全的內(nèi)涵、形成機制、構(gòu)成要素與層次結(jié)構(gòu)等理論。養(yǎng)老保險基金安全是為實現(xiàn)養(yǎng)老保險收支平衡目標,對養(yǎng)老保險基金籌集、管理、支付等環(huán)節(jié)全面統(tǒng)籌和系統(tǒng)管理的總稱。養(yǎng)老保險基金安全由基金基礎(chǔ)資源安全和基金運行過程安全組成,在基金安全結(jié)構(gòu)作用力下相互融合并產(chǎn)生作用。 設(shè)計了基于養(yǎng)老保險基金運行過程的基金安全評價指標體系。以養(yǎng)老保險基金運行過程安全為切入點,在深入分析養(yǎng)老保險基金籌集、管理和支付安全影響因素的基礎(chǔ)上,采用德爾菲法甄選出養(yǎng)老保險基金安全評價指標,利用模糊層次分析法確定評價指標權(quán)重,通過綜合指數(shù)法計算基金安全指數(shù),最終確定由3維度、9項指標構(gòu)成的養(yǎng)老保險基金安全評價指標體系。 構(gòu)建了養(yǎng)老保險基金安全監(jiān)管體系。針對目前養(yǎng)老保險基金安全監(jiān)管中存在的問題,構(gòu)建了由安全培育、安全控制和安全監(jiān)督三個層次的養(yǎng)老保險基金安全監(jiān)管體系,提出了有針對性和可操作性的對策與建議,推動養(yǎng)老保險基金的安全監(jiān)管。 應(yīng)用養(yǎng)老保險基金數(shù)據(jù)進行了實證研究。通過對廣東省六市2011年的養(yǎng)老保險基金安全評價和比較分析,進一步驗證了養(yǎng)老保險基金安全評價指標體系的可行性。 本文圍繞養(yǎng)老保險基金安全問題進行了理論、實證、對策及應(yīng)用研究。養(yǎng)老保險基金安全評價的研究有利于進一步完善養(yǎng)老保險基金安全的理論體系與方法體系,開拓養(yǎng)老保險基金安全研究的新視角,在一定程度上推動社會保障安全理論研究；有利于及時掌握養(yǎng)老保險基金運行現(xiàn)狀,發(fā)現(xiàn)養(yǎng)老保險基金新風(fēng)險,提升基金監(jiān)管水平,為養(yǎng)老保險基金安全監(jiān)管實踐提供指導(dǎo)與建議。
[Abstract]:Our country social security has experienced the development process of system from scratch, coverage from small to large, involving people from urban to rural, the level of security from low to high, the level of security from a single to multi-level development process. At present, basically formed a social security system covering urban and rural residents. The endowment insurance is the pillar system arrangement of the social insurance system, is the most important link in the social security system, its consummation degree determines the success or failure of the social security system construction of a country or region. Fund security is the primary issue of pension insurance. It not only determines the healthy development of pension insurance system, but also directly affects the economic development and social stability. Visible, whether endowment insurance fund is safe is the core question that consummates the system and realizes the value. Based on this, this paper puts forward the security evaluation of pension insurance fund. The main research contents are as follows: the theory of the connotation, forming mechanism, composing elements and hierarchical structure of the security of pension insurance fund is put forward. The security of pension insurance fund is a general name for realizing the goal of balance of income and expenditure of pension insurance, and for the collection, management and payment of pension insurance fund. The security of pension insurance fund consists of the security of fund basic resources and the safety of fund operation process. The index system of fund safety evaluation based on the operation process of endowment insurance fund is designed. Based on the analysis of the factors influencing the security of pension fund raising, management and payment, the safety evaluation index of pension insurance fund is selected by Delphi method. The fuzzy analytic hierarchy process (AHP) is used to determine the evaluation index weight, and the comprehensive index method is used to calculate the fund security index. Finally, the security evaluation index system of pension insurance fund is determined, which is composed of 9 indexes in three dimensions. The security supervision system of endowment insurance fund is constructed. Aiming at the problems existing in the security supervision of the pension insurance fund at present, this paper constructs a security supervision system of the pension insurance fund at the three levels of safety cultivation, safety control and safety supervision, and puts forward some pertinent and operable countermeasures and suggestions. To promote the safety supervision of pension funds. Using the pension fund data to carry out an empirical study. By comparing and evaluating the security of pension fund in six cities of Guangdong Province in 2011, the feasibility of the index system of pension fund safety evaluation is further verified. This paper carries on the theory, the demonstration, the countermeasure and the application research around the endowment insurance fund security problem. The research on the safety evaluation of the endowment insurance fund is conducive to further perfecting the theoretical system and the method system of the security of the endowment insurance fund, opening up a new perspective of the research on the security of the endowment insurance fund, and promoting the theoretical research on the safety of the social security to a certain extent. It is helpful to grasp the current situation of pension insurance fund in time, find new risk of pension insurance fund, improve the level of fund supervision, and provide guidance and advice for the practice of security supervision of pension insurance fund.
