【摘要】：農村社會養(yǎng)老保險是我國社會保障體系的重要組成部分，亦是我國社會保障體系建設中最薄弱的環(huán)節(jié)，我國于2009年開始在全國范圍內實施新農保試點。安徽省積極推進新農保的試點工作，，先后試點三批，各試點地區(qū)針對自身狀況紛紛出臺了新農保實施細則，但由于試點的時間短，制度設計還有待完善。 本文通過對大量的相關資料的搜集與總結，歸納了我國農村養(yǎng)老保險的發(fā)展歷程并在此基礎上，著重分析了安徽省農村養(yǎng)老保險發(fā)展的歷史及新農保的發(fā)展現狀，它共經歷了五個階段，即：起步階段、發(fā)展階段、整頓階段、新農保探索階段和新農保發(fā)展階段。歷經3年有余的試點，安徽省新農保試點取得了一些成效，參保人數增加，覆蓋范圍擴大，各試點地區(qū)的參保率在不斷的提高，但也存在著很多的問題。為了總結安徽省新農保制度運行中存在的問題，本文通過設計調查問卷及實地采訪的方式，結合相關數據總結出安徽省新農保制度運行中存在著制度設計不完善，籌資中的集體補助明顯不足，養(yǎng)老金水平太低，無法滿足老年人的基本生活；地方政府對新農保政策的宣傳力度不夠以及新農�；鶎訖C構的服務力量不強等問題。 最后，針對新農保制度運行中存在的問題提出了相關的對策，即必須完善新農保制度設計，加大對貧困縣的補貼，盡快設計出提高繳費檔次及繳費年限的繳費制度；加大地方政府對新農保的宣傳力度，因地制宜采取多種宣傳方式，以及要提高新農保基層機構的服務能力。
[Abstract]:Rural social endowment insurance is an important part of our social security system and the weakest link in the construction of our social security system. Anhui Province actively promoted the pilot work of the new rural insurance, one after another three batches of pilot, each pilot region has issued the implementation rules for their own conditions, but due to the short time of the pilot, the system design has yet to be improved. Based on the collection and summary of a large number of related materials, this paper summarizes the development course of rural old-age insurance in China and, on this basis, focuses on the analysis of the history of rural old-age insurance in Anhui Province and the current situation of the development of new rural old-age insurance. It has gone through five stages, namely: starting stage, developing stage, rectifying stage, exploring stage of new rural insurance and developing stage of new rural insurance. After more than three years of pilot, Anhui new rural insurance pilot has achieved some results, the number of insured increased, the coverage expanded, the rate of participation in each pilot area is constantly improving, but there are also a lot of problems. In order to sum up the problems existing in the operation of the new rural insurance system in Anhui Province, this paper concludes that the system design is not perfect in the operation of the new rural insurance system in Anhui Province through the design of questionnaires and field interviews, combined with the relevant data. The collective subsidy in raising funds is obviously insufficient, the pension level is too low to satisfy the basic life of the elderly, the local government's propaganda on the new rural insurance policy is not enough and the service strength of the new rural insurance grass-roots organization is not strong. Finally, in view of the problems existing in the operation of the new rural insurance system, the paper puts forward the relevant countermeasures, that is, we must perfect the design of the new rural insurance system, increase the subsidy to the poor counties, and design out the payment system to improve the scale and the number of years of payment as soon as possible; The local government should strengthen the propaganda of the new rural insurance, adopt various propaganda methods according to the local conditions, and improve the service ability of the grass-roots organizations of the new rural insurance.
