【摘要】：我國早于1999年進(jìn)入老齡化社會，且我國老齡化速度不但大于國家人口增長速度，還大于世界的老齡化速度，我國老齡化在急速加快。在我國城鄉(xiāng)一體化、工業(yè)化、老齡化程度不斷加快的背景下，家庭養(yǎng)老功能弱化，土地保障功能削弱，廣大農(nóng)村地區(qū)迫切需要建立一套完善的養(yǎng)老保險制度來保障晚年生活。而建立完善的農(nóng)村社會養(yǎng)老保險制度關(guān)系到農(nóng)村、農(nóng)業(yè)和農(nóng)民的切身利益，由于我國城鄉(xiāng)二元結(jié)構(gòu)的特殊國情，城市和鄉(xiāng)村的收入差距越來越大，在經(jīng)歷了農(nóng)村支持城市建設(shè)之后，我國城市有能力而且有責(zé)任以工帶農(nóng)，以城市養(yǎng)農(nóng)村。我國城鎮(zhèn)養(yǎng)老保障體系不斷完善，農(nóng)村社會保障體系，特別是養(yǎng)老保險體系相對欠缺。 黑龍江省作為全國的農(nóng)業(yè)大省，其農(nóng)村人口老齡化程度大于其它省份。農(nóng)民養(yǎng)老問題更是嚴(yán)峻，雖然農(nóng)村養(yǎng)老保險制度建立與完善也有20個年頭了，但其工作基本處于停滯狀態(tài)，2009年國家頒布了新型農(nóng)村養(yǎng)老制度，滿足了廣大農(nóng)民養(yǎng)老的需求。但是由于農(nóng)村勞動力不斷向城市轉(zhuǎn)移，土地不斷地被征收，進(jìn)行著商品化的過程，而大部分的中國農(nóng)民都是依靠土地養(yǎng)老，因此發(fā)展新型的農(nóng)村養(yǎng)老保險制度是大勢所趨。農(nóng)民參保的意愿直接影響著農(nóng)民的主體行為，新農(nóng)保制度要實(shí)現(xiàn)農(nóng)村適齡居民的全覆蓋，研究農(nóng)民的參保意愿就顯得至關(guān)重要，有針對性的對新農(nóng)保的推行提出建議，建立真正為農(nóng)民養(yǎng)老服務(wù)的保險制度。 本文首先對農(nóng)村養(yǎng)老保險的研究背景和意義、研究的內(nèi)容和思路方法等進(jìn)行闡述，并對農(nóng)村養(yǎng)老保險的概念及相關(guān)的理論進(jìn)行了界定，回顧了黑龍江農(nóng)村社會養(yǎng)老保險的發(fā)展歷程，介紹了黑龍江省農(nóng)村養(yǎng)老保險的運(yùn)行現(xiàn)狀及成就，并對黑龍江省農(nóng)村養(yǎng)老保險試點(diǎn)的建設(shè)情況進(jìn)行實(shí)地問卷調(diào)查。通過對黑龍江養(yǎng)老保險試點(diǎn)調(diào)查統(tǒng)計(jì)，從農(nóng)民參保的各個環(huán)節(jié)進(jìn)行描述性統(tǒng)計(jì)分析，分析了新農(nóng)保試點(diǎn)運(yùn)行時的一些問題。運(yùn)用spass軟件對調(diào)研結(jié)果進(jìn)行l(wèi)ogistic分析，分析影響農(nóng)民參加養(yǎng)老保險意愿的因素，，對影響農(nóng)民參與意愿的客觀結(jié)構(gòu)性因素以及影響農(nóng)民參與行為的主體性因素進(jìn)行探討，得出影響農(nóng)民參與意愿的顯著性因素，并提出了一系列的對策、建議，有效提高農(nóng)民參保意愿。 目前正是新型農(nóng)村養(yǎng)老保險實(shí)施的初步階段，此次調(diào)查研究，希望能為黑龍江省新型農(nóng)村養(yǎng)老保險的實(shí)施推廣提供理論和現(xiàn)實(shí)依據(jù)。
[Abstract]:Our country entered the aging society as early as 1999, and the aging speed of our country is not only larger than the national population growth speed, but also bigger than the aging speed of the world. The aging of our country is speeding up rapidly. Under the background of urban-rural integration, industrialization and aging, the function of family pension is weakened, and the function of land security is weakened. It is urgent to establish a set of perfect pension insurance system to ensure the life of old age in rural areas. The establishment of a perfect rural social endowment insurance system relates to the vital interests of rural areas, agriculture and farmers. Due to the special national conditions of the dual structure of urban and rural areas, the income gap between cities and villages is increasing. After experiencing the rural support urban construction, our country city has the ability and the responsibility to take the agriculture by the industry, to raise the countryside by the city. The rural social security system, especially the old-age insurance system, is relatively lacking. As a big agricultural province in China, Heilongjiang Province has a more aging rural population than other provinces. Although the rural old-age insurance system has been established and perfected for 20 years, its work is basically stagnant. In 2009, the state promulgated a new rural old-age pension system to meet the needs of the majority of farmers. However, because the rural labor force is constantly transferred to the city, the land is continuously expropriated and commercialized, and most Chinese farmers rely on the land for the aged, it is the trend of the times to develop a new type of rural old-age insurance system. The willingness of farmers to participate in insurance directly affects the main behavior of farmers. In order to realize the full coverage of rural residents of appropriate age, it is very important to study the willingness of farmers to participate in insurance. Establish the insurance system that truly serves for farmer endowment service. In this paper, the background and significance of rural old-age insurance research, research content and ideas and methods are described, and the concept of rural old-age insurance and related theories are defined. This paper reviews the development of rural social endowment insurance in Heilongjiang Province, introduces the present situation and achievements of rural old-age insurance in Heilongjiang province, and makes a questionnaire survey on the construction of rural old-age insurance in Heilongjiang Province. Based on the investigation and statistics of the pension insurance in Heilongjiang province, this paper analyzes the problems in the operation of the new rural insurance system from the aspects of farmers' participation in the insurance. Using spass software to analyze the investigation result by logistic, analyze the factors that affect farmers' willingness to participate in old-age insurance, and discuss the objective structural factors that affect farmers' participation intention and the subjective factors that affect farmers' participation behavior. The significant factors influencing farmers' willingness to participate in insurance are obtained, and a series of countermeasures and suggestions are put forward to effectively improve farmers' willingness to participate in insurance. Now is the initial stage of the implementation of the new rural old-age insurance, this investigation and research, hope to provide theoretical and practical basis for the implementation of the new rural old-age insurance in Heilongjiang Province.
