【摘要】：根據(jù)黨的十七大精神和《中華人民共和國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃綱要》、《中華人民共和國(guó)社會(huì)保險(xiǎn)法》的規(guī)定，2011年6月國(guó)務(wù)院總理溫家寶召開國(guó)務(wù)院常務(wù)會(huì)議，決定從2011年7月1號(hào)起開展城鎮(zhèn)居民養(yǎng)老保險(xiǎn)（以下簡(jiǎn)稱城鎮(zhèn)居民養(yǎng)老保險(xiǎn)）試點(diǎn)工作。從此養(yǎng)老保險(xiǎn)最后一片空白——關(guān)于城鎮(zhèn)居民的養(yǎng)老保險(xiǎn)拉開了帷幕。擴(kuò)大城鎮(zhèn)居民養(yǎng)老保險(xiǎn)覆蓋面，增進(jìn)城鎮(zhèn)居民福利成了各地參保機(jī)構(gòu)追求的目標(biāo),如何有效擴(kuò)大城鎮(zhèn)居民養(yǎng)老保險(xiǎn)覆蓋面也成了研究熱點(diǎn)。 本文在對(duì)城鎮(zhèn)居民養(yǎng)老保險(xiǎn)的內(nèi)容以及相關(guān)文獻(xiàn)綜合整理的基礎(chǔ)上，運(yùn)用相關(guān)理論，通過(guò)實(shí)地調(diào)查和統(tǒng)計(jì)分析，對(duì)擴(kuò)大城鎮(zhèn)居民養(yǎng)老保險(xiǎn)覆蓋面問(wèn)題進(jìn)行了深入的研究，得出對(duì)擴(kuò)大城鎮(zhèn)居民養(yǎng)老保險(xiǎn)覆蓋面影響較大的因子，根據(jù)程度從大到小依次是政策吸引力，養(yǎng)老金待遇，，養(yǎng)老方式，個(gè)人因子，繳費(fèi)制度，參保意愿，并提出了相應(yīng)的對(duì)策建議：提高政府信譽(yù)和加強(qiáng)經(jīng)辦機(jī)構(gòu)能力建設(shè)來(lái)實(shí)現(xiàn)增強(qiáng)政策吸引力；通過(guò)增加養(yǎng)老金的激勵(lì)作用和各部門協(xié)調(diào)工作，努力促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展來(lái)提高養(yǎng)老金待遇；而養(yǎng)老方式以及個(gè)人特征因素則需要通過(guò)加強(qiáng)宣傳力度，提高個(gè)人參保意識(shí)來(lái)達(dá)到；繳費(fèi)制度可以適當(dāng)?shù)脑黾訌椥岳U費(fèi)的檔次，讓更多人可以參與進(jìn)來(lái)，以便實(shí)現(xiàn)城鎮(zhèn)居民養(yǎng)老保險(xiǎn)全覆蓋的目標(biāo)。 本文所運(yùn)用的方法主要有文獻(xiàn)閱讀法、問(wèn)卷調(diào)查法、統(tǒng)計(jì)分析法和矛盾分析法。在第三章對(duì)問(wèn)卷及統(tǒng)計(jì)分析做了詳細(xì)闡述。
[Abstract]:In accordance with the spirit of the 17th CPC National Congress and the outline of the Twelfth Five-Year Plan for National Economic and Social Development of the people's Republic of China, and the provisions of the Social Insurance Law of the people's Republic of China, Premier Wen Jiabao convened an executive meeting of the State Council in June 2011. From July 1, 2011, it was decided to carry out the pilot work of urban residents' pension insurance (hereinafter referred to as urban residents' pension insurance). Since then, the pension insurance last blank-on urban residents pension insurance began. Expanding the coverage of urban residents' old-age insurance and improving the welfare of urban residents have become the goal pursued by the participating organizations. How to effectively expand the coverage of urban residents' old-age insurance has also become a hot research topic. Based on the comprehensive analysis of the contents and related documents of urban residents' old-age insurance, this paper makes a deep research on the expansion of the coverage of urban residents' old-age insurance through field investigation and statistical analysis. The factors that influence the coverage of urban residents pension insurance are the policy attraction, pension treatment, individual factors, payment system, and the willingness to participate in the insurance, according to the degree of the policy attraction, pension treatment, pension method, personal factors, the contribution system, and the willingness to participate in the insurance. The corresponding countermeasures and suggestions are put forward: enhancing the credibility of the government and building the capacity of the agencies to enhance the policy attractiveness; by increasing the incentive role of the pension and coordinating the work of various departments, Efforts should be made to promote regional economic development in order to improve pension benefits; however, the way of providing for the aged and the factors of personal characteristics need to be achieved by strengthening publicity and raising the awareness of individual participation in insurance. The contribution system can appropriately increase the level of flexible contributions. So that more people can participate in order to achieve the goal of full coverage of urban residents pension insurance. The main methods used in this paper are literature reading, questionnaire survey, statistical analysis and contradiction analysis. In the third chapter, the questionnaire and statistical analysis are described in detail.
