【摘要】：養(yǎng)老金指數(shù)化調(diào)整機(jī)制是影響公共養(yǎng)老金制度財(cái)務(wù)可持續(xù)性和代際分配正義的重要因素。在成熟的現(xiàn)收現(xiàn)付養(yǎng)老金制度改革中,改變養(yǎng)老金指數(shù)化調(diào)整方式愈發(fā)成為重點(diǎn)。OECD國(guó)家公共養(yǎng)老金調(diào)整機(jī)制經(jīng)歷了建立、發(fā)展、挫折發(fā)展和改革新發(fā)展的歷程,重點(diǎn)分析為應(yīng)對(duì)人口老齡化引入自動(dòng)調(diào)整機(jī)制的不同類型和作用機(jī)理,在此基礎(chǔ)上對(duì)養(yǎng)老金調(diào)整機(jī)制的發(fā)展特征進(jìn)行總結(jié),從而有助于為我國(guó)建立正常的養(yǎng)老金調(diào)整機(jī)制提供參考。
[Abstract]:The adjustment mechanism of pension indexation is an important factor affecting the financial sustainability of public pension system and intergenerational distribution justice. In the mature reform of pay-as-you-go pension system, changing the adjustment mode of pension indexation has become more and more important. The OECD countries' public pension adjustment mechanism has gone through the process of establishment, development, setback development and new development of reform. Based on the analysis of the different types and mechanism of automatic adjustment mechanism to cope with the aging of the population, this paper summarizes the development characteristics of pension adjustment mechanism. This will help to establish a normal pension adjustment mechanism to provide a reference.
