【摘要】：養(yǎng)老保險(xiǎn)是社會秩序穩(wěn)定的基石，從社保運(yùn)行情況來看，養(yǎng)老保險(xiǎn)的完善程度反映出了一個(gè)國家經(jīng)濟(jì)社會是否具有健康持續(xù)發(fā)展的條件。然而我國養(yǎng)老保險(xiǎn)制度雖然屢經(jīng)改革，但目前仍然存在投資運(yùn)營效率低下、保值增值手段缺乏的嚴(yán)重問題。隨著我國逐步進(jìn)入老齡化社會，我國的老年人群體更顯現(xiàn)出老齡人口基數(shù)大以及撫養(yǎng)比高等問題，使我國養(yǎng)老金的持續(xù)赤字運(yùn)營問題更加凸顯。面對養(yǎng)老金運(yùn)營管理存在的種種問題，，通過多元化投資手段使養(yǎng)老金保持增值已經(jīng)勢在必行。目前，我國已經(jīng)逐步開始試點(diǎn)養(yǎng)老金入市，然而養(yǎng)老金入市所帶來的投資風(fēng)險(xiǎn)與監(jiān)管問題卻仍然沒有妥善解決。本文從養(yǎng)老金運(yùn)行及投資風(fēng)險(xiǎn)管理的基本理論入手，對養(yǎng)老金入市的必要性及入市存在的風(fēng)險(xiǎn)進(jìn)行分析，進(jìn)而分析養(yǎng)老金入市風(fēng)險(xiǎn)管理與監(jiān)管的具體措施與存在的問題，并借鑒國外相關(guān)經(jīng)驗(yàn)，在此基礎(chǔ)上歸納出本文的研究結(jié)論并提出具有針對性的政策建議。
[Abstract]:Pension insurance is the cornerstone of social order stability. From the view of social security operation, the improvement of pension insurance reflects the condition of the healthy and sustained development of a country's economy and society. However, although China's old-age insurance system has been reformed repeatedly, there are still low investment operating efficiency and lack of means of preserving and adding value. With the gradual entry into the aging society, the elderly population in our country shows a larger population base and higher dependency ratio, which makes the problem of continuous deficit operation more prominent in our country. Facing various problems in the management of pension operation, the pension will be added value through diversified investment means. It is imperative. At present, China has gradually started the pilot pension into the city, but the investment risks and supervision problems brought by the pension into the city are still not properly solved. This paper, starting with the basic theory of pension operation and investment risk management, analyzes the necessity of entering the city and the risks of entering the city, and then divides it into the market. The specific measures and problems in the risk management and supervision of pension into the city are analyzed, and the relevant foreign experience is used for reference. On this basis, the conclusions of this paper are summed up and the pertinent policy suggestions are put forward.
