【摘要】：養(yǎng)老問題所涉及的不僅僅是經(jīng)濟(jì)方面的問題，更是一個社會問題。長期以來，我國老年人的養(yǎng)老模式基本上是以家庭養(yǎng)老為主，雖然中途有過一段時(shí)間實(shí)施過農(nóng)村養(yǎng)老保險(xiǎn)制度，但是隨著改革開放和家庭聯(lián)產(chǎn)承包責(zé)任制的實(shí)施，舊的養(yǎng)老保險(xiǎn)基本上退了出歷史舞臺。隨著計(jì)劃生育政策的長期實(shí)施，家庭規(guī)模變得越來越小，家庭養(yǎng)老模式受到了嚴(yán)重挑戰(zhàn)和威脅。2009年國務(wù)院發(fā)布《國務(wù)院關(guān)于開展新型農(nóng)村社會養(yǎng)老保險(xiǎn)試點(diǎn)的指導(dǎo)意見》（以下簡稱新農(nóng)保），標(biāo)志著我國新型農(nóng)村社會養(yǎng)老保險(xiǎn)正式產(chǎn)生。新型農(nóng)村社會養(yǎng)老保險(xiǎn)是解決我國當(dāng)前人口老齡化，促進(jìn)我國社會和諧，保障國家長治久安的一項(xiàng)重要的惠民工程，現(xiàn)如今，雖然新農(nóng)保的推廣范圍已經(jīng)到達(dá)了全覆蓋的程度，然而在現(xiàn)實(shí)情況中新農(nóng)保制度本身還存在一些缺陷和急需完善的地方，這在一定程度上嚴(yán)重阻礙了新農(nóng)保的健康、可持續(xù)發(fā)展。如何使新農(nóng)�？焖�、有效、健康可持續(xù)發(fā)展是解決我國當(dāng)前老齡化問題的關(guān)鍵所在。 本文以W縣新型農(nóng)村社會養(yǎng)老保險(xiǎn)的調(diào)研為基礎(chǔ)，對新農(nóng)保制度設(shè)計(jì)、制度可持續(xù)發(fā)展和新農(nóng)保監(jiān)督機(jī)制等方面進(jìn)行深入探討和分析。W縣屬河南省開封市，是河南省第三批新農(nóng)保試點(diǎn)縣，共有城鄉(xiāng)居民約100萬人，其中農(nóng)業(yè)人口90%以上，是中原大地上一個典型的農(nóng)業(yè)縣。W縣從開始實(shí)施新農(nóng)保到現(xiàn)在推行了兩年多的時(shí)間，取得了較好的反響和效果，新農(nóng)保得到了很多農(nóng)村居民的接受和認(rèn)可。但是由于新農(nóng)保工作尚處于試點(diǎn)推廣階段，，又在W縣這樣一個欠發(fā)達(dá)的中部農(nóng)業(yè)縣推行難免會遇到種種困難和阻力，會暴露出這樣或那樣的問題。本文通過對河南省W縣的實(shí)地調(diào)研，得到大量有用和詳實(shí)的調(diào)研資料，同時(shí)運(yùn)用SPSS統(tǒng)計(jì)分析軟件對相關(guān)數(shù)據(jù)和資料進(jìn)行詳細(xì)的研究，準(zhǔn)確和直觀的反映出新農(nóng)保制度在推行過程中所遇到的阻力、自身所存在的不足，以及影響農(nóng)民參保積極性的一系列問題。同時(shí)從可持續(xù)發(fā)展的基本原則出發(fā)，在實(shí)地調(diào)研所得數(shù)據(jù)的基礎(chǔ)上，從新農(nóng)保的各個操作層面去剖析，力求推動我國這項(xiàng)最重要的惠農(nóng)工程之一快速、有效、健康、可持續(xù)發(fā)展。 總之，新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度應(yīng)該不僅要滿足當(dāng)代農(nóng)民的養(yǎng)老需要，而且還要讓子孫后代都享受到這項(xiàng)“惠民”政策。但是，沒有任何一種制度是可以一成不變又能夠永久適合一個國家的發(fā)展的。新農(nóng)保制度也是一樣，它不僅僅要與當(dāng)代中國的政治、經(jīng)濟(jì)、文化等外部環(huán)境相適應(yīng)，而且應(yīng)該能夠和這些至關(guān)重要的因素相協(xié)調(diào)，從而不斷地發(fā)展和完善，成為一種永續(xù)發(fā)展、不斷完善的農(nóng)村社會保障制度，使得今后的每一代農(nóng)民都能夠享受到這項(xiàng)制度所提供的保障實(shí)惠。因此本文通過制度的可持續(xù)發(fā)展為著眼點(diǎn)對新農(nóng)保在運(yùn)行的過程中出現(xiàn)的問題進(jìn)行了深刻的思考、分析和研究，并提出可行性的建議，對新農(nóng)保政策的改進(jìn)、完善與推廣都具有一定的積極影響。
[Abstract]:The old-age problem involves not only economic problems but also a social problem. For a long time, the old-age mode of the elderly in our country is mainly based on family pension. Although the rural old-age insurance system has been implemented over a period of time, it has been implemented with the reform and the implementation of the household contract responsibility system and the old maintenance. With the long-term implementation of the family planning policy, with the long-term implementation of the family planning policy, the family size has become smaller and smaller. The family pension model has been seriously challenged and threatened by the State Council issued by the State Council in.2009, which marks the new country's new rural social endowment insurance. Type rural social endowment insurance is formally produced. The new rural social endowment insurance is an important Huimin project to solve the current population aging, promote the social harmony of our country and guarantee the long-term stability of the country. Nowadays, although the extension of the new agricultural insurance has reached the extent of full coverage, the new agricultural insurance system is in reality. The degree itself has some defects and needs to be perfected. This has seriously hindered the health and sustainable development of the new agricultural insurance. How to make the new agricultural insurance fast, effective and healthy and sustainable is the key to solve the problem of aging in China.
Based on the investigation of the new rural social endowment insurance in W County, this paper makes a thorough discussion and analysis of the new agricultural insurance system design, the sustainable development of the system and the supervision mechanism of the new agricultural insurance system, which is the third county of Henan Province, which is the third batch of new agricultural insurance pilot counties in Henan Province, with a total of about 1 million people in urban and rural areas, of which the population of agriculture is over 90%. .W County, a typical agricultural county on the Central Plains, has been carrying out more than two years from the beginning of the implementation of new agricultural insurance. It has achieved good response and effect. The new agricultural insurance has been accepted and accepted by many rural residents. However, the new agricultural insurance is still in the pilot extension stage and in a less developed central agricultural county such as W county. Through the field investigation of W County in Henan Province, this paper obtains a large number of useful and detailed investigation data, and uses SPSS statistical analysis software to carry out a detailed study of relevant data and data, which accurately and intuitively reflects the implementation of the new agricultural insurance system. At the same time, on the basis of the basic principles of sustainable development and on the basis of the data from the field investigation and investigation, the author tries to push forward one of the most important agricultural projects of our country, which is one of the most important agricultural projects in China. Effect, health, sustainable development.
In a word, the new rural social endowment insurance system should not only meet the needs of the peasants for the aged, but also let their descendants enjoy the "benefiting people" policy. However, there is no one system that can be unchangeable and can be permanently fit for the development of a country. The same is the same, it is not only necessary. It is compatible with the external environment of politics, economy and culture in contemporary China, and should be able to coordinate with these important factors, thus continuously develop and improve, become a sustainable development and continuous improvement of the rural social security system, so that every generation of farmers in the future can enjoy the guarantee provided by this system. Therefore, through the sustainable development of the system, this paper makes a deep thinking on the problems arising in the operation of the new agricultural insurance, analyses and studies, and puts forward the feasible suggestions, and has a certain positive effect on the improvement of the new agricultural insurance policy, the improvement and the promotion.
