【摘要】：目的:對(duì)流動(dòng)人口醫(yī)保轉(zhuǎn)接問題進(jìn)行定性定量研究,為完善醫(yī)保轉(zhuǎn)接政策提供參考。方法:基于博弈論思想,對(duì)流動(dòng)人口、企業(yè)、政府三者的利益爭(zhēng)奪展開博弈分析。在此基礎(chǔ)上,結(jié)合系統(tǒng)動(dòng)力學(xué)原理,構(gòu)建政府與企業(yè)博弈的系統(tǒng)動(dòng)力學(xué)模型,并展開相關(guān)預(yù)測(cè)分析。結(jié)果:流動(dòng)人口作為弱勢(shì)集團(tuán),其醫(yī)保權(quán)益的實(shí)現(xiàn)由企業(yè)和政府博弈結(jié)果所決定;不轉(zhuǎn)接醫(yī)保的企業(yè)數(shù)量與對(duì)企業(yè)罰款額度成反比,與政府查處費(fèi)用和企業(yè)醫(yī)保轉(zhuǎn)接成本成正比。結(jié)論:政府作為實(shí)現(xiàn)流動(dòng)人口與企業(yè)博弈均衡的關(guān)鍵點(diǎn),必須加強(qiáng)對(duì)違法企業(yè)查處力度,提高行政辦事效率,努力降低監(jiān)督檢查費(fèi)用,減輕企業(yè)轉(zhuǎn)接醫(yī)保關(guān)系的經(jīng)濟(jì)負(fù)擔(dān),勇于承擔(dān)應(yīng)盡之責(zé)。
[Abstract]:Objective: to provide a reference for the improvement of medical insurance transfer policy by qualitatively and quantitatively studying the problem of medical insurance transfer among floating population. Methods: based on the idea of game theory, the paper analyzes the interests of floating population, enterprises and government. On this basis, combined with the theory of system dynamics, the system dynamics model of government and enterprise game is constructed, and the related prediction analysis is carried out. Results: as a weak group, the realization of health insurance rights and interests of floating population is determined by the result of game between enterprise and government, and the number of enterprises that do not switch to health insurance is inversely proportional to the amount of fines imposed on enterprises. And the cost of government investigation and enterprise health insurance transfer costs in direct proportion. Conclusion: as the key point to realize the game equilibrium between floating population and enterprises, the government must strengthen the investigation and punishment of illegal enterprises, improve the efficiency of administrative work, reduce the cost of supervision and inspection, and lighten the economic burden of the relationship between enterprise and medical insurance. Have the courage to take the responsibility you deserve.
