江西省養(yǎng)老保障制度城鄉(xiāng)一體化問題研究

【摘要】:受我國城鄉(xiāng)二元社會經(jīng)濟結構的影響,我國城市與農(nóng)村的養(yǎng)老保障制度也呈現(xiàn)出二元化的特征。由于我國大部分農(nóng)村地區(qū)的社會經(jīng)濟發(fā)展水平都遠低于城市,致使農(nóng)村地區(qū)的養(yǎng)老保障水平也明顯落后于城市,這一社會現(xiàn)實不利于我國構建社會主義和諧社會,不利于實現(xiàn)社會公平,鑒于此,本文綜合利用資料綜合與實證分析法,定性分析,定量分析以及比較分析等多種分析方法,以江西省為例,闡述了目前我國建立城鄉(xiāng)一體化的養(yǎng)老保障制度面臨的主要障礙,并提出了在這些障礙面前構建我國城鄉(xiāng)一體化的養(yǎng)老保障制度的政策建議和原則。 本文的主要研究內(nèi)容包括4個部分。 1.江西省城鎮(zhèn)和農(nóng)村養(yǎng)老保障制度的現(xiàn)狀介紹。本文將養(yǎng)老保障制度分為三塊內(nèi)容,一是養(yǎng)老保險,二是養(yǎng)老福利,三是養(yǎng)老救濟,本文分別從這三個方面對目前江西省城市與農(nóng)村的養(yǎng)老保障制度進行了闡述,并在最后一節(jié)中分析了城鎮(zhèn)與農(nóng)村養(yǎng)老保障制度之間存在的差異,如養(yǎng)老保險支付水平之間的差異,養(yǎng)老保障設施之間的差異以及養(yǎng)老保障管理體制方面的差異,這些差異深刻體現(xiàn)了養(yǎng)老保障制度在城市與農(nóng)村之間的社會不公平,嚴重阻礙了我國社會主義和諧社會的建設。為解決這一問題就要求我們構建城鄉(xiāng)一體化的養(yǎng)老保障制度,但是這一制度的在我省的建立還存在著一些障礙。 2.第二部分則是本文的重點,闡述的是我省在這樣的一個不公平的養(yǎng)老保障制度下要想建立城鄉(xiāng)一體化養(yǎng)老保障制度將會面臨的主要障礙;即經(jīng)濟發(fā)展水平較低,城鄉(xiāng)經(jīng)濟發(fā)展水平差距較大,政府財力支撐不足,城鄉(xiāng)二元經(jīng)濟結構方面的障礙,現(xiàn)行的養(yǎng)老保障體系方面的障礙以及觀念方面的障礙等。我省目前的經(jīng)濟發(fā)展水平較低,整體而言還不具備城鄉(xiāng)構建一體化養(yǎng)老保障制度的要求,城鄉(xiāng)二元化的戶籍制度也嚴重阻礙著我省像城鄉(xiāng)一體化方面的邁進,而且城鎮(zhèn)和農(nóng)村運用著不同的養(yǎng)老保障制度,如養(yǎng)老保險主要包括三套體系,即城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險,城鎮(zhèn)居民養(yǎng)老保險以及新型農(nóng)村養(yǎng)老保障,這三套養(yǎng)老保險的融合及接續(xù)也是我省構建城鄉(xiāng)一體化養(yǎng)老保障制度面臨的主要障礙之一。 3.第三部分也是本文的重點部分,主要闡述的是在這樣的背景下,江西省要構建城鄉(xiāng)一體化的養(yǎng)老保障制度應遵循的原則,即可持續(xù)性原則,分區(qū)域逐步推進原則,適度保障原則以及國家,企業(yè),個人共同分擔原則。另外,在這部分中還提出了構建城鄉(xiāng)一體化養(yǎng)老保障制度的戰(zhàn)略步驟及政策建議,即通過試點,提取試點成功地區(qū)的各項數(shù)據(jù)指標,然后按照指標對符合條件的區(qū)域逐步推廣。 4.第四部分則是本章的總結,,寫出了本文的結論及未來的研究方向。本文認為養(yǎng)老保障制度是公共選擇的產(chǎn)物,構建的關鍵在于政府的運作,即政府在構建的過程中起著關鍵性作用。江西省應通過試點的方式逐步建立城鄉(xiāng)一體化的養(yǎng)老保障制度。 通過本文的研究,本人認為,江西省目前的經(jīng)濟總體發(fā)展水平比較低,社會環(huán)境和制度環(huán)境也決定了江西省目前不可能一下子從二元化的養(yǎng)老保障制度過渡到城鄉(xiāng)一體化的養(yǎng)老保障制度,這個過渡將是一個緩慢的過程,需通過不斷的試點,在成功的案例中尋找成功轉(zhuǎn)型的經(jīng)濟指標,社會環(huán)境指標,將發(fā)展較快的地區(qū)逐個實現(xiàn)一體化,并通過試點成功地區(qū)起到示范帶頭作用,以引導其他地區(qū)快速轉(zhuǎn)型。由于本次研究的對象是以江西省為例,目標選擇相對于全國范圍而言具有一定的局限性,本文的研究內(nèi)容是否適用于全國城鄉(xiāng)一體化養(yǎng)老保障制度的建立,還有待進一步研究。
[Abstract]:Because the social and economic development level of most rural areas is far lower than that of the city , the social reality is not conducive to the construction of the socialist harmonious society , which is not conducive to the realization of social equity .
The main research contents of this paper include 4 parts .
1 . The present situation of urban and rural old - age insurance system in Jiangxi province is introduced . This paper divides the old - age insurance system into three parts , one is endowment insurance , two is old - age benefit , three is endowment relief . In the last section , we analyze the difference between urban and rural endowment insurance system , such as the difference between endowment insurance payment level , the difference between the old - age security facilities and the old - age security management system .
2 . The second part is the focus of this paper , and expounds the main obstacles to be faced by our province to establish the urban and rural integration old - age security system under such an unfair old - age security system ;
That is , the level of economic development is low , the gap between urban and rural economic development is relatively large , the government financial support is insufficient , the urban and rural dual economic structure obstacle , the current endowment insurance system obstacle and the idea aspect obstacle , etc . The current economic development level of our province is relatively low , but also does not have the urban and rural integration of the endowment insurance system , and the town and the countryside use different endowment insurance system , such as endowment insurance mainly includes three sets of system , namely the town enterprise employee basic endowment insurance , the urban resident old - age insurance and the new rural old - age pension insurance , the three sets of endowment insurance are fused and continue to be one of the main obstacles to the establishment of the urban and rural integration old - age security system .
3 . The third part is also the key part of this paper , mainly elaborated in this background , Jiangxi province wants to construct the urban and rural integration old - age security system should abide by the principle , namely the sustainability principle , the sub - region gradual advance principle , the moderate safeguard principle and the country , enterprise and individual common sharing principle . In addition , in this part also put forward the strategy step and policy suggestion of constructing the urban and rural integration old - age support system , namely , through the pilot , the extraction of the pilot successful area data index , then according to the index to the eligible region gradually .
4 . The fourth part is the conclusion of this chapter and the future research direction . In this paper , it is believed that the pension insurance system is the product of public choice . The key to the construction is the operation of the government , that is , the government plays a key role in the construction process .
Through the research in this paper , I think that the current economic development level of Jiangxi Province is comparatively low , and the social environment and institutional environment also decide that Jiangxi is not likely to transition from the two - way old - age security system to the urban - rural integration . This transition will be a slow process .
