林改背景下湖南林業(yè)政策性森林保險(xiǎn)實(shí)施情況的調(diào)查分析

【摘要】:2009年以來的集體林權(quán)制度改革,為林業(yè)的社會(huì)化發(fā)展創(chuàng)造了條件。森林保險(xiǎn)作為林業(yè)社會(huì)化服務(wù)的關(guān)鍵舉措,在中央及地方政府的高度重視下逐步推行起來。目前,中央政府將森林保險(xiǎn)定位于政策性保險(xiǎn),進(jìn)行財(cái)政補(bǔ)貼;湖南省政府制定出臺(tái)了相關(guān)的規(guī)范性文件,明確了全省政策性森林保險(xiǎn)的試點(diǎn)范圍、實(shí)施方案、保險(xiǎn)責(zé)任、保險(xiǎn)理賠等具體內(nèi)容。湖南林業(yè)政策性森林保險(xiǎn)工作的順利開展,是政府支持“三農(nóng)”、發(fā)展林業(yè)的重要舉措,對(duì)于保障林農(nóng)的經(jīng)濟(jì)利益、提高林農(nóng)抗風(fēng)險(xiǎn)能力、調(diào)動(dòng)社會(huì)各界造林育林積極性、鞏固發(fā)展集體林權(quán)制度改革成果、推進(jìn)現(xiàn)代林業(yè)和社會(huì)主義新農(nóng)村建設(shè)、實(shí)現(xiàn)林業(yè)產(chǎn)業(yè)的可持續(xù)發(fā)展具有十分重要的意義。 本課題通過對(duì)湖南省十個(gè)縣500戶林農(nóng)的實(shí)地入戶調(diào)查,對(duì)林農(nóng)個(gè)人及家庭的基本情況、林農(nóng)家庭經(jīng)濟(jì)狀況、集體林權(quán)制度改革的情況以及林農(nóng)對(duì)林改的評(píng)價(jià)與政策需求等方面的了解,從林農(nóng)的認(rèn)知水平、參與情況、購買意愿、滿意度評(píng)價(jià)等方面分析了湖南森林保險(xiǎn)工作開展的實(shí)際情況及其存在的主要問題,這些問題主要反映在:(1)生產(chǎn)經(jīng)營者收入有限,缺乏長(zhǎng)期穩(wěn)定投保的物質(zhì)基礎(chǔ);(2)林農(nóng)風(fēng)險(xiǎn)意識(shí)淡薄,缺乏自主開展森林保險(xiǎn)的內(nèi)在動(dòng)力;(3)林農(nóng)受教育水平低下,思想觀念比較落后;(4)保險(xiǎn)免賠起點(diǎn)太高,賠付金額太低;(5)承擔(dān)商品林保費(fèi)比重太大;(6)投保額和保費(fèi)補(bǔ)貼過低,核定標(biāo)準(zhǔn)太過簡(jiǎn)單;(7)政府對(duì)政策性森林保險(xiǎn)的宣傳力度不夠,林農(nóng)接受信息有限;(8)政府對(duì)政策性森林保險(xiǎn)提供的財(cái)政補(bǔ)貼有限,林農(nóng)仍然負(fù)擔(dān)較重;(9)政府提供的政策支持、配套設(shè)置建設(shè)有待完善;等。 通過對(duì)這些問題產(chǎn)生的根源分析,提出了推進(jìn)湖南林業(yè)政策性森林保險(xiǎn)工作進(jìn)一步發(fā)展的對(duì)策,具體包括:(1)提高林農(nóng)營林收入,提升林農(nóng)自主參與森林保險(xiǎn)的積極性;(2)強(qiáng)化宣傳推廣工作,提高林農(nóng)風(fēng)險(xiǎn)防范意識(shí);(3)加大國家對(duì)政策性森林保險(xiǎn)的財(cái)政補(bǔ)貼力度,減輕林農(nóng)負(fù)擔(dān);(4)提高森林保險(xiǎn)服務(wù)質(zhì)量,滿足林農(nóng)對(duì)保險(xiǎn)產(chǎn)品的需求;(5)建立健全政策性森林保險(xiǎn)的法律法規(guī),提供有效保障;(6)深化林權(quán)制度改革,完善森林保險(xiǎn)相關(guān)配套設(shè)施建設(shè);(7)完善政策性森林保險(xiǎn)監(jiān)督體制,維護(hù)林業(yè)市場(chǎng)秩序穩(wěn)定;等。
[Abstract]:The reform of collective forest right system since 2009 has created conditions for the socialization development of forestry. Forest insurance, as a key measure of socialized service of forestry, has been carried out step by step with the attention of central and local governments. At present, the central government has positioned forest insurance as policy insurance and carried out financial subsidies. The Hunan Provincial Government has formulated relevant normative documents to clarify the pilot scope, implementation plan, and insurance liability of the provincial policy forest insurance. Insurance claims and other specific content. The smooth development of forestry policy forest insurance in Hunan is an important measure for the government to support agriculture, rural areas and farmers and to develop forestry, which can protect the economic interests of forest farmers, improve the ability of forest farmers to resist risks, and arouse the enthusiasm of all walks of life in afforestation and forestry cultivation. We will consolidate the achievements of the reform of the collective forest tenure system and promote the construction of modern forestry and a new socialist countryside. It is of great significance to realize the sustainable development of forestry industry. Through the field investigation of 500 forest farmers in ten counties of Hunan Province, the basic situation of individual and family of forest farmers and the economic situation of forest farmers are investigated. The situation of collective forest tenure system reform and forest farmers' understanding of forest reform evaluation and policy needs, from the level of cognition, participation, purchase willingness of forest farmers, Satisfaction evaluation and other aspects have analyzed the actual situation of Hunan forest insurance work and its main problems. These problems are mainly reflected in the limited income of the producers and operators. Lack of material basis for long-term and stable insurance. 2) lack of risk awareness of forest farmers, lack of internal motivation for self-development of forest insurance. 3) low level of education of forest farmers and relatively backward ideology. 4) the starting point of deductible insurance is too high. The amount of compensation paid is too low (5) the proportion of insurance premiums borne by commodity forests is too large. 6) the insured amount and premium subsidies are too low, and the approved criteria are too simple. 7) the government does not have enough publicity for policy forest insurance. Forest farmers receive limited information. (8) the financial subsidy provided by the government to policy forest insurance is limited, and forest farmers still bear a heavy burden. (9) the policy support provided by the government and the supporting facilities and construction need to be improved; etc. Through the analysis of the root causes of these problems, The countermeasures to promote the further development of forestry policy forest insurance in Hunan are put forward, including: 1) raising forest income of forest farmers and increasing the enthusiasm of forest farmers to participate in forest insurance independently. To raise the awareness of risk prevention for forest farmers (3) to increase the state's financial subsidy to policy forest insurance, and to lighten the burden on forest farmers. 4) to improve the quality of forest insurance services.
