【摘要】:農(nóng)業(yè)作為我國(guó)的基礎(chǔ)性產(chǎn)業(yè),為國(guó)民和工業(yè)提供生活、生產(chǎn)原料,其地位至關(guān)重要。農(nóng)業(yè)也是一個(gè)弱質(zhì)產(chǎn)業(yè),由于我國(guó)地域廣泛,地處溫帶和亞熱帶地區(qū),自然災(zāi)害成為了我國(guó)農(nóng)業(yè)發(fā)展過程中不可避免的一大風(fēng)險(xiǎn),旱災(zāi)、澇災(zāi)、霜凍、以及臺(tái)風(fēng)、暴雨等這些常見的自然災(zāi)害,都對(duì)農(nóng)業(yè)生產(chǎn)帶來了不可估量的損失。除了這些自然災(zāi)害,還有意外事故、疾病、市場(chǎng)風(fēng)險(xiǎn)和社會(huì)風(fēng)險(xiǎn)都制約著農(nóng)業(yè)發(fā)展。農(nóng)業(yè)保險(xiǎn)是能夠有效分散風(fēng)險(xiǎn)和降低損失的風(fēng)險(xiǎn)管理方法之一,它還是有效避免外貿(mào)壁壘的“綠箱政策”。 我國(guó)農(nóng)業(yè)保險(xiǎn)自民國(guó)時(shí)期就已經(jīng)存在,大致經(jīng)歷了試辦、快速發(fā)展、整頓和收縮、復(fù)辦、政府支持下的政策性農(nóng)險(xiǎn)幾個(gè)階段。2004年,我國(guó)開始以個(gè)別省份作為試點(diǎn)區(qū),嘗試政策性農(nóng)險(xiǎn)的開展工作,由省級(jí)政府進(jìn)行財(cái)政補(bǔ)貼,這幾個(gè)省份是新疆、江蘇以及四川省。2007年,試點(diǎn)區(qū)擴(kuò)大到安徽、山東、內(nèi)蒙古九個(gè)省份,同年中央政府開始對(duì)政策性農(nóng)險(xiǎn)進(jìn)行財(cái)政支持,以后隨著試點(diǎn)區(qū)的增加,保險(xiǎn)的范圍由最初的種植作物(小麥、水稻、玉米),擴(kuò)展到養(yǎng)殖業(yè)和林業(yè)。在取得成效的同時(shí),由于農(nóng)業(yè)自身極具復(fù)雜性,導(dǎo)致我國(guó)的政策性農(nóng)險(xiǎn)出現(xiàn)了許多問題,使政策性農(nóng)險(xiǎn)發(fā)展緩慢。要想使政策性農(nóng)險(xiǎn)快速健康發(fā)展,就必須對(duì)政策性農(nóng)險(xiǎn)進(jìn)行產(chǎn)品創(chuàng)新。 本文的主要內(nèi)容是從生豬價(jià)格指數(shù)保險(xiǎn)談我國(guó)政策性農(nóng)險(xiǎn)產(chǎn)品創(chuàng)新,主要分為以下五個(gè)部分: 第一部分,案例介紹,本文選取2013年在北京推行的生豬價(jià)格指數(shù)保險(xiǎn)為案例。第二部分,案例分析,分析生豬價(jià)格指數(shù)保險(xiǎn)的運(yùn)作成效和創(chuàng)新之處。第三部分,主要對(duì)我國(guó)政策性農(nóng)險(xiǎn)產(chǎn)品創(chuàng)新的必要性分析和存在的障礙進(jìn)行分析。第四部分,,國(guó)外農(nóng)險(xiǎn)創(chuàng)新產(chǎn)品經(jīng)驗(yàn)及對(duì)我國(guó)的啟示。選取氣象指數(shù)保險(xiǎn)作為國(guó)外農(nóng)險(xiǎn)創(chuàng)新產(chǎn)品的代表,借鑒墨西哥、印度、埃塞俄比亞三個(gè)國(guó)家開展氣象指數(shù)保險(xiǎn)的經(jīng)驗(yàn)。第五部分,對(duì)政策性農(nóng)險(xiǎn)產(chǎn)品創(chuàng)新的建議,針對(duì)目前我國(guó)在政策性農(nóng)險(xiǎn)產(chǎn)品創(chuàng)新中存在的障礙提出建議,以期促進(jìn)我國(guó)政策性農(nóng)險(xiǎn)健康快速發(fā)展。
[Abstract]:As the basic industry of our country, agriculture is very important to provide people and industry with living and producing raw materials. Agriculture is also a weak industry. Because our country is widely located in temperate and subtropical regions, natural disasters have become an inevitable risk in the course of agricultural development in China, including drought, waterlogging, frost, and typhoons. Rainstorms and other common natural disasters have brought incalculable losses to agricultural production. In addition to these natural disasters, accidents, diseases, market risks and social risks constrain agricultural development. Agricultural insurance is one of the risk management methods which can effectively disperse risks and reduce losses, and it is also an effective "green box policy" to avoid foreign trade barriers. Agricultural insurance in China has been in existence since the Republic of China, and has generally undergone several stages of trial, rapid development, rectification and contraction, re-establishment, and policy agricultural insurance supported by the government. In 2004, China began to take individual provinces as pilot areas. Try to develop policy-oriented agricultural insurance, with financial subsidies from provincial governments. These provinces are Xinjiang, Jiangsu and Sichuan. In 2007, the pilot areas were expanded to nine provinces in Anhui, Shandong and Inner Mongolia. In the same year, the central government began to provide financial support for policy-oriented agricultural insurance, and with the increase of the pilot areas, the coverage of the insurance was extended from the initial planting crops (wheat, rice and corn to aquaculture and forestry). At the same time, due to the complexity of agriculture itself, there are many problems in China's policy-oriented agricultural insurance, which makes the development of policy-oriented agricultural insurance slow. In order to make the policy agricultural insurance develop rapidly and healthily, it is necessary to innovate the policy agricultural insurance products. The main content of this paper is to discuss the innovation of policy agricultural insurance products in China from the pig price index insurance, which is divided into the following five parts: The first part is a case study of pig price index insurance carried out in Beijing in 2013. The second part, case analysis, analyzes the operation effect and innovation of pig price index insurance. The third part mainly analyzes the necessity and obstacles of policy-oriented agricultural insurance product innovation in China. The fourth part, the foreign agricultural insurance innovation product experience and the enlightenment to our country. This paper selects the meteorological index insurance as the representative of the foreign agricultural insurance innovation products, and draws lessons from the experience of Mexico, India and Ethiopia in developing the meteorological index insurance. In the fifth part, the suggestions on the innovation of policy-oriented agricultural insurance products are put forward in view of the obstacles existing in the innovation of policy-oriented agricultural insurance products in China, in order to promote the healthy and rapid development of agricultural insurance in China.
