【摘要】：人口老齡化是21世紀(jì)社會經(jīng)濟(jì)發(fā)展過程中需要面對和解決的重大問題。2001年,我國的人口結(jié)構(gòu)老齡化特征已經(jīng)出現(xiàn),從而成為世界上人口出現(xiàn)老齡化現(xiàn)象的國家之一,在人口結(jié)構(gòu)老齡化約束條件下,城鄉(xiāng)養(yǎng)老問題已經(jīng)成為制約我國社會經(jīng)濟(jì)可持續(xù)發(fā)展的障礙性因素之一。我國的經(jīng)濟(jì)社會發(fā)展目前處于二元經(jīng)濟(jì)結(jié)構(gòu)向一元經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn)化階段,與這種結(jié)構(gòu)性性地變遷階段相適應(yīng),我國現(xiàn)實的養(yǎng)老保障制度無論是在制度設(shè)計層面還是具體的實踐層面都變現(xiàn)出了明顯的城鄉(xiāng)二元化結(jié)構(gòu)特征,具體表現(xiàn)在實踐層面,養(yǎng)老保障制度設(shè)計與數(shù)量提供與城鄉(xiāng)居民的養(yǎng)老需求之間存在一定的差距。本文認(rèn)為隨著我國經(jīng)濟(jì)社會發(fā)展的升級,適應(yīng)城鄉(xiāng)居民的養(yǎng)老需求,構(gòu)建和推進(jìn)城鄉(xiāng)一體化養(yǎng)老保障制度,是實現(xiàn)建設(shè)社會主義和諧社會的重要措施。在理論研究基礎(chǔ)上,論文追溯了濟(jì)南城鄉(xiāng)養(yǎng)老保障的形成與發(fā)展演進(jìn)歷史,從必要性和可行性兩個方面具體分析了濟(jì)南市建立城鄉(xiāng)一體化養(yǎng)老保障制度后續(xù)改進(jìn)的路徑,對濟(jì)南市城鄉(xiāng)一體化養(yǎng)老保障建構(gòu)提出了部分具體的政策建議。 本文共分五章：第一章緒論包括三部分。第一部分對論文研究背景和意義進(jìn)行了討論；第二部分整理了國內(nèi)外相關(guān)研究文獻(xiàn)和已取得的研究成果；最后介紹了論文形成過程中擬采取的研究思路和研究方法。第二章對濟(jì)南市養(yǎng)老保障一體化實踐和取得的經(jīng)驗進(jìn)行了詳細(xì)的研究。第三章是對濟(jì)南市在一體化過程中存在的問題及原因分析。第四章是對國內(nèi)外養(yǎng)老保障一體化的經(jīng)驗及啟示進(jìn)行分析。第五章闡述了完善濟(jì)南市城鄉(xiāng)一體化養(yǎng)老保障的具體對策。首先,要優(yōu)化濟(jì)南城鄉(xiāng)養(yǎng)老保障一體化的運(yùn)行機(jī)制。其次,改善濟(jì)南養(yǎng)老保障一體化體系運(yùn)行制度保障和配套改革措施。最后總結(jié)全文,本文是在前人研究的基礎(chǔ)上,融入自己對該問題的理解,形成的一篇包括濟(jì)南市養(yǎng)老保障一體化的現(xiàn)狀、經(jīng)驗、問題及原因分析及政策建議的綜述性論文。
[Abstract]:Population aging is a major problem to be faced and solved in the process of social and economic development in the 21st century. In 2001, the characteristics of aging population structure have emerged in China, thus becoming one of the countries with aging population in the world. Under the constraint of aging population structure, the problem of urban and rural old-age support has become one of the obstacles to the sustainable development of social economy in China. At present, China's economic and social development is at the stage of transformation from a dual economic structure to a unitary economic structure, which is adapted to this stage of structural changes. The reality of the old-age security system in our country, whether at the level of system design or at the level of concrete practice, has brought out obvious characteristics of urban-rural dual structure, which is manifested in the practical level. There is a certain gap between the design and quantity of old-age security system and the pension demand of urban and rural residents. This paper holds that with the development of economy and society in our country, it is an important measure to build a harmonious socialist society to adapt to the needs of urban and rural residents for the aged, and to construct and promote the integrated pension security system between urban and rural areas. On the basis of theoretical research, the paper traces the history of the formation and development of urban and rural old-age security in Jinan, and analyzes the path of the follow-up improvement of establishing the urban-rural integrated old-age security system in Jinan from the two aspects of necessity and feasibility. This paper puts forward some concrete policy suggestions on the construction of urban and rural integrated pension security in Jinan. This paper is divided into five chapters: the first chapter includes three parts. The first part discusses the research background and significance of the thesis; the second part summarizes the relevant research literature and the research results obtained at home and abroad; finally introduces the research ideas and research methods to be adopted in the process of the paper formation. The second chapter makes a detailed study on the practice and experience of pension security integration in Jinan. The third chapter analyzes the problems and causes of Jinan in the process of integration. The fourth chapter is to analyze the experience and enlightenment of the integration of endowment security at home and abroad. The fifth chapter elaborated the concrete countermeasure which consummates Jinan city and countryside integration old-age security. First of all, to optimize Jinan urban and rural old-age security integration of the operational mechanism. Secondly, improve Jinan pension security system operation system security and supporting reform measures. Finally, this paper summarizes the full text, this paper is based on the previous studies, into their own understanding of the problem, forming a comprehensive paper including the status quo, experience, problems and causes of the integration of pension security in Jinan, and policy recommendations.
