【摘要】：新型農(nóng)村合作醫(yī)療制度改革是一項(xiàng)民生工程，它對(duì)于完善農(nóng)村醫(yī)療保障體系，提高廣大農(nóng)民群眾的醫(yī)療水平與健康水平有著積極的作用，同時(shí)對(duì)促進(jìn)農(nóng)村發(fā)展，統(tǒng)籌城鄉(xiāng)發(fā)展以及構(gòu)建和諧社會(huì)也有著重大意義。農(nóng)民群眾擁有著艱苦樸素、勤勞節(jié)儉的優(yōu)秀品質(zhì)，他們?yōu)槲覈?guó)社會(huì)、經(jīng)濟(jì)的發(fā)展做出了巨大貢獻(xiàn)，但是其生活與健康狀況卻令人擔(dān)憂。 吉林省是農(nóng)業(yè)大省，農(nóng)業(yè)人口數(shù)量眾多，農(nóng)村合作醫(yī)療制度的建設(shè)問(wèn)題也比較突出。經(jīng)過(guò)多年努力，我省的新農(nóng)合試點(diǎn)范圍不斷擴(kuò)大，各級(jí)農(nóng)村醫(yī)療衛(wèi)生機(jī)構(gòu)的服務(wù)條件有所改善，投保農(nóng)民的受益水平也有了很大提高，廣大農(nóng)民群眾的投保積極性不斷增強(qiáng)。但是，，我省的新農(nóng)合建設(shè)仍然存在著一定的問(wèn)題，比如農(nóng)民群眾對(duì)于新農(nóng)合的認(rèn)識(shí)不夠；政府對(duì)于新農(nóng)合宣傳的力度有待加強(qiáng)；醫(yī)療機(jī)構(gòu)服務(wù)不到位等等，還需要我們以馬克思主義基本原理為指導(dǎo)，立足于省情，不斷推進(jìn)新農(nóng)合改革的進(jìn)程。 本文以馬克思主義理論為根據(jù)，立足于吉林省新型農(nóng)村合作醫(yī)療制度改革的現(xiàn)狀，分析了吉林省新型農(nóng)村合作醫(yī)療現(xiàn)狀存在的問(wèn)題、產(chǎn)生原因以及國(guó)外農(nóng)村醫(yī)療保障制度給我們的啟示，并從四個(gè)方面，就如何完善吉林省新型農(nóng)村合作醫(yī)療制度，提出了若干建議，以期為我國(guó)的新型農(nóng)村合作醫(yī)療制度改革提供一些借鑒。
[Abstract]:The reform of the new rural cooperative medical system is a livelihood project. It plays a positive role in perfecting the rural medical security system, improving the medical and health level of the broad masses of peasants, and promoting rural development. It is also of great significance to coordinate urban and rural development and to build a harmonious society. The peasants have the excellent qualities of hard work and frugality. They have made great contributions to the development of our society and economy, but their living and health are worrying. Jilin Province is a large agricultural province with a large agricultural population, and the construction of rural cooperative medical system is also prominent. After years of efforts, the scope of the new rural cooperative pilot in our province has been expanded, the conditions of service of rural medical and health institutions at all levels have been improved, the benefit level of insured farmers has also been greatly improved, and the enthusiasm of the broad masses of farmers for insurance has been continuously enhanced. However, there are still some problems in the construction of NCMS in our province, for example, the farmers' understanding of NCMS is not enough; the government's propaganda for NCMS needs to be strengthened; the medical institutions are not in place to provide services, and so on. We also need to take the basic principles of Marxism as the guidance, based on the situation in the province, constantly promote the process of new rural cooperation reform. Based on the Marxist theory and the current situation of the reform of the new rural cooperative medical system in Jilin Province, this paper analyzes the problems existing in the present situation of the new rural cooperative medical system in Jilin Province. The reasons and the enlightenment of the foreign rural medical security system to us, and from four aspects, put forward some suggestions on how to perfect the new rural cooperative medical care system in Jilin Province, and put forward some suggestions on how to improve the new rural cooperative medical care system in Jilin Province. In order to provide some reference for China's new rural cooperative medical system reform.
