【摘要】：和高速發(fā)展的航運相比,上海的航運保險發(fā)展情況不容樂觀,基于上海和新加坡在地理位置、經(jīng)濟發(fā)展狀況等各方面的相似性,以及新加坡航運保險發(fā)展的良好態(tài)勢,以新加坡為目前上海航運保險發(fā)展的參照體,具有切實可行的實際意義。文章以航運保險GEM模型的二級指標(如航運保險人才供給、法規(guī)與產(chǎn)業(yè)政策、保險行業(yè)協(xié)會、保險中介機構等)為分析點,比較分析了新加坡和上海航運保險的發(fā)展現(xiàn)狀,論證了上海航運保險產(chǎn)業(yè)在發(fā)展中存在的問題。同時指出自貿(mào)區(qū)航運在上海占有絕對的比重,發(fā)展自貿(mào)區(qū)航運保險即是發(fā)展上海航運保險。充分利用上海自貿(mào)區(qū)這個自由、高度開放的平臺,借鑒新加坡航運保險發(fā)展的成功經(jīng)驗,探索自貿(mào)區(qū)航運保險發(fā)展的舉措：不僅要發(fā)展和培養(yǎng)專業(yè)化的航運保險人才,完善港口等基礎設施建設和提高物流績效,加強航運保險法規(guī)建設和政策支持,改善上海航運保險市場結構,還要提高上海航運保險市場服務水平。
[Abstract]:Compared with the high-speed development of shipping, the development of shipping insurance in Shanghai is not optimistic. Based on the similarities between Shanghai and Singapore in geographical location, economic development and other aspects, as well as the favorable development situation of Singapore's shipping insurance, It is of practical significance to take Singapore as the reference for the development of Shanghai shipping insurance. In this paper, the second level index of shipping insurance GEM model (such as supply of shipping insurance personnel, regulations and industrial policies, insurance industry association, insurance intermediary organizations, etc.) is taken as the analysis point, and the development status of shipping insurance in Singapore and Shanghai is compared and analyzed. This paper demonstrates the problems existing in the development of Shanghai shipping insurance industry. At the same time, it is pointed out that free trade zone shipping occupies an absolute proportion in Shanghai, and the development of free trade zone shipping insurance is the development of Shanghai shipping insurance. Make full use of the free and highly open platform of Shanghai Free Trade Zone, learn from Singapore's successful experience in the development of shipping insurance, and explore measures for the development of free trade zone shipping insurance: not only should we develop and train specialized shipping insurance personnel, We should improve the infrastructure construction of ports and improve logistics performance, strengthen the construction of shipping insurance laws and regulations and policy support, improve the structure of Shanghai's shipping insurance market, and also improve the service level of Shanghai's shipping insurance market.
