【摘要】：社會(huì)保險(xiǎn)是一種為喪失勞動(dòng)能力、暫時(shí)失去勞動(dòng)崗位或因健康原因造成損失的人口提供收入或補(bǔ)償?shù)囊环N社會(huì)和經(jīng)濟(jì)制度。它能發(fā)揮社會(huì)穩(wěn)定器的作用，有利于保證社會(huì)勞動(dòng)力再生產(chǎn)順利進(jìn)行，實(shí)現(xiàn)社會(huì)公平，推動(dòng)社會(huì)進(jìn)步，更能體現(xiàn)出互助合作、同舟共濟(jì)的精神。當(dāng)下，我國強(qiáng)調(diào)以民生為本，研究探討烏魯木齊市社會(huì)保險(xiǎn)問題，不僅可以進(jìn)一步推動(dòng)烏魯木齊市社會(huì)保險(xiǎn)事業(yè)的發(fā)展，，發(fā)揮引領(lǐng)和示范帶動(dòng)作用，同時(shí)為繁榮我國少數(shù)民族地區(qū)社會(huì)保險(xiǎn)事業(yè)提供經(jīng)驗(yàn)借鑒。 本文通過對(duì)國內(nèi)外社會(huì)保險(xiǎn)研究的現(xiàn)有文獻(xiàn)進(jìn)行歸納和總結(jié)，發(fā)現(xiàn)大部分學(xué)者研究新疆社會(huì)保險(xiǎn)問題的著述很少，烏魯木齊市的社會(huì)保險(xiǎn)問題研究還沒有涉足，同時(shí)研究社會(huì)保險(xiǎn)單一性險(xiǎn)種的比較多，對(duì)社會(huì)保險(xiǎn)總體性研究的論文比較少等等問題。綜合上述實(shí)際情況，筆者認(rèn)為研究烏魯木齊社會(huì)保險(xiǎn)問題很有必要。本文首先通過總結(jié)烏魯木齊市社會(huì)保險(xiǎn)近20年主要成績和經(jīng)驗(yàn)，對(duì)烏魯木齊市社保經(jīng)辦現(xiàn)狀、主要成績和經(jīng)驗(yàn)總結(jié)進(jìn)行分析，實(shí)事求是地總結(jié)出烏魯木齊社會(huì)保險(xiǎn)建設(shè)的主要成就，將經(jīng)驗(yàn)提煉上升到理性認(rèn)識(shí)。其次，本文從社會(huì)保險(xiǎn)體制建設(shè)、五險(xiǎn)制度問題分析、社保擴(kuò)面征繳、社保經(jīng)辦能力建設(shè)、基金運(yùn)行風(fēng)險(xiǎn)管理等五個(gè)方面的問題入手，深入分析了烏魯木齊市社會(huì)保險(xiǎn)建設(shè)中存在的主要問題及其原因。再次，提出了加快烏魯木齊市社會(huì)保險(xiǎn)事業(yè)發(fā)展提出前瞻性的對(duì)策建議，包括加快社保體系一體化建設(shè)、優(yōu)先完善社保制度、加強(qiáng)社保隊(duì)伍擴(kuò)面征繳能力建設(shè)、提升經(jīng)辦能力和管理服務(wù)水平、強(qiáng)化社�；鸨O(jiān)管能力五個(gè)方面。最后，運(yùn)用經(jīng)濟(jì)模型對(duì)2013-2020年烏魯木齊市五險(xiǎn)社保基金收支運(yùn)營進(jìn)行預(yù)測，同時(shí)根據(jù)基金收支預(yù)測狀況進(jìn)行分析和總結(jié)。 本文通過查閱大量資料和數(shù)據(jù)、進(jìn)行實(shí)地調(diào)研訪談收集第一手資料和到社保經(jīng)辦部門實(shí)習(xí)工作等準(zhǔn)備的基礎(chǔ)上進(jìn)行寫作。了解到在社保經(jīng)辦業(yè)務(wù)執(zhí)行過程中，只有把烏市社保經(jīng)辦機(jī)構(gòu)基金預(yù)算管理及風(fēng)險(xiǎn)控制做好，才能實(shí)現(xiàn)基金安全運(yùn)行。本文運(yùn)用EXCEL,MATLAB7.0,灰度系統(tǒng)模型軟件等軟件對(duì)烏魯木齊五險(xiǎn)基金收支進(jìn)行預(yù)測、分析和對(duì)比，提前預(yù)警收支缺口的出現(xiàn)。對(duì)于提升烏魯木齊地區(qū)社會(huì)保險(xiǎn)基金風(fēng)險(xiǎn)評(píng)估具有一定的參考價(jià)值。
[Abstract]:Social insurance is a kind of social and economic system that provides income or compensation for the loss of working capacity, temporary loss of employment or loss of population due to health reasons. It can play the role of social stabilizer, ensure the smooth reproduction of social labor force, realize social equity, promote social progress, and reflect the spirit of mutual aid and cooperation. At present, our country emphasizes people's livelihood as the foundation, studies and discusses the Urumqi city social insurance question, can not only further promote the Urumqi city social insurance enterprise development, displays the leading and the demonstration impetus function. At the same time for the prosperity of social insurance in minority areas of China to provide experience. This paper sums up and summarizes the existing documents of social insurance research at home and abroad, and finds that most scholars have few works on social insurance in Xinjiang, while the research on social insurance in Urumqi has not been set foot in. At the same time, there are many kinds of social insurance single insurance, and few papers on the overall study of social insurance, and so on. Synthesizing above actual situation, the author thinks it is very necessary to study Urumqi social insurance problem. First of all, by summarizing the main achievements and experiences of the social insurance in Urumqi in the past 20 years, this paper analyzes the present situation, main achievements and experiences of the social security administration in Urumqi. This paper summarizes the main achievements of the social insurance construction in Urumqi, and raises the experience to rational understanding. Secondly, this paper starts with five aspects: the construction of social insurance system, the analysis of the problems of the five-insurance system, the collection of social security, the construction of social security administration capacity, the risk management of fund operation, and so on. The main problems and their causes in the construction of social insurance in Urumqi are analyzed. Thirdly, it puts forward some forward-looking countermeasures and suggestions for speeding up the development of social insurance in Urumqi, including speeding up the construction of social security system integration, giving priority to improving the social security system, and strengthening the construction of the ability of social security troops to expand their scope of collection and payment. Enhance the ability of management and management services, strengthen the supervision of social security funds in five areas. Finally, the economic model is used to forecast the income and expenditure of the five-risk social security fund in Urumqi from 2013 to 2020. At the same time, the forecast status of the fund income and expenditure is analyzed and summarized. Through consulting a lot of materials and data, this paper carries on the field investigation and interview to collect the first-hand information and the preparation to the social security agency department. It is understood that in the process of implementing the social security agency, only the fund budget management and risk control of the social security agency in Urumqi can realize the safe operation of the fund. In this paper, we use excel MATLAB 7.0, gray system model software and other software to forecast, analyze and compare the income and expenditure of the five risk funds in Urumqi, and forewarn the emergence of revenue and expenditure gap in advance. It has certain reference value for promoting risk assessment of social insurance fund in Urumqi area.
