【摘要】：農(nóng)村社會養(yǎng)老保險(xiǎn)是我國社會保險(xiǎn)中重要的組成部分，而新型農(nóng)村社會養(yǎng)老保險(xiǎn)又是完善我國農(nóng)村社會養(yǎng)老保障體系中的關(guān)鍵所在。新型農(nóng)村社會養(yǎng)老保險(xiǎn)能否產(chǎn)生預(yù)期政策效果，除了與新農(nóng)保政策本身制定的優(yōu)劣有關(guān)，更重要的是在具體實(shí)施過程中能否按照政策所規(guī)定的執(zhí)行。 在我國政策一旦確定框架之后，經(jīng)辦管理服務(wù)就顯得尤為重要，成為影響政策成敗的關(guān)鍵因素。2011年公布實(shí)行的《社會保險(xiǎn)法》第一次對與社會保險(xiǎn)有關(guān)的主體和對象相互之間的法律關(guān)系進(jìn)行了明文規(guī)定，對提供社保服務(wù)的經(jīng)辦管理機(jī)構(gòu)的經(jīng)辦權(quán)責(zé)及其法律地位進(jìn)行了權(quán)威確定，使我國提供社會保險(xiǎn)服務(wù)的經(jīng)辦管理體系進(jìn)入了法制化、制度化的軌道。將社會經(jīng)辦工作在國家法律中單獨(dú)成章，可以得窺，新農(nóng)保經(jīng)辦管理在新農(nóng)保政策具體試點(diǎn)推進(jìn)中所占的份量。 本文從對新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度國內(nèi)發(fā)展現(xiàn)狀的相關(guān)文獻(xiàn)資料入手，進(jìn)行了系統(tǒng)梳理，國外大部分地區(qū)實(shí)行城鄉(xiāng)一體保險(xiǎn)制度，對其社會保險(xiǎn)相關(guān)資料進(jìn)行了綜合整理，通過國內(nèi)外研究綜述，為接下來的研究打下了理論基礎(chǔ)，具有很好的借鑒意義；接著，對于新農(nóng)保和新農(nóng)保經(jīng)辦管理的相關(guān)概念進(jìn)行闡釋，明確了新農(nóng)保經(jīng)辦管理的重要性，對于本文可能用到的相關(guān)理論進(jìn)行簡要闡述，為下文分析提供理論支撐；第三，對于當(dāng)前我國新農(nóng)保政策試點(diǎn)實(shí)施現(xiàn)狀和出現(xiàn)問題的相關(guān)問題進(jìn)行了分析。遂提出了本文的研究重點(diǎn)新農(nóng)保經(jīng)辦管理，對于我國新型農(nóng)村社會養(yǎng)老保險(xiǎn)經(jīng)辦管理的發(fā)展沿革和經(jīng)辦管理的實(shí)效進(jìn)行了分析，發(fā)現(xiàn)了新農(nóng)保經(jīng)辦管理中存在的問題及其原因；通過對西方社會保險(xiǎn)事業(yè)成熟國家的經(jīng)辦管理案例進(jìn)行分析，借鑒其成功經(jīng)驗(yàn)；最后，本文提出了對于新型農(nóng)村社會養(yǎng)老保險(xiǎn)經(jīng)辦管理的對策建議，，寄期望能有效解決當(dāng)前我國存在的新型農(nóng)村社會養(yǎng)老保險(xiǎn)經(jīng)辦管理中的問題，促進(jìn)新型農(nóng)村社會養(yǎng)老保險(xiǎn)的可持續(xù)性發(fā)展。
[Abstract]:Rural social old-age insurance is an important part of our country's social insurance, and the new rural social old-age insurance is the key to perfect our country's rural social old-age security system. Whether the new rural social endowment insurance can produce the expected policy effect is not only related to the advantages and disadvantages of the new rural insurance policy itself, but also more important is whether it can be carried out in accordance with the policy provisions in the specific implementation process. Once the framework of our policies has been established, it is particularly important to run management services. The Social Insurance Act, published in 2011, for the first time, explicitly regulates the legal relationship between subjects and objects related to social insurance, The authority, responsibility and legal status of the agency and management organization providing social security service are confirmed, which makes the management system of providing social insurance service in our country enter the track of legalization and institutionalization. We can see the weight of the management of the new rural insurance office in the specific pilot promotion of the new rural insurance policy. This article starts with the relevant documents of the new rural social endowment insurance system, and systematically combs it. Most of the foreign regions implement the urban-rural insurance system, and the related data of the social insurance are comprehensively sorted out. Through the domestic and foreign research summary, has laid the theoretical foundation for the following research, has the very good reference significance; then, has carried on the explanation to the new rural insurance and the new rural insurance administration management related concept, has clarified the new rural insurance administration management importance, To this article may use the related theory to carry on the brief elaboration, provides the theory support for the following analysis; third, has carried on the analysis to the present our country new rural insurance policy pilot implementation present situation and the question which appears the related question. This paper puts forward the research focus of this paper, the management of the new rural old-age insurance management, the development of the new rural old-age insurance management and management of the actual results of the analysis, found the new rural insurance office management problems and their causes; Through the analysis of the management cases of the western countries with mature social insurance business, the successful experience is used for reference. Finally, the paper puts forward the countermeasures and suggestions for the management of the new type of rural social endowment insurance. Hope can effectively solve the problems existing in the management of the new rural social old-age insurance and promote the sustainable development of the new rural social old-age insurance.
